BARTON Clerk to the Board �OR1V4' July 13 , 2011 SOLID WASTE DISPOSAL DISTRICT The Board of Commissioners of the Solid Waste Disposal District of Indian River County, Florida of Indian River County, Florida, met at the County Commission Chambers, 1801 27`h Street, Vero Beach, Florida, on Wednesday, July 13 , 2011 to discuss the proposed Solid Waste Disposal District Budget for Fiscal Year 2011 -2012 . Present were Chairman Bob Solari, Vice Chairman Gary C . Wheeler, and Commissioners Wesley S . Davis , Joseph E . • Flescher, and Peter D . O ' Bryan . Also present were County Administrator Joseph A. Baird, Management and Budget Director Jason E. Brown, County Attorney Alan S . Polackwich, Sr. , and Deputy Clerk Maureen Gelfo . PUBLIC HEARING -SOLID WASTE DISPOSAL DISTRICT (S . W.D .D . ) PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD At 1 : 30 p . m . , the Chairman convened the Public Hearing for the Solid Waste Disposal District for Fiscal Year 2011 -2012 . Administrator Baird used a PowerPoint presentation (on file) to provide a synopsis of the SWDD 2011 -2012 proposed budget of $ 10 ,474, 340 , a $242 , 117 or 2 . 3 % reduction from last • July 13 , 2011 1 MG/S WDD Public Hearing 14 1 PG 16 year. He informed the Board that the SWDD rate has been reduced for the last 15 years and explained the necessity to increase rates this year . The proposed rates follow : Residential — Waste Generation Unit (W . G .U . ) $42 . 40 $2 . 02 increase Commercial — Waste Generation Unit (W . G.U . ) $ 29 . 39 $ 1 . 30 increase Equivalent Residential Unit (E . R. U . ) $ 67 . 84 $3 . 23 increase Readiness-To-Use Fee (W . G . U . ) $ 18 . 13 $ 1 . 03 increase Budget and Management Director Jason Brown interjected that the E .R.U . (for a single family home) at $ 67 . 84 is still $ 13 . 00 less than the 1995 - 1996 rate which was $ 80 . 08 . Administrator Baird advised that SWDD revenues were down because of decreased construction activities ; a decline in recycling sale revenues ; and low interest rates impacting the interest income . He also responded to the Board ' s questions about the residential rates . • The Chairman opened the Public Hearing. There were no speakers, and the Chairman closed the Public Hearing. (Clerk 's Note : During the Preliminary Budget Hearing of July 13, 2011, a Motion was made to approve the proposed budget for all funds, inclusive of the Solid Waste Disposal District) .
