HomeMy WebLinkAbout2003-236 Our File #0325 September 3 , 2003 NON-EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT CONTINUING CONSULTING SERVICES WORK AUTHORIZATION #3 • Project Description The Central Regional Wastewater Treatment Plant (CRWWTP) is located in Central Indian River County at 3550 49`h Street north of Lindsey Road in Gifford, Florida. The CRWWTP was designed by CDM as an advanced wastewater treatment plant with a permitted capacity of 2 million gallons per day (gpd) . However, County staff has been operating the existing plant using the extended aeration mode of operation since biological removal of nitrogen and phosphorous is not necessary at this time due to effluent disposal utilizing golf course irrigation. Indian River County is seeking to increase the permitted wastewater treatment capacity to 4 MGD in order to accommodate future wastewater flows . Based on discussions with County staff, the 4 MGD plant will still operated based on the extended aeration mode of operation. This proposal is for preliminary design, final design, preparation of Construction Plans, specifications, and bid documents, permitting, bidding services, and services during project construction. 1 Indian River County has contracted separately with another consultant for the design of the adjacent sludge handling facilities and the CRWWTP anoxic zone odor control improvements . Since time is of the essence, Masteller & Moler, Inc . and its sub-consultants intend to initiate the design and preparation of Construction Plans for various treatment components, simultaneously with the preparation of the Preliminary Engineering Design Report. Also, plan preparation fees and schedules contained in this proposal are based on Indian River CoLmt providing Masteller & Moler, Inc. with the CDM As-Built Plans with electronic copies of existing plant plans in Autocad Format. In order to execute this project in the most cost effective manner with the most aggressive schedule, Masteller & Moler, Inc . is using the following sub-consultants : • Masteller, Moler & Reed, Inc . for the As-Built Survey of the existing facilities . • Dunkelberger Engineering and Testing, Inc. for soil boring and testing information. • Jenkins & Charland for structural engineering services. • Bailey Engineering or Garrison Engineering for electrical design and instrumentation. 1 of 7 Work Authorization #3 09/03/03 Page 2 • Scope of Services Masteller & Moler, Inc . will provide services either directly or by way of sub-contractors for the expansion and improvements to the CRWWTP from 2 MGD to 4 MGD . In general, these services shall include preparation of a Preliminary Engineering Report based on treatment using the extended aeration mode ; engineering design and preparation of Construction Plans; preparation and submittal of permitting applications ; preparation of specifications and bid documents; assistance during bidding and contract award; services during construction including administration and period field inspection. It is anticipated that the expanded and improved facilities will generally include the following items : • Addition of one ( 1 ) mechanical bar screen and one ( 1 ) grit collection system. • Modification of control elevations at equalization splitter box. • Addition of two (2) new brush aerators on the existing ditch aeration tanks. • Addition of two (2) new 70 ' diameter circular clarifiers with return activated sludge pumps and waste activated sludge pumps to match existing clarifiers. • Modification of existing waste activate sludge pumps and equip new waste activated sludge with variable speed drive systems . • Elimination of existing pneumatic ejectors for scum handling and conveyance and pipe scum directly to existing plant pumping station. • Addition of two (2) new traveling bridge automatic backwashing type filters to match existing filters . • Addition of two (2) new chlorine contact basins matching and adjacent to existing chlorine contact basins, including one ( 1 ) additional vertical turbine pump in existing chamber. • Addition of a new bulk sodium hypo-chloride system including feed pumps, double wall tanks, double wall piping and enclosure similar to West WWTP installation. • Expansion of existing control system with additional I/O cards and software to control and monitor functions for the proposed expansion equipment. • Paving and grading modifications as required for new construction. The estimated construction cost of the project is $ 5 , 500,O0000 2 of 7 ' Work Authorization #3 09/03 /03 Page 3 In connection with this project, the County will provide the Engineer with a copy of any pertinent Preliminary Data or Reports; all available drawings in electronic Autocad format; all surveys, maps and other documents in the possession of or reasonably available to the County that are pertinent to the project. Services not included in this scope of services are listed as follows : • Excavation for field verification of actual locations of existing underground utilities and structures . It is requested that Indian River County provide the excavations as directed by Masteller & Moler, Inc . • Any services associated with assisting Indian River County in review and evaluation of patent related disputes, issues, or claims including preparing to serve or serving as a consultant or witness for Indian River County in litigation, arbitration, public or private hearings, or other legal or administrative proceedings involving patent related disputes, issues, or claims . • Services associated with design of additional aeration basins. • Any services in connection with the project not otherwise provided for in this scope of services. • Method and Amount of Compensation Masteller & Moler, Inc. proposes to provide the above Scope of Services based on the following lump sum fees : Task 1 . Preliminary Engineering Report; preparation of Construction Plans ; preparation and submittal of Permitting Applications; and preparation of Specifications and Bid Documents utilizing Standard IRC Bid Documents, Forms, Documents and Drawings will be in electronic Format MS Word and Autocad Release 2000 or Later $2339230 . 00 Task 2 .
