SOLID WASTE DISPOSAL DISTRICT
MEETING MINUTES
The Board of Commissioners of the Solid Waste Disposal District met at the County .
Commission Chambers , 1801 271h Street, Vero Beach, Florida, on Tuesday, September 13 , 2011 .
Present were Chairman Bob Solari, Vice Chairman Gary C . Wheeler, Commissioners Wesley S .
Davis , Joseph E . Flescher, and Peter D . O ' Bryan . Also present were County Administrator Joseph
A . Baird, County Attorney Alan S . Polackwich, Sr . , and Deputy Clerk Leona Adair Allen .
Chairman Solari called the meeting to order at 3 : 28 p . m .
15. B. 1 . CONSTRUCTIONAND DEMOLITIONDEBRIS RECYCLING AT IRC
LANDFILL
Managing Director Himanshu Mehta, Solid Waste Disposal District, presented a proposal
from Republic Services to bring the District in compliance with the Florida Department of
Environmental Protection (FDEP) , Rule 62 . 701 . 730 , adopted January 2010 . This Rule requires the
segregation of Municipal Solid Waste and Construction and Demolition (C &D) Debris Disposal
and Recyclables in Class I landfills . The deadline to become compliant is November 1 , 2011 .
Republic Services ' proposal offers $2 . 50 more per ton to process all incoming C &D debris ;
a
rebate of $ 13 . 99 per ton for any of the materials recycled off- site , and compliance with the 20%

minimum requirement goal for recycling . In addition, they will share 10 % of the revenue for any
of the materials that are sold . Director Himanshu asked the Board to approve the proposal in
concept and authorize staff to negotiate an amendment to the landfill operations contract .
Questions were posed by the Board concerning fees and possibly competing with private
C &D facilities ; and what process would be used in breaking down the concrete .
MOTION was made by Commissioner Flescher,
SECONDED by Vice Chairman Wheeler, to approve staffs
recommendation.
Commissioner O ' Bryan was concerned with the processing fees of the concrete and where
it would be disposed, and questioned the feasibility of Republic Services being able to obtain a
minimum recycling goal of 20 % from cardboard and metal .
Mr. Himanshu acknowledged that this was an area that they needed to look at further.
After hearing the concerns of the Board, and having some of his own, Administrator Baird
suggested this item be brought back at a later date for discussion . Commissioner Davis agreed .
Commissioner Flescher WITHDREW his Motion.
A CONSENSUS was reached to table this item for further
review by staff and to bring it back for Board discussion.
