HomeMy WebLinkAbout10/7/1954r440 the day by various activities, including Memorial Services to be held at the hour of 11:00 A.M.; and, 1 WHEREAS, the County of Indian River, by and through its Board of County Commissioners is vitally interested in the veterans' affairs; NOW, THEREFORE, BE IT HEREBY RESOLVED that the County•of Indian River, by and through its Board of County Commissioners, commends the veterans' organizations for their activities and requests that the County agencies and employees cooperate in any way possible r, in the furtherance of this celebration. BE IT•FURTHER RESOLVED that a copy of this Resolution be posted at the East front door of the Courthouse. S1 W. C. GRAVES. JR. W. C. Graves, Jr. Chairman, Board of County Commissioners The several bills and accounts against the County, having been audited, were examined and found correct, were approved and warrants issued in settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and dis- bursements of the various funds, which have been audited, were found to be correct. OCTOBER 7. 1954 The Board of County Commissioners of Indian River County, met at the Courthouse at Vero Beach, Indian River Countyg in -a -special meeting at 11:00 o'clock A. M.,. Thursday, October 7, 1954, with the following members present: Commissioners W. C. Graves, Jr., Chair- man; Aubrey L. Waddell; J. J. P. Hamilton; H. C Watts and Allison Warren. Also present were E. E. Carter, road and Bridge Superintendent, S. N. Smith, Jr., Attorney, and Douglas Baker, Clerk, Chairman Graves announced this meeting was called for the purpose of dis- cussing matters and problems brought about by the sudden death of Sheriff L. B. O'Steen, which occured on Wednesday, October b, 1954. Upon motion of Commissioner Waddell, seconded by Commissioner Watts and carried, the Board authorized the closing of the Courthouse beginning at noon Friday, October 8th, and that the flag be flown at half mast. 'i 1 1 E 1 1 1 E 441 B B_ -aQL.QIIQA On Motion of Commissioner Allison Warren, seconded by Commissioner Aubrey Waddell, the following Resolution was unanimously adopted: Be it resolved by the Board of County Commissioners of Indian River County, Florida, that due to the.death of L. B. O'Steen, Sheriff of Indian River County. -Florida on October 6,. 1954, that the ballots heretofore printed by the Board of County Commissioners for the General Election to be held November 2, 1954, are herewith declared null and void and ordered destroyed. That the Board does herewith determine that the ballots must, by necessity of time, be reprinted providing for election of a sheriff of Indian River County, Florida, and that such reprinting must begin on October 13, 1954 at 9:00 o'clock A. M., and the Board of County Commissioners do herewith advise the Indian River County Executive Committee of all political parties that each such County Executive Committee shall have until y October 13, 1954 at 9:00 o'clock A. M. to select a nominee for their party for the office of Sheriff of Indian River County, and that all such nominations by such County Executive Commit- tees received by the Board of County Commissioners by said deadline shall be printed on the General Election Ballot as the nominee of such party for the office of Sheriff. a BE IT FURTHER RESOLVED, that the Clerk of this Board of County Commissioners is herewith directed to immediately deliver a certified copy of this Resolution to the Chairman of Indian River County's Executive Committee of each political party. That if the Chairman can not be readily located a copy shall be delivered to the Vice -Chairman or any other member r of said committee. r Sheriff's Bond for Sam Joyce in the sum of $2,000.00 with the Home Indemnity Company as surety was approved by the Board upon motion of Commissioner Waddell, seconded by Commissioner Warren and carried. J. E .S Q Q Q I 1 Q N -- L. B. O•Steen On Motion of Commissioner Hamilton, seconded by Commissioner Warren and carried, the following Resolution was unanimously adopted: WHEREAS, L. B. O'Steen was elected Sheriff of Indian River County, Florida, and took office in the year 1942 and held such office as Sheriff until his untimely death on the 6th day of October, 1954; and, WHEREAS, among his other duties of said office, the said L. B. O'Steen attended the meetings of the Board of County Commissioners and there served and assisted said Board In the performance of its public duties; Now, therefore, BE IT RESOLVED by the Board of County Commissioners of Indian River Countys Florida, that this Board does herewith express its sincere bereavement in the loss of this Board and the people of Indian River County, Florida, of their Sheriff and this Board does herewith extend to the family of the said L. B. O'Steen its sympathy in the loss of their husband and father. 40 BE IT FURTHER RESOLVED THAT a copy of this Resolution be spread on the minutes of this Board, a copy be furnished to Mrs. O'Steen and a copy be delivered to the press and radio of'the County. � '442 There being no further business, on motion made, seconded and carried, the Board then adjourned until 9:00 o'clock A. CHAIRMA ATTEST: 074 CLERK The Board of County Commissioners of Indian River County, Florida met at the Courthouse at Vero Beach, Indian River County, in a regular adjourned meeting at 9:00 A. M. Monday, October 11, 1954, with the following members present: Commissioners W. C. Graves, Jr., Chairman; Aubrey L. Waddell; J. J. P. Hamilton; and Allison Warren. Also present were E. E. Carter, Road & Bridge Superintendent, Sherman N. Smith, Jr., Attorney; and Douglas Baker, Clerk. The County .Assessor of Taxes, Homer C. Fletcher, appeared before the board and presented the tax rolls for the year 1954 on Real and Personal Property and also Intan- Bible Tax Rolls which were carefully examined and found correct and on Motion made by Commissioner Waddell, seconded by Commissioner Warren, and carried, were approved, and the warrants to each of said rolls were annexed thereto and is in words and figures follow- ings THE STATE OF FLORIDA To Troy E. Moody, Tax Collector of the County of Indian River: You are hereby commanded to collect out of the real estate and personal pro- perty, and from each of the persons and corporations named in the annexed rolls, the taxes set down in each roll opposite each name,.corporation or parcel of land therein described, and in case taxes so imposed are not paid at the time prescribed by law, you are to collect the same by levy and sale of the goods and chattels, lands and tenements so assessed, or of the person or corporation so taxed; and all sums collected for the State taxes you are to pay to the State Treasurer at such time as may be required by laws and at the same time you are to pay to the legally qualified Depository all sums collected for county taxes, district school taxes and other special taxes; and you are further required to make all collections on or before the first Monday in April; and on or before the first Monday in July you will make a final report to and settlement with the Comptroller and County Commissioners. 1954.
