AUGUST 2. 1955 The Board of County Commissioners of Indian River County met at the Courthouse at Vero Beach, Indian River County, in a regular meeting at 9:00 o'clock A. M., Tuesday, August 2, 1955, with the following members present: Commissioners W. C. Graves, Jr., Chairman# J. J. P. Hamilton, ;i. G Watts, Aubrey Waddell and Allison ;Darren. Also present were E. E. Carter, Road & Bridge Superintendent and Attorney George Heath. Minutes of July 5thregular meeting, were read and the same approved upon Motion of Commissioner Hamilton, seconded by Commissioner !Laddell and carried. 4. Minutes of July 15t'h,'equalization meeting, were read and the same approved upon Motion of Commissioner Wutts`,?seconded by Commissioner Hamilton and,carried. A petition signed by Claud Gregg and other landowners was received requesting the county to repair and repave Tenth Avenue East from U. S. 81 to the Lane Road and the Lane 1ioad South to U. S. 91. The petition had 24 signers. The Board instructed E. E. Carter, Road G Bridge Superintendent to repair same as soon as possible. A delegation from Roseland appeared before the Board requesting the paving " of the Roseland - Fellsmere Road running !lest from Roseland. The Chairman explained.to the delegation that money was not available for the paving of the road in question but stated that the County would remarl and rework the present grade. Upon Motion of Commissioner Hamilton, seconded by Commissioner Warren, and carried, the Board accepted the proposal as set forth in the letter from Florida East Coast Railroad dated July 139 1955 for the final settlement of property acquired from the Railroad by the County to widen U. S. 91. County Road G Bridge Superintendent, E. E. Carter, was instructed to investigate and report back to the Board on the drainage situation of the Knight and Taylor problem just North of McKee Jungle Gardens. Thereupon Commissioner waddell introduced the following Resolution and moved its adoption, to -wit: RLIo L 911kI WHEREAS, the County Auditor, after tentatively ascertaining the proposed fiscal) policieseof the Board of County Commissioners of Indian River County for the ensuing fiscal year, did prepare and present to the Board a tentative budget for -the ensuing fiscal year for each of the funds as provided by law for the annual budget of the Board of County Commissioner's, of Indian River County, Florida, including all estimated receipts, taxes to be levied and it balances expected to be brought forth and all estimated expenditures, reserves and balances to be carried over at the end of the year; and, WHEREAS, the Board of County Commissioners did receive and examine said tenta- tive budget for each fund and did require such changes to be made as the Board did deem necessary and the Auditor's estimate of receipts other than taxes and of balances to be brought forward not having been revised; and, WHEREAS., upon receipt of said tentative budget and the completion of all re- visions, this Board did prepare a statement summarizing all of the tentative, budgets showing for each budget and the total of all budgets the proposed tax millages, the balances, the reserves and the total of each major classification of zeceipts and expenditures, classified C! 0 1 Cl 0 � ° ! In order to meet the estimated expenses of the,General Fund, it is deter- mined and hereby declared that a tax rate of Five and Nine -tenths (5,9) mills upon the dollar be levied and hereby imposed. 2. In order to meet the estimated expenses of the Road and Bridge Fund, it is determined and hereby declared that a tax rate of One (1) mill upon the dollar be levied and is hereby imposed. 3. At the invitation of the Board of County Commissioners, RobertlGraves At' Forney, Everett. Vickers, Dewey :teams and J. S. Holmes appeared before the Board to dsculss the re -activation of the County Planning and Zoning Commission. After a general'discuss'ion y the Attorney outlined the law under which the Board -would operate and pointed!,out any argu- ments and disagreements by the Planning Commission and the developer would be'settled by an appeal Board of 5 men appointed by the Governor. Charman 11. C. Graves, Jr. of the Board of Cou'ty Commissioners explained that there was a need for some Planning and ...oning but that iwas the hopes of the Board that the whole program could be held to a simple, and workab, a plan for the benefit of the tax -payers and builders of our county. He stated that he felt sure that we would be able to operate the planning and zoning board with local home talent rather than importing -outside specialists.
