A Special Meeting of the Board of County Commissioners of Indian River County,
Florida was held at the Courthouse, Vero Beach, Florida at 11:00 o'clock A. M., Friday, April
20th, 1956. Present, were Chairman W. C. Graves, Jr., H. C. Watts, J. J. P. Hamilton and
Aubrey L. Waddell. Absent was Allison Barren. Also present were E. E. Carter, Road and Bridge
Superintendent, Sam T. Joyce, Sheriff, Sherman N. Smith, Jr., Attorney and Douglas Baker,
Clerk,
Chairman Graves stated this meeting was called for the purpose of the proposed
Courthouse addition and such other business as might be brought before the Board.
It was moved by Commissioner Hamilton, seconded by Commissioner Waddell and
carried that Robert Frazier be employed to supervise the construction of the addition to the
Courthouse according to the plans and specifications prepared by the architect Wm. G. Taylor,
with the understanding that the work would be done by the County, and that the County would
advertise for bids and purchase all materials needed, thereby receiving the benefit of any
discounts on such materials. It was also decided that Mr. Frazier is to receive $600.00 per
month over a period of three months for his supervision.
The Board discussed the matter of placing the five (5) voting machines in the
several precincts on a trial basis for the primary elections and upon the suggestion and
recommendation of Jim Landon, Representative of the Shoupe Voting Machine Company, and also
in order to comply with the law in this regard, it was moved by Commissioner Waddell, seconded
by Commissioner Hamilton and carried that three voting machines would be placed in Precinct
04 and two in Precinct 85, with the understanding that all voters would use the machine in-
stead of paper ballots.

Commissioner Waddell introduced the following Resolution and moved its adopt-

-WHEREAS, under Chapter 26,321 of the Extraordinary Session of 1949# -known -as
the "Secondary Road Assistance Act of 1949", and Section 139 of the Florida Highway Code of
1955, the State Road Department will receive 80% of the proceeds of this county's pro -rata
share of the Seventh Cent gasoline tax, to be used as prescribed by regulations of the said
Department within this County, as requested by resolution of this Board of County Commissioners
and approved by the Department for one or more of the following purposes: Construction, re-
construction, maintenance and repair of State roads and bridges, the lease or purchase of
bridges connecting State roads, the acquisition of rights-of-way for State roads, and the re-
duction of road and bridge indebtedness; and
WHEREAS, the State Road Department has requested this County Board to recommend
the purpose for which, and the roads on which, this County's 80% surplus gas tax and Federal
Aid Secondary allocations should be spent for construction and improvement; and
WHEREAS, the State Road Department requires this information so that it may be
considered in the preparation of the Annual Budget of the State Road Department; and

WHEREAS, this Board conferred with the State Road department concerning the
p'ojeet:s to be selected and.the specifications with respect thereto,
NOW, THEREFORE, BE IT RESOLVED THAT The State Road Department is hereby requeste
to use such funds for construction (including rights of way acquisition, surveys, maintenance,

etc,.) of the following reads: -
1. The South Winter Beach Road -from State Road 505 East to State Road 59*
"! a distance of approximately 2.6 miles, and, State Road 505A, or King's Highway, from the North
Relief Canal of the Indian River Farms Drainage District, North to State Road 508, or North
Winter Beach Read, a distance of 1.75 miles.
2. Glendale Road from Lateral B, or State Road 505A, East to State.Road S, a
distance of 3.8. miles.
3. State Road 606, or Oslo Road, from Lateral B. or State Road 505A, East
to State Road 5, a distance of 3.25 miles.
!' 4. The Roseland Road from the Town of Roseland Southwesterly to State Road
512, a distance of 4 miles,
BE IT FURTHER RESOLVED That the methods and standards employed by the State
Road Department for determination of major improvement features, including the.types and
widths of pavement, and the Department's standard specifications for construction are concurred
in and approved by this Board*. It is requested4 That the Department will consider the pro-
jects in the order listed above insofar as practicable, but not of the extent of retarding the
whole program; that the termini of the projects as described in the resolution and shown on
the accompanying map, rather than any estimate of funds therefor, shall control the Depart-
ment's allocation of funds; that this resolution shall remain in effect throughout the year;
and that after the current year the recommendations of this resolution shall constitute a
continuing improvement program for the County, unless changed by a subsequent annual resolution
Upon being duly seconded by Commissioner Hamilton, the foregoing Resolution
was unanimously adopted.
The Board•proceeded'to and did name and select the following persons as Clerk
and Inspectors of the several voting precincts of the County to hold and conduct the first
LPrimary Election to be held May 8, 1956, as follows:

There being no further business, and upon Motion made seconded and carried,
the Board then adjourned.

THE BOARD OF COUNTY COMMISSIONERS of India4n River County met at the Courthouse
in Vero Beach, Florida in a regular meeting at 9:00 o'clock A. M. May 1, 1956. All members
were present. Also present were E. E. Carter, Road & Bridge Superintendent, Sam Joyce, Sheriff
Sherman N. Smith, Jr. Attorney.and Douglas Baker, Clerk,
Mr. J. Elmo Cook and delegates appeared before the Board and submitted a peti—
tion with approximately 89 names on it reading: "Due to the fact that this road, 20th Avenue
South is in horrible condition, it is a menance to the homeowners, therefore, we all agree
that this road should be paved." After considerable discussion in the matter, It was decided
that 3/4 of a mile, from the City Limits of Vero Beach to Glendale Road would be surfaced by
the County around the first of the year. Said road to cost the County approximately $8,000.00.
Coach J. A. Thompson appeared before the Board and asked if the school Board
could use the County prisoners from the jail to work over at the school building across the
street from the jail. After considerable discussion the Board appointed a committee consisting
of Sheriff Sam Joyce, J. J. P. Hamilton and E. E. Carter to investigate and look into the
matter.
Upon motion made by Commissioner Warren, seconded by Commissioner Waddell and
carried, it was moved to give the school board the four royal palms on the Courthouse lawn
that would be taken out when the addition to the courthouse is started. This at no cost to

the County.
1 Mrs. Anne Christensen, County uielfare Case Worker appeared before the Board
and made a report of hdr activities for the month of April. Said report was ordered filed
with the Clerk.
Mrs. Christensen asked permission to put Gary Roberts in Turner's Nursing Home
as his family is having trouble, at a cost of $80.00 per month. The Commissioner's OKed his
being put at Turner's.

On Motion of Commissioner Waddell, seconded by Commissioner Watts, the follow-

ing resolution was adopted:
WHEREAS, the State Road Department of Florida has authorized and requested
Indian River County to furnish the necessary rights of way, borrow pits and easements for
that portion of Section 8857, State Road No. S-6079 extending from St. Lucie County line
Northerly to State Road No. 60 at Vero Beach, which has been surveyed and located by the State
