HomeMy WebLinkAbout2008-344to-zl-j3 la.Tr 1. 00 - 3'q WORK ORDER NUMBER 13 This Work Order Number 13 is entered into as of this 21st day of October 2008 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of April 6, 2004 ("Agreement"), and amended effective April 7, 2007 (as so amended, the "Agreement"), by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and MASTELLER & MOLER, INC. ("CONSULTANT"). The COUNTY has selected the CONSULTANT to perform the professional services set forth on Exhibit 1 (Scope of Work), attached to this Work Order and made part hereof by this reference. The professional services will be performed by the CONSULTANT for the fee schedule set forth in Exhibit 2 (Fee Schedule), attached to this Work Order and made a part hereof by this reference. The CONSULTANT will perform the professional services within the timeframe more particularly set forth in Exhibit 3 (Time Schedule), attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Baird, County Administrator and legal sufficiency: Our File #0831 September 19, 2008 NOWEXCLUSSIVE PROFESSIONAL ENGINEERING AGREEMENT CONTINUING CONSULTING SERVICES EXHIBIT 1 Project Description Masteller & Moler, Inc. is pleased to provide you with this proposal for providing civil engineering services related to improvements to be made to Indian River County's Reuse Water System. These improvements will allow for Indian River County to direct reuse water to the Orchid Isle and Windsor communities. As a result of the above described goals, we have developed the following scope of work to be implemented to expand and improve the overall reuse water system: • Scope of Services 1. DESIGN SERVICES Task A — Reuse Main Improvements — Under this Task we shall develop designs for: 1) conversion of existing brine, potable water and wastewater mains into reuse water mains and 2) construction of new reuse main improvements. Specifically, the following mains will be converted into reuse mains: 1 Conversions of Existing Mains into Reuse Mains a. The existing 16" brine main starting at the North County WWTP Site extending eastward along 77 h Street and ending at the west side of the Indian River at CR 510. b. The existing 12" force main on CR 510 starting at the west side of the Indian River and extending eastward across the Wabasso Causeway and bridge to approximately Jungle Trail c. The existing 12" potable water main on CR 510 starting at the west side of the Indian River and extending eastward across the Wabasso Causeway to just east of the east end of the bridge over the Inter Coastal Waterway. We shall design piping, fittings and valve improvements to allow for connection to and conversion of the existing brine line; force main and potable water main systems into reuse water mains. For these sections of proposed pipe conversions, we will conduct site visit(s); prepare plans, specifications and bid documents to describe the requirements for conversion of the subject piping into reuse mains including: cleaning, disinfecting, leak detection, valve checking, and hydrostatic testing. Exhibit #1 9/19/2008 Page 2 These improvements will allow reuse water to be pumped from the previously designed North WWTP reuse water storage tank and pumping facilities to the Orchid Isle and Windsor barrier island communities. The Storage & Pumping Facilities discharge main will connect to the portion of converted brine to reuse main heading eastward along 77th Street (Hobart Road) to the CR 510 Wabasso Causeway Corridor. At the east terminus of the brine line conversion to reuse at CR 510 at the west side of the Indian River, the converted reuse main will be connected to both a former water main and wastewater main. These former water and wastewater mains will also be converted to be reuse mains as described herein. 2 New Reuse Main Improvements As part of this Task, new reuse water mains and appurtenances will be designed to support this project. These reuse main improvements will be extended to serve both the Orchid Isle and Windsor communities. As part of our services, we shall contact by meeting and letter both Orchid Isle and Windsor on behalf of Indian River County to request each community to provide a letter describing their interest in receiving reuse water from Indian River County. Once each community has been informed that the County intends to provide reuse water service, the following reuse main improvements will be designed: a. It is understood that the Orchid Island reuse water main service main exists and extends into said site to its irrigation lake, however, no metering and/or telemetry device exists at this time. This Task will involve the design to allow for installation of a meter, control valve and County standard reuse telemetry system to support allowing Indian River County to deliver reclaimed water to the Orchid Island project. b. 3,300 lineal of 8" reuse main along State Highway A -1-A from the north end an existing 8" main which currently ends near the south line of Windsor; c. 500 lineal feet of 8" reuse main shall be extended from the new 8" reuse main described in d. (above) from the State Highway AAA right-of-way into the Windsor site to an existing lake system. d. This Task will involve the design to allow for installation of a meter, control valve and County standard reuse telemetry system to support allowing Indian River County to deliver reclaimed water to the Windsor project. We shall also provide for electrical engineering design services to support the design for supply of electrical power to the above described facilities. The estimated construction cost for completion of the Task A improvements is $755,500-00. Exhibit #1 9/19/2008 Page 3 ll. LAND SURVEYING SERVICES Under this Task, land surveying services will be completed to support the design services as described above in Section I - Tasks A. Specifically, the following land surveying services will be provided: 1. A limited topographic survey will be performed within the Orchid Island and Windsor sites to support design of the meter/control valvettelemetry systems 2. A limited topographic route survey will be performed from State Highway A -1-A to the Windsor lake site to support the design of the reuse main extension into said site; and 3. Limited topographic surveys shall be performed at locations where former water and force mains to be converted to reuse mains will be connected to existing reuse mains. lll. PERMITTING SERVICES In order that the reuse improvements to be designed under Task I may be constructed, we shall make application for the following permits/approvals: Task A (1 abc) — Brine to WM / FM Connections Indian River County / FDOT Utility Right-of-way Permit Task C (2d) — State Highway AA A 8" Reuse Main Florida DOT Utility Permit IV. CONSTRUCTION SERVICES Masteller & Moler, Inc. will provide assistance during bidding and periodic observation of construction of the reuse improvements described above in Tasks IA on an as -needed basis to observe that construction is in reasonable compliance with the Contract Plans and Permits. We will also attend meetings, review shop drawings and monthly pay estimates from the Contractor. Following successful completion of the Contract work as evidenced by as-builts and testing by the selected Contractor, we shall prepare Engineer's Certificates confirming that the project improvements have been constructed in substantial conformance with design plans and specifications. We shall also assist to submit requests for clearances to operate the completed systems to the Florida Department of Environmental Protection. In addition, these fees may be renegotiated for any portion of the proposed construction that is not initiated within two (2) years following execution of this work authorization. Printing and Reproduction The County shall make direct payment to our office for the cost of printing project plan sheets required for utility coordination and for copies of reports, drawings, specifications, bidding and construction contract documents, and other pertinent items required by federal, state and local agencies from whom approval of the project must be obtained, prospective bidders, material suppliers, and other interested parties, but may charge only for the actual cost of proving such copies based on the following tabulation: 8Y2" x 11" $ 0.25/sheet Blue line prints $ 0.333/SF 11" x 17° $ 0.50/sheet Reproducible sepias $ 0.75/SF 3'/° diskette $ 5.00/each Reproducible mylars $ 4.40/SF CD $10.00/each Application Fees The County shall make direct payment to our office for the actual cost of all construction permit application fees paid to jurisdictional agencies.
