WORK ORDER NO . 3
FOR
PROFESSIONAL SURVEYING SERVICES AGREEMENT
FOR ANNUAL SURVEYING AND MAPPING SERVICES
WITH
KIMLEY-HORN & ASSOCIATES , INC .
This Work Order No . 3 is in accordance with the existing AGREEMENT dated April 16 , 2002 ,
between Kimley-Horn & Associates , Inc . (SURVEYOR) and Indian River County ( COUNTY) .
This Work Order No . 3 amends the agreement as follows :
SECTION I — PROJECT LIMITS
This Work Order No . 3 is for providing a G. P . S . Network survey of twenty-one (2 1 ) "Photo ID Points "
within Indian River, Brevard and Osceola County, Florida .
SECTION III — SCOPE OF SERVICES
Conduct a G. P . S Survey of the "Photo ID " locations specified to include the following :
1 . Prepare a Horizontal and Vertical G . P . S . Network of the desired "Photo ID Points " tied to the
existing Indian River County Horizontal Control Network and existing National Geodetic
Survey Control monumentation .
2 . The above described Network will be adjusted to Florida State Plane Coordinate System,
NAD 1983/90 .
3 . The Reference Points used in the preparation of this supplemental network will be listed with
comments regarding the status and condition of said points .
4 . Each "Photo ID Point" will be perpetuated using two (2) references tied to the Point by
magnetic azimuth and measured distance .
5 . A sketch will be provided for each "Photo ID Point" showing the relationship to the references ,
(azimuth and distance) along with a "how to reach" description .
6 . All points set (actual "Photo ID Points and References) will be in the form of a washer stamped
"Indian River County G . P . S . with the corresponding assigned number .
7 . A tabular listing (Key Sheet) of all the "Photo ID Points " will be provided, including a
description of the point, State Plane Coordinates and other pertinent information .
8 . This tabular listing will also be provided in a word or excel format .
9 . A CD of the information will be provided in AutoCAD 2000 format .
10 . The Hardcopy Submittal will be on 11 "x 17" sheets .
11 . This survey will be certified to Indian River County and the Florida Department of
Transportation as a "G.P . S . Survey" with the purpose as specified .
12 . The positional accuracy will be stated on the final product . This will be derived from a static
network with one occupation per planned session . The accuracy of the survey is + - 0 . 1 feet
horizontal and +-0 . 3 feet vertical relative accuracy .

SECTION IV - TIME FOR COMPLETION
The Work Order No . 3 shall be completed within 60 calendar days from Notice to Proceed .
SECTION V - COMPENSATION
The COUNTY agrees to pay, and the SURVEYOR agrees to accept a fee for services rendered
according to the " Scope of Services " identified in Section III of this Work Order No . 3 , a Lump Sum
of $ 24 , 870 . 00 . This price equates to approximately $ 1 , 184 per each point (21 ) required .
The COUNTY also requests the SURVEYOR to overlay the control sketches identifying the "Photo
ID Points " on digital aerial photography for an additional Lump Sum of $ 2 , 100 . 00 .
The total Lump Sum Fee for services rendered under this Work Order No . 3 is $ 26 , 970 . 00 .
The AGREEMENT is hereby amended as specifically set forth herein . All remaining sections of the
AGREEMENT shall remain in full force and effect, and are incorporated herein .
IN WITNESS WHEREOF the parties hereto have executed these presents this 6th day
of May 2003 .

INDIAN RIVER COUNTY 1 : 23 AERIAL PHOTOGRAPHY GROUND CONTROL
POSITIONING SURVEY SPECIFICATIONS.
All services performed under this contract shall be supervised and certified by an licensed
Surveyor and Mapper registered with the State of Florida and staff employed directly with your
firm. All survey procedures and final submittals shall meet or exceed Minimum Technical
Standards for Geodetic Surveys as set forth in Florida Statues Chapter 61G17-6 Florida
Administrative code pursuant to section 472 . 027 , Florida Statues . For the purpose of this survey
the points and values do not have to adhere to N. G. S . "Blue Booking" requirements .
Furthermore all services performed shall adhere to F.D . O . T . safety procedures and guidelines for
Land Surveyors .
Indian River County bases the following specifications on minimum requirements for this
particular project. If the consultant so desires to modify or "enhance" these requirements all
modifications shall be submitted in writing to the County Surveyor for approval prior to
proceeding with task.
NEmimum Specification Requirements
Purpose: The purpose of this project is to supply Horizontal and Vertical Control with reference
lines to the desired aerial photographic point positions . Establish additional geodetic "secondary"
control network incorporated into the existing first order Indian River County Horizontal Control
Network (I.R . C .H. C . ) for use by the County and public at large.
Reference Datum : Horizontal reference datum must be adjusted to NAD 1983/90 and derived
(and/or tied to) from the existing Indian River County Horizontal Control (I.R. C .H. C .) State
Plane coordinate system in use at time of this project. (To be supplied by County) . A report of
Indian River Counties G.P. S . control used shall be included in final submittal . (Include point
status, condition and or comments benefiting the maintenance of said points)
Coordinate System: The Florida State Plane Coordinate System (East Zone) will be the
basis for the product (Tied and referenced to existing I.R. C . horizontal/G.P . S . control network) .
Positional Accuracy: Define positional accuracy (standards) to meet or exceed the desired
Horizontal accuracy of within 0 . 10 feet plus or minus ; Vertical accuracy shall be within 0 . 30 feet
plus or minus NAVD88 , and accompanying conversion to NGVD29 .

POSITIONING SURVEY SPECIFICATIONS (Cont.)
Control Location : Control shall be placed on the desired photographic identification point(s)
with a minimum of two well defined reference line legs (reference lines minimum 300 feet) with
a grid bearing and distance (s) related to mentioned photographic identification point. A detailed
description (and values) of the photographic identification point(s) and references shall be
supplied in a graphic and tabular form.
Control Points: All (21 ) points set either as a reference or actual photographic identification
point shall be in the form of a disc or washer stamped "Indian River County G .P . S . (With
corresponding number assigned) or reference thereto ' and so indicated in a graphic form of
drawing sheets . Material to be supplied by consultant. (Monuments are not necessary for this
task) .
Control and/or reference points (2) and reference lines shall be well defined so points can be
accurately located or relocated as needed. If at all possible, the Photographic Identscation point
and reference points shall be inter-visible with each other to allow easy re-establishment of
points as needed.
Deliverables:
Preparation and submittal shall be in survey feet, using State Plane Coordinates values . Location
descriptions and sketch of control point(s) and/or Aerial Photograph identification point(s) (And
values) shall be included in submittal with accompanying spreadsheet of all final values related
to point identifiers supplied.
1 . Key sheet depicting the overall Horizontal and Vertical Control network with assigned
values .
2. Individual sheets with one (or two) of the 21 Photographic Identification points ,
references and related values and information. Preference is to have the information
" over- laid " on to the current Aerial Photographs supplied by the County. Please supply
this task as a separate line item for review.
3 . A separate "spread/sheet of the established values in a word or excel document format.
4 . All information shall also be supplied to the County on CD , (Auto Cadd 2000 format) .
5 . Hardcopy submittal : With the small area needed for each Identification point drawing(s)
the County desires the information to be on 11 "x 17" sheets if all information is
completely legible . If not, drawings can be produced on 24" x 34" sheets with
accompanying copies of a reduced version on 11 " x 17" sheets .
6 . The submitted survey shall be certified to Indian River County and The Florida
Department of Transportation as a " G .P . S . Survey" with the purpose of (as specified) .

GROUND CONTROL SPECIFICATIONS FOR
1 : 23 , 000 AERIAL PHOTOGRAPHY
All services performed under this contract shall be under the direction of a licensed Surveyor and Mapper
registered with the State of Florida and shall meet or exceed Minimum Technical Standards .
Reference Datum: Horizontal reference datum must be adjusted NAD 1983 .
Coordinate System: The Florida State Plane Coordinate System will be the basis for the product.
Positional Accuracy: Horizontal accuracy shall be within 0 . 10 feet plus or minus .
Vertical accuracy shall be within 0.30 feet plus or minus .
Control Points : Preparation and submittal of current control data shall be in survey feet, using
State Plane Coordinate values . Location descriptions of control points shall be
included with survey data . Control points shall be well defined so points can be
accurately relocated as needed.
Control Locations : To be determined by the F.D. O.T. Surveying and Mapping Office' s
Photogrammetry Section. All targets shall be located in designated area before
flight. Where targets cannot be used, control shall be place on a photo
identifiable point with a minimum of two well defined legs . A detailed
description of photo identifiable point shall be included.
Aerial Targets : All aerial targets shall be the shape of a "T" or "X". Each leg shall be 18 inches
wide x 42 inches long . When using a "T", the base of the "T" shall be 7 foot
long.

Subject: RE : D.O. T. E23 Aerial Photography survey project.
Jeff,
As per the D . O .T. requirements the data will have to be obtained on a first order basis (Static
G .P . S .) and since we need to go to this extent I am going to propose we take advantage of the
work to be performed and also have it tied to the I.R . C . existing G.P. S . control allowing us to
further densify our network. They will need to occupy recorded State Plane Positions so they my
as well utilize our network in conjunction with N. G. S . survey monuments in the outer portions of
the County. It should not add too much additional cost to the project.
As mentioned we will need to sub consult the project out. I am currently working on a scope and
hope to receive a price quote A . S . A .P .
Furthermore please coordinate with Chris Kafer and myself regarding the possible funding
amounts from the other departments involved so Chris can get an idea how much may be needed
under the exiting general survey sub consultant budget to complete this task. We are going to
expedite the work under public works sub consultant budget.
uestion :
Can we supply to the consultant a copy of the current images you have from D . O .T on CD ? I
would like to propose the consultant roughly overlay the survey points on the aerial photo on the
deliverable drawing(s) for a good visual and for our records . Obviously we also will supply you
and D . O .T. with the Horizontal and Vertical values more a precise overlay by their staff.
And as mentioned a +/- state plane coordinate from you placed on the photo clips you supplied
will assist the consultant to navigate to some of the remote areas , in turn save time.
