EMERGENCY SERVICES DISTRICT
MEETING MINUTES
The Board of Commissioners of the Emergency Services District of Indian River County,
Florida, met in Regular Session at the County Commission Chambers, 1801 27a' Street, Vero
Beach, Florida, on Tuesday, August 20, 2013. Present were Chairman Joseph E. Flescher, Vice
Chairman Wesley S. Davis, and Commissioners Peter D. O'Bryan, Bob Solari, and Tim Zorc.
Also present were County Administrator Joseph A. Baird, County Attorney Dylan Reingold, and
Deputy Clerk Maureen Gelfo.
Chairman Flescher called the meeting to order at 8:18 p.m.

ON MOTION by Commissioner O'Bryan, SECONDED by
Commissioner Solari, the Board unanimously approved the
minutes of the June 18, 2013 meeting, as written.

C'ily Manager Jason Ntutcmukcr revealed that Fellsmeres program has resulted in one-
stop shopping with regards to pennittirtg, and tiley feel this is the best approach. Ile agreed to
work with the County to sec; if Felismcre's program has any deficiencies, but stressed that
Fellsnlere is very pleased with their program.

Attorney Reingold advised that he would be happy to meet with Attorney Dill, but
cautioned the Board that the 4 -year Statute of Limitations on this matter was drawing to a close.
After a brief discussion, the Board CONSENSUS was to ask Fellsmere fora 90 -day
extension of the Statute of Limitations, to allow III for discussion between County and
Fellsmere staffs.
The Chairman CALLED THE QUESTION, and the Motion
carried unanimously.
Mr. Nunemaker stated that he would present this matter to the Fellsmere City Council at
its September 5, 2013 meeting.

OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES
There being no further business, the Chairman declared the Emergency Services District
