THE BOARD OF COUNTY COMMISSIONERS of Indian River met at the Courthouse at
Vero Beach, Indian River County, in a regular meeting at 10:00 o'clock A. M., Wednesday,
January 4, 1956, with the following members present: Commissioners W. C. Graves, Jr..,",Chairman,,
J. J. P. Hamilton, H. C. tis,Facts, Aubrey L. Waddell and Allison Warren. Also presentli were
E. E. Carter, Road G Bridge Superintendent, Sherman N. Smith, Jr., Attorney, Sam T.''Jo�ce,
Sheriff, and Douglas Baker, Clerk.
Chairman Graves suggested the reading of the minutes be deferred until the next
regular meeting which was agreeable to the remainder of the 'Board.
All old business having been taken care of, Chairman Graves then turne&.the
meeting over to Clerk Baker who asked for nominations for Chairman.
It was moved by Commissioner Hamilton, seconded by Commissioner watts and unani
mously carried, that the present organization remain as is.
Attorney Smith reported that Social Security and Retirement benefits can not
be combined until- election is called by the Governor in order that all State and County em-
ployees can vote on the matter.
Chairman Graves suggested that the proposed plan for the addition to the Court-
house be submitted to Judge Kanner by Clerk Baker and Attorney Smith.
Commissioner Warren and ittorney Smith reported on the cost of conducting the
1952 primary and general elections, and the same were compared as to the cost of renting and/
or purchasing voting machines and upon Motion made by Commissioner Waddell, seconded by
Commissioner Watts and carried, the Board decided to accept the plan submitted for five voting
machines on a trial basis and instructed Attorney Smith to follow through on the matter.
Attorney Smith reported that he had contacted the Florida Railroad and Public
Utilities Commission together with the Board of Engineers in Jacksonville regarding the removal -
of pilings in the Sebastian River, and that the Florida East Coast'Railroad had been directed
to remove said piling.
It was moved by Commissioner Warren, seconded by Commissioner Waddell and
carried, to purchase a blinker light at the Intersection of Road 60 and Kings Highway, for the
protection of the public. Said light together with installation to cost approximately $200.00.
A delegation consisting of Mrs. Ed Walker, Mr. and Mrs. Petrell, and others,
appeared before the Board and requested the county to resurface Walker k►venue, and the Board
advised said delegation that an honest effort would be made to comply with their request
within a period of six months.

Kurt Kraft appeared before the Board and submitted information regarding the pro
posed building to be located at the East end of Block 2, Langwick S/D,
Upon Motiom of Commissioner ITaddell, seconded by Commissioner 11arren and carried
the Board agreed to sell to Kurt Kraft, Agent, Lots 37, 38 and 39, Block 1, Langwick S/D at
a minimum base bid of $100.00 per front foot, and to buy Lots 26, 27 and 28, Block, 2, Langwick
S/D at a price of $40.00 per front foot and dedicate the last mentioned lots to the City of
Vero Beach for public use and purposes and with the further provision that the County will
grade and shell surface Lots 27 to 36, inclusive, Block 1, Langwick S/D. in order that the City
may use same as a parking lot. Chairman Graves then appointed Commissioners Farren and Waddell
together with E. E. Carter, Road & Bridge Superintendent, and Attorney Smith to work with the
City in the matter.
The Board advised Harold Mason, Chairman of the County Fair Association, that they
would cooperate and support the County Fair to be held sometime in the near future.
Mrs. Anne Christensen, appeared before the Board and made a report of her activ
ities for the Month of December, and said report was ordered filed with the Clerk.

Section 29, Township 32 South, Range 40 East),
that then the County will agree to abandon that
part of the County road which
parallels the
new right-of-way; that the new
right-of-way is to
be opened up for traffic on
shell surfaced
road before the old road is abandoned.
It was moved by Commissioner €1addell, seconded by Commissioner Warren and
carried, that the County will construct a bridge across the relief canal on 20th street, fur-
nishing labor and material upon the payment of $4,000.00.
The Board agreed to pay Col. A. V. Lill, not to exceed the sum of $50.00, for
expenses to attend the Civil Defense Staff College at Tallahassee, January 19th to 21st.
It was moved by Commissioner Warren, seconded by Commissioner Hamilton and
carried, and Attorney Smith was instructed to file a suit in Circuit Court in order to determine
,the proper qualifying dates for candidates for public office in Indian River County for the
1956 Primaries.

-The several bills and accounts against the County, having been audited, were
examined and found correct, were approved and warrants issued in settlement of same. Such
bills and accounts being on file in the office of the Clerk of the Circuit.Court, the warrants
so issued from the respective funds being listed in the Supplemental Minute Book as provided
by the rules of the State Auditor, reference to such record and the list so recorded being
made a part of these minutes.
The County Depository filed its monthly statement, showing receipts and dis-
bursements of the various funds, which have been audited, were found to be correct.

TUESDAY, FEBRUARY ?. 1956
THE BOARD OF COUNTY COMMISSIONERS of Indian River met at the Courthouse at
Vero Beach, Indian River County, in a regular.meeting at 9:00 o'clock A. M., Tuesday,,
February 7, 1956, with the following members present: Commissioners W. C. Graves, Jr.,
Chairman, J. J. P. Hamilton, H. C. Platts, Aubrey.L. Waddell and Allison Warren, Also present
were E. E. Carter, Road & Bridge Superintendent, Sherman N. Smith, Jr., Attorney, Sam T.
Joyce, Sheriff, and Douglas Baker, Clerk.
Minutes of December 6, 1955 were read and approved upon Motion made -by
Commissioner Hamilton, seconded by Commissioner watts and carried.
Minutes of January 4, 1956 were read and approved upon Motion made by
Commissioner Hamilton, seconded by Commissioner Watts and carried.
The State Road Department was requested to make a survey regarding the in-
stallation of a blinker light at the intersection of Kings Highway and Road 60.
It was moved by Commissioner Hamilton, seconded by Commissioner Warren and
carried, and the Chairman and Clerk were authorized to sign an agreement with the Shoupe
Company for trial use of five (5) voting machines to be used in the May Primaries.
Douglas Baker, Clerk was instructed to write the State Road Department requesting
that an immediate survey be made of Emerson Avenue from the North St. Lucie.County line to
State Road 60 and to prepare plans and specifications for the construction o£ said road, and
that the State Road Department be requested to estimate this project for Federal aid. This
action was taken upon Motion made by Commissioner Warren, seconded by Commissioner Ifaddell
and carried.
Mrs. Maulbetsch, representing the Roseland Woman's Club, appeared before the
Board and wanted to know if they could build their Community building a little wider and
if it would be alright should the new addition extend onto the park property. .attorney
Smith was.requested to check into the matter and advise Mrs. Maulbetsch.
Commissioner Warren, Chairman of the Dan McCarty Memorial Highway Committee
of Indian River County, stated that it would cost Three Thousand to Thirty -Five Hundred
