Mr. Seth Kittrell and Colonel Walton, representing the Board.of Realtors of
ii Indian River County appeared before the Board and wanted to know.if any areas in the County
had been zoned. The Board told them there were no zoned areas. They also requested the
names of the members of the Couhty's Planning and Zoning Board and the Clerk was requested
to send them a list.
Mr. Neiwhoner appeared before the Bcwd and requested that a certain drainage
pipe in Vero Park be lowered. The Board requested Mr. Carter to look into the situation and.,
if possible, lower the pipe.
Mrs. Anne Christensen, County Welfare Case Worker appeared before the Board
and gave her report for the month of July. Same was ordered filed with the Clerk.
Mrs. Rosemary Richey, Supervisor of Registration, appeared before the Board
and asked.for $50.00 expense money to attend a meeting of the Supervisor's of Registration
on August 5, 6, and 7. This request was granted on Motion of Commissioner Ilamilton, seconded
by Commissioner (Waddell and carried.
Mrs. Richey also requested permission to purchase zipper carrying cases for
the registration books. Permission was granted on Motion of Commissioner Waddell, seconded
by Commissioner Warren and carried.
The E & I list for 1953 Tax (loll covering real and personal property was
presented to the Board by Troy E. Moody, Tax Collector and approved upon Motion of Commissionel
Hamilton, seconded by Commissioner Watts and carried.
The several bills and accounts against the County, having been audited, were
examined and found correct, were approved and warrants issued in settlement of same. Such

bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants;
so issued from the respective funds being listed in the Supplemental Minute Book as provided
by therulesof .the State Auditor, reference to such record and the list so recorded being

made a part of these minutes.
The County Depository filed its monthly statement, showing receipts and dis-
bursements of the various funds, which have been audited, were found to be correct.
There being no further business, on motion made, seconded and carried, the
Board then adjourned until 9:00 A. M. Tuesday, August 10, 1954.

A petition was received signed by James E. Richardson together with 31 addi-
tional signatures being residents of Lincoln Park in Gifford, asking the,County Commissioners
to better their roads and build a bridge in that area. The petition was considered and the �I
Board agreed to follow through upon said request,as soon as possible.

Said Board will meet in the County Commissioners Room, Indian Rive
County Courthouse, Vero Beach, Florida, at 9(00 o'clock A. M. on August 10
1954, for the purpose of bearing requests and .complaints from the public re
garding said proposed budget.

The Board then considered the County Budget and budget estimates as prepared
by the Board at its meeting of July 23rd, 1954, and as duly advertised as provided by`iaw in
the Vero Beach Press Journal, a newspaper of general circulation published in this 'County
and published in the issue of said newspaper July 29, 1954, Thereupon Commissioner Waddell
Introduced the following Resolution and moved its adoption, to -wit:
WHEREAS, the County Auditor, after tentatively ascertaining the proposed fiscal
policies of the Board of County Commissioners of Indian River County for the ensuing fiscal
year, did prepare and present to the Board a tentative budget for the ensuing fiscal year for
each of the funds a s provided by law for the annual budget of the BoardofCounty Commissioners
of Indian River County, Florida, including all estimated receipts, taxes to be levied and
balances expected to be brought forth and.all estimated expenditures, reserves,and balances
to be carried over at the end of the year; and,
WHEREAS, the Board of County Commissioners did receive and examine said tenta-
tive budget for each fund and did require such changes to be made as the Board did deem
necessary and the Auditor's estimate of receipts other than taxes and of balances to be
brought forward not having been revised; and,
WHEREAS, upon receipt of said tentative budget and the completion of all re-
visions, this Board did prepare a statement summarizing all of the tentative budgets showing
for each budget and the total of all budgets the proposed tax millages, the balances, the
reserves and the total, of each major classification of receipts and expenditures, classified
according to the classification of accounts prescribed by the Comptroller of the State of
Florida; and,_,
WHEREASg this B oard didcause said summary statement to be advertised one time
In a newspaper of general circulation published in Indian River County, Florida, to -wit: In
the issue of July 29, 1954+ of the Vero Beach Press Journal. as will more fully appear by
proof of publication thereof filed in th=e minutes of this Board; and,
WHEREAS, this Board did meet at the time and place stated in said advertisement
fof the purpose of hearing requestd and complaints from the public regarding the budgets
and for the purpose of holding a public hearing and making whatever revisions in the budget it
may deem necessary; Now, therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County,
Florida, does herewith tentatively adopt the annual budget for the funds of said Board for the
fiscal year ending September 30, 1955, in-Ue..form as heretofore prepared and duly advertised;
and,
BE IT FURTHER RESOLVED that said tentative budget shall be filed in the office
of the County Auditor as a public record and the County Officer shall transmit two copies
of the tentative budget as adopted to the Comptroller of the State of Florida and said budget
as tentatively adopted shall be considered as finally adopted and as official upon approval
as to form by the Comptroller.
Upon being duly -seconded by Commissioner Hamiltone the same was unanimoulr,
adopted.

the State of Florida for the account of the State Board of Health of the State of Florida to
be expended by said State Board of Health as provided by Chapter 154, Florida Statutes,
BE IT FURTHER RESOLF ED that the Tax Assessor of Indian River County, Florida,
be and he is hereby directed to assess and levy all of the foregoing taxes as fixed and levied
by this Board upon the taxable property in Indian River County, Florida, just and due taxation,
and the Tax Collector of Indian River County, Florida, be and he is hereby directed to collect
said taxes and pay over the same to this Board and that a certified copy of this Resolution
be furnished to the County Assessor of Taxes and the County Collector of Taxes.
Upon being duly seconded by Commissioner Natts, the same was unanimously adopted.

Commissioner Batts introduced the following resolution and moved its adoption.
to -wit:
WHEREAS, all acts having been performed,and all proceedings had as required by
law preliminary to the levy of taxes in Indian River County,. Florida, for the year 1954; and,
WHEREAS, the respective Boards and taxing districts being authorized to fix
and levy taxes upon property situated within Indian River County, Florida, as provided by law,
fixed such tax levies and have certified the same to the Board of County Commissioners and
Commissioner Hamilton introduced the following Resolution and moved its
adoption as follows. to -wit:
BE IT RESOLVED by the Board of County Commissioners of Indian River County,
Florida, that the rate of taxation necessary to meet the expenditures of the Board of County
Commissioners of Indian River County, Florida, for the fiscal year ending September 30. 19559
pursuant to the budget of said Board as heretofore published and approved, is as hereinafter
levied and that the tax rate as hereinafter shown and set forth be and it is hereby levied on
all taxable property in Indian River County, Florida, for the year 1954 with the rate herein-
after set out, to -wit:
1. In order to meet the estimated expenses of the General Fund, it is deter-
mined and hereby declared that a tax rate of Five and nine -tenths (5.9) mills upon the dollar
be levied and hereby imposed.
2. In order to meet the estimated expenses of the Road and Bridge Fund, it is
determined and hereby declared that a tax rate of One (1) mill upon the dollar be levied and
Is hereby imposed.
3. In order to meet the estimated expenses of the Fine and Forfeiture Fund,
it is determined and hereby declared that a tax rate of One and Eight -tenths (1.8) mills upon
the dollar be levied and is hereby imposed.
4. In order to meet the estimated expenses..of the Capital Outlay Reserve Fund,
It is determined and hereby declared that a tax rate of Fine -tenths (.5) mill upon the dollar
be levied and is hereby imposed.
5. In order to provide funds to the Indian River County Public Health Unit, it

levied, assessed and is hereby imposed upon all the property lying and being in the County of
Indian River, the proceeds of which when collected shall be paid to the State Treasurer of

be expended by said State Board of Health as provided by Chapter 154, Florida Statutes,

and levy taxes upon property situated within Indian River County, Florida, as provided by law,
fixed such tax levies and have certified the same to the Board of County Commissioners and
this Board having accepted the same and having found them to be proper; Now, therefore,
BE IT RESOLVED that:
1. Estimates having been made by the Board of Commissioners of gI�VE,R_
MOSQUITO CONTROL pISBICT-, and a certified copy of the Resolution filed with this Board, as
required by law, and as estimated by the Board of Commissioners, It is determined and hereby
declared that a tax rate of Six and five -tenths (6.5) mills upon the dollar be levied, and
Is hereby fixed and assessed for the year 1954, on all of the property taxable for such pur-
pose as provided by law in the County of Indian River, lying and being within the boundaries
of said Indian River Mosquito Control District, the boundaries of said District being de-

2. Estimates having been made by the Board of Commissioners of SE.BAjjLAkj INLET
DISTBICT and a certified copy of Resolution filed with this Board as required by law and as
estimated by said Board of Commissioners, it is determined and hereby declared that a tax rate
of Three (3) mills upon the dollar be levied and is hereby fixed and assessed for the year
1954 on all of the property in th,e County of Indian River lying and being in the boundaries
of said Sebastian Inlet District, which said boundaries are as follows, to -wit: All that
part of Indian River County which comprised and made up the first Commissioner's District
of St. Lucie County, Florida, as located and established upon the passage of Chapter 7976,
Laws of Florida, Acts of 1919 as amended, which said levy shall be used as a maintenance
fund for the purposes authorized and prescribed in the Act creating said District; namely,
Section 15, Chapter 79769 Laws of Florida, as amended by Chapter 12259 of the Laws of Florida.
3. Estimates having been made by the Board of Commissioners of the CENTRAL

this Board, as required by law and as estimated by said Board of Commissioners, it is deter-
mined and hereby declared that a tax rate of One (1) mill on the dollar be levied and 1,8
hereby fixed and .imposed and assessed for the year 1954, on all of the property in the County
of Indian River lying and being within the boundaries of aid Central and. Southern Florida

Flood Control District, the boundaries of said District being described as including all of
the County of Indian River.
• 4. Estimates having been made by the BOARD &_ PUBLIC INSTRUCTION of Indian
River County, Florida, and a certified copy of the Resolution filed with this Board as re-
quired by law and as estimated by said BOARD OF PIIBLIC INSTRUCTION, it is determined and
hereby declared that a tax rate of Six and Five -tenths (6,5) mills upon the dollar be levied,
and is hereby imposed upon all property in the County of Indian River to meet the current ex-
penses# incidental and necessary, for the operation of the publielschool of the County.
5. Estimates having been made by the said ,Board gi PUBLIC INS,UCTi01� and a
certified copy of the Resolution fled with this Board as required'by law and as estimated by
said Board of Public Instruction, it is determined and hereby declared that the tax rate of
Six and Five -tenths (6.5) mills upon the dollar is hereby levied, assessed and imposed upon
all homesteads to meet the interest paymentsand provide a Sinking Fund for the ultimate re-
demption of bonds outstanding against said County current school fund and representing in-
debtedness incurred prior to the exemption of said homesteads from taxes.
6. Estimates having been made by the said Board of Public Instruction for
SCHOOL DISTRI,CT fig. I and a certified copy of said Resolution having been filed with this
Board as required by law, and as estimated by said Board, being the rate of millage voted, it
Is determined and hereby declared that tax rate of Ten (10) mills upon the dollar be levied
and is hereby fixed and assessed for the year 1954 on all of the property taxable for such
purpose as provided by law in said District, said District comprising of all of Indian River
County. The s:me-being Nine (9) Dills for support and maintenances and One(1) mill for building
and special reserve.
7. Estimates having been made by the said Board of Public Instruction for
,SPEGIA,L AA SCHOOL DIM= 19, 11, and a certified copy of the Resolution filed with this
Board as required by law, it is determined and hereby declared that a tax rate of Seventy-
five hundredths (.75) mills upon the dollar be levied and is hereby fixed and assessed for
the year 1954 on all of the property in the County of Indian River lying and being within the
boundaries of said District No. 11, which boundaries are as follows,,,to-wit: Beginning at
the Northeast corner of Section 32, Township 32 South, Range 40 East, thence run West along
Section line to Northwest corner Section 31, Township 32 South, Range 38 East, thence South
on Range line to Southwest corner Section 31, Township 33 South, Range 39 East, thence West
along Section line to Northwest corner Section 6, Township 33 South, Range 36 East, thence
South along Range line to Southwest corner Section 189 Township 33 South, Range 38 East,
thence East to Atlantic Ocean. thence North along Ocean beach to starting point; for the pur-
pose of paying interest upon and providing a Sinking Fund for bonds of said District dated
December 1, 1940.
BE IT FURTHER RESOLVED that the Tax Assessor of Indian River County, Florida,
be and he hereby, is directed to assess and levy all the foregoing taxes upon the taxable pro-
perty in Indian River County,'F1'orida, just and due taxation within the respective boundaries
upon which such taxes are levied and the Tax Collector of Indian River County, Florida, be
and he is hereby directed to collect six said taxes and pay over the same and that a certified
copy of this Resolution be furnished to the County Assessor of Taxes and the County Collector
of Taxes.
Upon being duly seconded by Commissioner Hamilton, the same was unanimously
adopted.

On Motion of Commissioner Waddell, seconded by Commissioner Watts and carried,
the following Resolution was unanimously adopted:
WHEREAS, there is a total surplus of $1,150,00 in the General Revenue Fund of
Indian River County under some items and which surplus exists after the payment of all nec-
essary expenditures under such items for the current fiscal year; and
WHEREAS, there is a deficiency in funds necessary to provide for the proper
and authorized expenditures under some items in said General Revenue Fund; ana
WHEREAS, said items mentioned are a part of the same fund and the transfer
from one item to another item in the same fund and is not a transfer from one fund to another
fund; and therefore,
BE IT RESOLVED that there is herewith transferred the sum of $19150,00 from
some items where there is a surplus to the items Where there is a deficiency, according to
detailed statement attached, all in the General Revenue Fund of the current budget of Indian
River County as provided by law.

The Board of County Commissioners of Indian River County met at the Courthouse
at Vero Reach, Indian River County, in a regular meeting at 9:00 o'clock A. M. Tuesday,
September ?, 1954, with the following members present: Commissioners W. C. Graves, Jr., Chair-
man, Aubrey L. Waddell, J. J. P. Hamilton, H. C.. Watts and Allison Warren. Also present were
E. E. Carter, Road and Bridge Superintendent, George Heath, Attorney, L. B. O'Steen, Sheriff,
and Douglas Baker, Clerk..
