noon on September 20th and to be present would be members of the Boards of County Commissioners
of Indian River And St. Lucie Counties, Chairman Tom Manuel of the Florida Turnpike
Authority, Sam Turnbull, Turnpike Authority Engineer, and C. H. Peterson, consulting
engineer, together with press and radio representatives, relating to the new Florida Toll
Turnpike through St. Lucie and Indian River Counties.
There being no further business, on motion, madeeand seconded, the meeting
was adjourned.

The Board of County Commissioners of Indian River County met at the Courthouse
at Vero Beach, Indian River County, in a regular meeting at 9:00 o'clock A. M. Tuesday,
October 4, 1955, with the following members present: Commissioners W. C. Graves, Jr.,
Chairman, J. J. P. Hamilton; H. C. Watts; Aubrey L. Waddell and Allison Warren. Also present
E. E. Carter, Road 6 Bridge Superintendent, Sherman N. Smith, Jr., attorney; and Sam Joyce,
Sheriff; and Douglas Baker, Clerk.
Attorney Smith reported on a change in the Retirement System which permits
a combination of retirement and Social Security as follows:
"The Comptroller's office advises me that the 1955 change in the Retirement
system which permits a combination of the Retirement System and Social
Security does not become effective on Social Security provisions until
there -has been a referendum of all State and County employees and the
majority.of those eligible to vote must vote in favor of Social Security.
The mechanics for setting up the election are not complete.

The Comptroller's office will advise us if the referendum is held and the
employees vote in Social Security."
The County assessor of Taxes, Homer C. Fletcher, appeared before the Board
and presented the tax rolls for the year 1954 on Real and Personal Property and also Intan-
gible Tax Roll, which were carefully examined and found correct and on Motion made by
Commissioner Narren, seconded by Commissioner Waddell, and carried, were approved, and the
warrants to each of said rolls were annexed thereto and is in words and figures following:

You are hereby commanded to collect out of the real estate and personal pro -
perty, and from each of the persons and corporations named in the annexed rolls, the taxes

and in case taxes so imposed are not paid at the time prescribed by law, you are to collect
the same by levy and sale of the goods and chattels, lands and tenements so assessed, or of

Messrs. Sam Bradley and Holman, appeared before the Board and inquired as to
the status of Emerson Avenue and were advised that it comes as No. 1 in the secondary road
program and would possibly be paved next year.
REVOCATION OF LOTS 6, T & 8, BLOCK 2, LANGWICK SUBDIVISION,
AND PURCHASE OF LOTS 31 TO 36, INCL., BLOCK 2. LANGWICK SUBDIVISION.
Pursuant to certified copy of Resolution 9762 adopted by the City of Vero
Beach on September 20, 1955, the following Resolution was introduced by Commissioner Hamilton,
seconded by Commissioner Waddell, and carried, as follows, to -wit:

WHEREAS, by Resolution heretofore adopted by the City Council of the City
of Vero Beach, as to all of the parcels of property hereinafter described, the Board of
County Commissioners of Indian River County, Florida, pursuant to the provisions of Section
194.55, Florida Statutes, did dedicate to public use and purposes by the City of Vero Beach,
Florida, all of the parcels of property hereinafter described; and,
WHEREAS, the City of Vero Beach, Florida, has delivered to this Board of County
Commissioners of Indian River County, Florida, a duly certified copy of Resolution adopted
by the City Council of said City, reciting that said City has no present or prospective use
for public purposes of the parcels of property hereinafter described and releasing all claim
of said City thereto and requesting and authorizing that this Board revoke its dedication of
said parcels of property herewith described for public use and purposes, and to thereupon
handle and dispose thereof as provided by said Section 194.55, Florida Statutes; Therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County,
Florida, does hereby revoke its dedication for public use and purposes of the parcels of.
property hereinafter described, and does herewith instruct the Clerk of this Board and the
Clerk of the Circuit Court -of Indian River County, Florida, to cause his records to show
accordingly, and to cause said parcels of property to be made available for sale as provided
by said Section 194.559 Florida Statutes, and to forward a certified copy of this Resolution
to the Tax assessor of Indian River County, and to the Tax Assessor of the City of Vero
Beach, Florida.
BE IT FURTHER RESOLVED that the amount of initial bid required for the pur-
chase of said lands and the price as determined by this Board for the purchase of the lands
hereinafter described is herewith fixed and determined by said Board at the sum of $7,500.00,
to which the Clerk of the Circuit Court, in determining the base and minimum price and initial
bid, shall add the estimated costs of advertising the same for public sale and all fees of
said Clerk incident thereto provided by law, and upon receipt of said sum, the Clerk shall
publish notice to all concerned that such lands will be offered at public sale to the
highest bidder for cash.
BE IT FURTHER RESOLVED that the parcels of property, the dedication of which
is herewith and hereby revoked, are those parcels of property in Vero Beach, Indian River
County` Florida, described as follows, to -wit:
Lots 6, 7 and 8, Block 2, Langwick Subdivision
according to plat thereof recorded in Plat Book 1,
page 32, in the office of the Clerk of the Circuit
Court of Indian River County, Florida.
BE IT FURTHER RESOLVED that Indian River County, Florida, acting by and though
its Board of County Commissioners, does herewith agree to purchase of and from John S. peters
and Beverly S. Peters, his wife, Lots 31 to 36, inclusive, Block 2, of said Langwick Sub=
division

described, and agrees to pay
as the
purchase price thereof the
total sum
of $3,000.00,
and the Clerk of the Circuit

his wife, parties of the first part, in cgnsideration of the sum of Ten Dollars and other
valuable considerations, lawful money of the United States, to them in hand paid by Oscar
E. Dooly and/or assigns, party of the second part, at or before the ensealing and delivery
of these presents, the receipt whereof is hereby acknowledged, have granted, bargained, sold,
assigned, transferred and set over and by these presents do grant, bargain, sell, assign,

Commissioner Hamilton introduced the following Resolution and moved its adoption
as follows, to -wit:
WHEREAS, pursuant to law, an election is to be held in Special Tax School
District No. 1, of Indian River County, Florida, on November 8, 1955; and,
WHEREAS, the Board of Public Instruction of Indian River County, Florida, has
heretofore adopted a Resolution calling said election; and,
Whereas, the School Code of the State of Florida provides that the Board of .
Public Instruction shall designate the number of inspection boards for each precinct and appoint
the inspection boards, and the General Election Laws of the State of Florida provide that
the number of inspection boards for each precinct aqd the inspection boards shall be determined
by the Board of County Commissioners; and,,
WHEREAS, the Board of Public Instruction of Indian River County, Florida, in
special meeting on September 27; 19559 has, by Resolution, determined the number of inspection
boards necessary for each precinct, and has appointed the personnel of the inspection boards;
NOW THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Indian
River County, Florida, that this Board does hereby ratify, approve and confirm the number of
inspection boards for each precinct and the personnel of the inspection boards heretofore
determined_and appointed by the.Board of Publ,ic,Instruction of Indian River County, Florida,
for the election to be held in Special Tax School District No. 1, Indian River County, Florida,
on November 8, 1955; and,
BE IT FURTHER RESOLVED, that this Board does herewith determine the number of 0
Inspection boards for each precinct and does hereby appoint the personnel of the inspection
boards as heretofore determined and appointed by the Board of Public Instruction of Indian

Upon being duly seconded by Commissioner Watts, and carried, the foregoing
Resolution was unanimously adopted:
Upon Motion of Commissioner Waddell, seconded by Commissioner Hamilton and
carried, Rosalie Brown was approved as an additional nurse for the Indian River.County
Health Unit,
On Motion made by.Commissioner Waddell, seconded by Commissioner Hamilton
and carried, Chairman Graves and Road Superintendent E. E. Carter, were designated a
committee to select and employ an architect for the County.
Resignation of Jack T. McCown, County Agricultural Agent was received and
accepted with regret. Mr. McCown stated that his resignation becomes effective November 1,
1955 to accept a promotion to the State Extension staff at the University of Florida, however,
at this time still subject to the approval of the State Board.
Mrs. Anne Christensen, County Welfare Case Worker, appeared before the Board
and made a report of her activities for the Month of September, and same was ordered filed
with the Clerk as provided by law.
On Motion of Commissioner Waddell, seconded by Commissioner warren and carried,
Douglas Baker, Clerk was instructed to record deed from The Trustees of the Internal Improve-
ment Fund to Indian River County, covering the Wiest y of SEY of NEY4. Sec, 25, Tnsp. 33, Rge.
39.
A letter was received from the DeKold Real Estate Agency wanting to buy the
above land for $75.00 per acre, however, the Board agreed that they needed the land for public
purposes and therefore it was not for sale.
Clerk Baker advised the Board that Mr. Pete Toler of the Game & Fresh Water
Fitsh Commission stated that Indian River County had been placed in the critical category
regarding hyacinth control and that $6196.00 had been elected to be spent in this county
for the purpose of new equipment, salaries and eradication of Hyacinths over a two year
period beginning November 1, 1955 and that a survey would be completed in order to determine
what areas needed attention first. Mr. Toler stated that he would contact or meet with the
Board at some future date and would expect a report at that time, therefore, Chairman Graves
appointed on the Hyacinth Control Committee, H. C. Watts, E. E. Carter, S. N. Smith, Jr.
and Aubrey L. Vaddell.

A letter was received from lir. W .A. Slewert,with a petition attached.
signed by Chas. A. Culbertson and many other signatures of residents of Fellsmere, requesting
improvement of the road designated as Highway 512, which runs North from Fellsmere for 3.7
miles to Brevard County line. The letter was directed to Mr. Graves, Chairman of the Board
and the petition was to the State Highway Department at Tallahassee, Floridae The Board
agreed that they would do everthing within their power possible in order to bring about
the needed improvement to the road.

It was announced that the Mid -year Conference of the State.Association of
County Commissioners would be held October 5, 69 & 7. All commissioners who could together
with County attorney, Road and Bridge Superintendent and Clerk, were authorized to go and
expenses would be paid by the County.

The several bills and accounts against the County, having been audited, were
examined and found correct, were approved and warrants issued in settlement of same. Such
bills and accounts being on file in the office of the Clerk of the Circuit Court, the
warrants so issued from the respective funds being listed in the Supplemental Minute Book
as provided by the rules of the State Auditor, reference to such record and the list so
recorded being made a part of these minutes.
The County Depository filed its monthly statement, showing receipts and dis-
bursements of the various funds, which have been audited, were found to be correct.
There being no further business, on motion made, seconded and carried, the
Board then adjourned.
