Seavey, Notary Public Bond for C. A. Routh in the sum of $500.00 with'Massachusetts Bonding and Insurance Company as surety was approved by Douglas Baker, Clerk of,Circuit Court as provided by law. Notary Public Bond for Alfred M. Scattergood, Jr. in the sum of $500.00 with St. Paul Mercury Indemnity Company as surety was approved by Douglas Baker, Clerk of Circuit Court, as provided by law. There being no further business, on Motion made, seconded and carried, the Board then adjourned. ATTEST: Clerk CII&IIHMAN TUESDAY, JANUARY 4. 1955 The Board of County Commissioners of Indian River County met at the Courthouse at Vero Beach, Indian River County, in a regular meeting at 9:.00 o'clock A. M., Tuesday, January 4, 1955, with the following members present: Commissioners W. C. Graves, Jr., Chair- man, Aubrey L. Waddell, J. J. P, Hamilton, H. C. Watts, and e4llison Warren. Also present, were E. E. Carter, Road & Bridge Superintendent, Douglas Baker, Clerk, S. N. Smith, Jr., Attorney, and Sam Joyce, Sheriff. Minutes of December 7th were read and approved upon Motion of Commissioner Hamilton, seconded by Commissioner Warren and carried. Minutes of December 21st were read and approved upon Notion of Commissioner Waddell, seconded by.Commissioner Watts and carried. All old business having been taken care of, Chairman Graves then turned the meeting over to Attorney S. N. Smith, Jr., who asked for nominations for Chairman. W. C. Graves, Jr. was nominated for Chairman by Commissioner Waddell, Comm- issioner Warren then moved that nominations be closed and a unanimous ba.l.lot was cast for W. C. Graves, ar,.as chairman for the ensuing year, which was duly seconded.and carried. Chairman Graves then took over the chair, and the next order of business was to elect a Chairman pro -tem. Upon Notion of Commissioner Hamilton, seconded by Commissioner Watts, and unanimously carried, Aubrey L. Waddell was elected to serve as Chairman pro -tea for the ensuing year. Upon Motion of Commissioner Warren, seconded by Commissioner Waddell, and unanimously carried, all other county officials and employees were re-employed. Hon. R. A. Gray, Secretary of State, on December 280 1954,, advised as follows: "The Republican ,State Executive Committee has to day filed with me Certificate of the nomination or selection of J...Herbert Burke to fill the vacancy in Republican Nomination for Congress in the Sixth Congressional District. His name should, therefore, go on the ballot in the place of Hollis A. Hart, who resigned." And it was so ordered. Notary Public Bonds for Irving F. Memmott, and Anne M. Shelton, each in the sum of $500.00 with the.American Fire and Casualty Company as surety, were approved by Douglas Baker. Clerk, as provided by law. Jack McCown, County Agent, appeared before the Board and announced that the State Fair in Tampa is to be held February 5th to 19th, inclusive, and February 18th, is County Commissioners day. He urged all members of the Board to attend if possible. Sam Joyce, Sheriff, appeared before the Board and requested an additional phone in the sheriff's office. Said request was granted upon motion of Commissioner Waddelle seconded by Commissioner Hamilton and carried. It was leafed that the United States is about ready to release the South 6 acres of land referred to as atomic station on the beach, and Sherman N. Smith, Jr# Attorney, was requested to follow through on same in order that the land might be obtained by the County. The,following confederate pensioner in Indian River County was approved: Name 2767 Mrs. Annie Ruffner Route 2, Vero Beach, Florida A letter was received from John W. Martin, Trustee of the F.E.C. Railroad requesting and urging the County to construct fences and barriers between the railroad right- of-way and the widening of U. S. al in the vicinity of Vero Beach as previously agreed upon. Commissioners Warren and Waddell, together with S. N. Smith, Jr., Attorney and E. E. Carter, Road and Bridge Superintendent were appointed a committee on this project. E. E. Carter, Road and Bridge Superintendent, was requested to prepare notice Inviting bids on materials required in connection with this project and to also write all supply.:houses sending them a copy of said notice. Douglas Baker, Clerk, was instructed to deposit $500.00 in the Road and Bridge Fund, said money having been received and held in escrow regarding a borrow pit of Herschel Auxier's, Mrs. Anne Christensen, County Welfare Case.Worker appeared before the Board and made a report of her activities for the month of December, and said report was filed with the Clerk. Upon Motion of Commissioner Warren* seconded by Commissioner Waddell, and carried, Douglas Baker, Clerk, was instructed to deposit excess fees in county funds, as follows: $1.000.00 in the Road and Bridge Fund u3,000.A0 in the General Revenue Fund Remainder in the Capital Outlay Fund. E. E. Carter advised the Board he had contacted one of the property owners owning property North of the Courthouse and would also contact the others in order to try and determine whether or not the land was for sale and if so. at what price:. Pursuant to letters dated December 4, 1954, inviting bids'on concrete re - enforcing steel, returnable up to 10:00 o'clock January 4. 1955, the following bids were received: Florida Steel Products Company, Orlando. Florida - $2400,00 Crosby Builders Supply Co.. Vero Beach, Florida - $2559.70. 0. 1 1 1 Ll 1 1 459 Upon Notion of Commissioner Carron, seconded by Commissioner.Waddell and carried, the Board accepted the low bid from the Florida -Steel Products Company in the sum of $2400.00. Verdict of Coroner's Jury in the Inquest on the Body of James Henry Warfeld was received and ordered filed with the Clerk. Upon Motion of Commissioner Watts, seconded by Commissioner Hamilton, public hearing was ordered on the following.petition of W. H. Surrency. Watts introduced the following Resolution and moved its adoption as follows. to -wit: WHEREAS, there is a total surplus of $1.700.00 in the General Revenue Fund of Indian River County under some items'and which surplus exists after the payment of all necessary expenditures under such items for the current fiscal year; and WHEREAS9 THERE IS A DEFICIENCY IN FUNDS NECESSARY TO provide for the proper and authorized expenditures under some items in said General Revenue Fund; and WHEREAS9 said items mentioned are a part of the same fund and the transfer from one item to another item in the same fund and is not a transfer from one fund to another fund; therefore. BE IT RESOLVED that there is herewith transferred the.sum of $1,700,00 from some items where there is a surplus to the items where there is a deficiency, according to detailed statement attached,. all in the General Revenue Fund of the current budget of Indian River County, as provided by law. CLERK; s j TUESDAY, FEBI U_A,RL, 1. 1955 -.THE BOARD OF COUNTY COMMISSIONERS OF Indian River County met at the Courthouse at Vero Beach, Indian River County, in a regular meeting at 900 o'clock A. M., Tuesday, February 19 1955, with the following members present: Commissioners w_C. Grave's. Jr._, Chair- man, J. J. P..Hamilton, H. C. Watts, and Allison Marren. Absent was Aubrey L. Waddell. Also present were E. E. Carter, Road & Bridge Superintendent, S. N. Smith, Jr... Attorney, Sam T. Joyce, Sheriff, and Douglas Baker, Clerk. Minutes of January 4th were read, and approved upon Motion of Commissioner Hamilton, seconded by Commissioner Warren and carried. Sherman Smith, Jr., Attorney, reported that after investigating the matter of the Couanty acquiring the Roseland Satellite Field from the C.A.A.,.he determined that ,the County would have to maintain and preserve.the ,property for an airport in operating condition, and the first thing needed would be to resurface the whole thing,. After aonsideratton and discussion, it was moved by Commissioner Hamilton, seconded by Commissioner Watts, and carried, that the County was not interested in operating and maintaining the ,Land as an.airport, and Instructed the attorney to so advise the C.A.A. Airs. Severin H. Hansen, representing the Roseland Woman's Club, appeared before the Board and stated that they desired to build an addition to the present Roseland Community building, and was advised that the Board did not have the autherity to issue a permit for an addition t'o the building on its present location. Mrs. Jeanette Lier of Wabasso inquire(k as to County wide zoning and was advised that the Board was not successful in obtaining anyone to serve on such a board and the only zoning now in effect related to set back lines on highways. Regarding the proposed four laning of U. S. Highway 91 (State Road a5) from the North City line of Vero Beach to the North county line of ,Indian River County, Florida, petitions were received from citizens of Wabasso, Winter Beach and Gifford, and.the said
