SOLID WASTE DISPOSAL DISTRICT
MEETING MINUTES
The Board of Commissioners of the Solid Waste Disposal District met at the County
Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, September 11 , 2012 .
Present were Chairman Gary C . Wheeler, Vice Chairman Peter D . O ' Bryan, Commissioners
Wesley S . Davis , Joseph E . Flescher, and Bob Solari . Also present were County Administrator
Joseph A. Baird, County Attorney Alan S . Polackwich, Sr. , and Deputy Clerk Maureen Gelfo .
Chairman Wheeler called the meeting to order at 12 : 18 p .m.

ON MOTION by Commissioner Solari, SECONDED by
Chairman Wheeler, the Board unanimously approved the
minutes of the July 17 , 2012 meeting, as written.

15.8. 2. MEMORANDUM OF UNDERSTANDING WITHINEOS NEW PLANET
BIOENERGY aNPB) AND WORK ORDER NO. 5 TO CDMSMITH.
INC. FOR FILLING OF SWDD WETLAND
ON MOTION by Commissioner Davis, SECONDED by
Commissioner Flescher, the Board unanimously approved
and authorized the Chairman to execute : ( 1 ) the
Memorandum of Understanding with OINEOS New Planet
BioEnergy, LLC ; and (2) Work Order No . 5 with CDM
Smith, Inc . , in the amount of $ 58 , 500 to provide
engineering/construction services related to filling a 1 . 4
acre portion of the Solid Waste Disposal District' s
(SWDD ' s) wetland, as recommended in the memorandum
of September 4, 2012 .
DOCUMENTS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD
ALL BACKUP DOCUMENTATION, RESOLUTIONS, AND ORDINANCES ARE ON FILE IN THE OFFICE
OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES
There being no further business, the Chairman declared the Solid Waste Disposal District
meeting adjourned at 12 : 19 p .m .
