-.THE BOARD OF COUNTY COMMISSIONERS OF Indian River County met at the Courthouse
at Vero Beach, Indian River County, in a regular meeting at 900 o'clock A. M., Tuesday,
February 19 1955, with the following members present: Commissioners w_C. Grave's. Jr._, Chair-
man, J. J. P..Hamilton, H. C. Watts, and Allison Marren. Absent was Aubrey L. Waddell. Also
present were E. E. Carter, Road & Bridge Superintendent, S. N. Smith, Jr... Attorney, Sam T.
Joyce, Sheriff, and Douglas Baker, Clerk.
Minutes of January 4th were read, and approved upon Motion of Commissioner
Hamilton, seconded by Commissioner Warren and carried.
Sherman Smith, Jr., Attorney, reported that after investigating the matter of
the Couanty acquiring the Roseland Satellite Field from the C.A.A.,.he determined that ,the
County would have to maintain and preserve.the ,property for an airport in operating condition,
and the first thing needed would be to resurface the whole thing,. After aonsideratton and
discussion, it was moved by Commissioner Hamilton, seconded by Commissioner Watts, and carried,
that the County was not interested in operating and maintaining the ,Land as an.airport, and
Instructed the attorney to so advise the C.A.A.
Airs. Severin H. Hansen, representing the Roseland Woman's Club, appeared before
the Board and stated that they desired to build an addition to the present Roseland Community
building, and was advised that the Board did not have the autherity to issue a permit for an
addition t'o the building on its present location.
Mrs. Jeanette Lier of Wabasso inquire(k as to County wide zoning and was advised
that the Board was not successful in obtaining anyone to serve on such a board and the only
zoning now in effect related to set back lines on highways.
Regarding the proposed four laning of U. S. Highway 91 (State Road a5) from
the North City line of Vero Beach to the North county line of ,Indian River County, Florida,
petitions were received from citizens of Wabasso, Winter Beach and Gifford, and.the said
peons were VW ,& and ordered filed with the Clerk.

Pursuant to request, Sherman N. Smith, Jr., Attorney, submitted a memorandum
to the press and radio advising the Board had requested the Sheriff to make periodic inspections
of County dumps and to enforce the law providing for the people to dump garbage county dumps
and calling attention to Section 8;21.36 Florida Statutes, wherein a person violating the pro-
visions of this law shall be punished by a fine of not more than $50.00. or not more than one
month, or by both fine and imprisonment, and Douglas Baker, Clerk was instructed to prepare a
notice for the Press Journal and the Indian River News regarding this matter, and that said
notice be signed by Sam T. Joyce, Sheriff of Indian River County. Florida.
On Motion made by Commissioner Warreng seconded by Commissioner watts and
carried, Douglas Baker, Clerk was instructed not to record any conveyances to Indian River
County until such conveyance had been checked and approved by the County Attorney and the Road
d Bridge Superintendent.
On Motion of Commissioner Hamiltong seconded by Commissioner Marren and carried,

I_ te_ul to Item Transfers
Upon Motion of Commissioner Watts, seconded by Commissioner Hamilton and, carried,
the following Resolution was unanimously adopted:
WHEREAS, there is a total surplus of $2,000.00 in the Fine & Forfeiture Fund
of Indian River County under some items and which surplus exists after.the payment of all
necessary expenditures under such items for the current fiscal year; and
WHEREAS, there is a deficiency in funds necessary to provide for the proper
and authorized expenditures under some items in said Capital Outlay Fund; and
WHEREAS, said items mentioned are a part of the same fund and the transfer from
one item to another item in the same fund and is not a transfer from one fund to another fund;
therefore,
BE IT RESOLVED that there is herewith transferred the sum of $2,000.00 from
some items where there is a surplus to the items where there is a deficiency, according to
detailed statement attached, all in the Fine & Forfeiture Fund of the current budget of
Indian River County as provided by law.

The several bills and accounts against the County, having been audited, were
examined and found correct, were approved and warrants issued in settlement of sameq Such
bills and accounts being on file in the office of the Clerk of the Circuit Court, the
warrants so issued from the respective funds being listed in the Supplemental Minute Book
as provided by the rules of the State Auditor, reference to such record and the list so
recorded being made a part of these minutes.
The County Depository filed its monthly, statement, showing receipts and dis-
bursements of the various funds, which have been audited, were found to be correct.
There being no further business, on motion made, seconded and carried, the
Board then adjourned.
