THE BOARD OF COUNTY COMMISSIONERS of Indian River County met at the Courthouse
in Vero Beach, Florida in a regular meeting at 9:00 o'clock A. M. September 4, 1956. All
members were present except H. C. Watts who was absent. Also present were S. N. Smith, Jr.,
Attorney, Larry Yates, Deputy Sheriff, E. E. Carter, Road & Bridge Superintendent and Douglas
Baker, Clerk.
Minutes of August 7th regular meeting, were read and the same were approved
upon Motion made by Commissioner Hamilton, seconded by Commissioner McCullers and carried.
Chairman Graves stated the Red Cross needs a location to construct a building
which would cost approximately $15,000.00 and recommended a half acre of land near the
Center. Upon motion made by Commissioner Waddell, seconded by Commissioner McCullers and
carried, it was decided the county would lease to the Red Cross this land for 50 years on a
of $1.00 per year.
Troy E. Moody, Tax Collector, submitted the 1955 E & I List of Intangible. -Real
and Personal property and the same was approved upon Motion of Commissioner Hamilton, seconded
by Commissioner McCullers and carried.
The committee consisting of Commissioners Waddell and McCullers, reported
that no buildings were being constructed on county owned property adjoining Blue Cypress Lake.'
Attorney Smith, reported that the 16th Street signal crossing is now included
in the State Road Plans and had been approved. The Board requested Mr. Smith to ask the
Engineer to proceed with the survey.
Attorney Smith and Mrs. Christensen were appointed a committee to find a welfarep
clothing building and they reported that the City would give space in the Administration
Building at the airbase.
Attorney Buck Vocelle, representing Mr. and Mrs. Wallace Wiley, owners of the
Romar Court at Wabasso, asked the Board to reconsider their. -offer for deeds to right of way
on U. S. #1,- stating that it would cost approximately $12,450.00 to move two units and re-
build. Upon recommendation of Commissioner Hamilton, the board agreed to wait for the
;!report and work from there.
The County agreed to accept a deed from the Indian River Farms Drainagek
District conveying rights of ways to the county including 20 acres of land to be selected by

E. E. Carter for a marl pit, and Douglas Baker, Clerk was authorized to record said deed.
The Board agreed it was in order for Douglas Baker, Clark.to record deed be-
tween the First National Bank of Palm Beach and Indian River County covering right of way
for public road over, on and across Sections 19, 20 and 21, Township 33 S. Range 38 E.

Pursuant to the foregoing Notice Requesting Bids, all bids received were openedr4
It was moved by Commissioner Hamilton, seconded by Commissioner McCullers and carried that the •
bid of Roland Miller Chevrolet Company in the sum of $2432.38 be accepted for the truck. The
Board then appointed Commissioner McCullers and Road Superintendent E. E. Carter to tabulate
the remaining bids and present their recommendations to the Board at the next meeting.
Mrs. Anne Christensen, County Welfare Case Worker gave a report of her activities
for the month of August and same was ordered Bled by the Clerk.
Chairman Graves reported that he had been advised by the Indian River County
Hospital that there was a deficit of about Nine Thousand Dollars on county patients. Upon
motion madeoby Commissioner Waddell, seconded by Commissioner McCullers and carried, that the
Board pay to the hospital $4,000.00 on this deficit.
Mrs. Anne Christensen, Welfare Case Worker was requested to check with the •
hospital more closely on county patients and to put patients in nursing homes rather than let
them remain in the hospital for long periods of time.

WHEREAS, under the provisions of Section 18 of said Act it is provided that
the funds paid to the counties may be expended for general purposes by said counties, but the
counties may designate the Florida Development Commission as their agent to expend said funds
for aeronautical purposes within the county if the county so desires, and
WHEREAS, in the judgment of this Board, and the Board does so determine that
the Florida Development Commission is in a better position to expend judiciously the county's
share of the funds for 'aeronautical purposes in this county,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Indian
River Count:
• That the county does hereby designate the Florida Development Commission as the
county's agent to expend all funds which may accrue to the county under the provisions of the
Act hereinabove mentioned for the calendar year 1955 for aeronautical purposes within this
county, and that.the State Comptroller be, and he is hereby authorized, empowered and directed
to recognize the county's fifty per cent (50%) of such funds for the calendar year 1955 as
monies expendable by Florida Development Commission for aeronautical purposes as the agent of t is j

R E S O L U T I O N --- Aircraft
On Motion of Commissioner Waddell, seconded by Commissioner McCullers, the
following Resolution was duly adopted.-

WHEREAS,under the provisions of Chapter 24045, Laws of Florida, Acts of 1947,
as amended, all monies from registration of aircraft are collected by the Motor Vehicle
Commissioner; and
WHEREAS, the net proceeds from these monies after a deduction for the necessary

expenses of the Motor Vehicle Commission, are deposited to the credit of the Florida Develop-
ment Commission; and
WHEREAS, fifty per cent (50) of the monies collected by the counties is refund- `
able to the counties; and
WHEREAS, under the provisions of Section 18 of said Act it is provided that

the above deed, Indian River County, Florida, acting by and through its
Board of County Commissioners, agrees with you as follows:
1. Prior to the time of taking possession of this right of way, the
County will pay to you the total sum of $3,000.00.
2. Prior to taking possession, you will move the residence building
which would be on this right of way and clear the right of way of any
other improvements now located thereon, including trees and shrubs.
Any improvements which you move prior to the time of taking possession
of the right of way will be your property to deal with as you please,
but if you do not move it, it will become the property of the County.
3. That at the time of payment, any mortgages or other liens on the
property -',will be subordinated insofar as this right of way is concerned.
This agreement is approved by the Board of County Commissioners at its
meeting as shown by its minutes.

WHEREAS, there is a total surplus of $5,765.00 in the Fine & Forfeiture Fund
of Indian River County under some items and which surplus exists after the payment of all
necessary expenditures under such items for the current fiscal year; and
WHEREAS, there is a deficiency in funds necessary to provide for the proper and
authorized expenditures under some items in the Fine and Forfeiture Fund; and

one item to another item in the same fund and is not a transfer from one fund to another fund;

The Board'then considered the County Budget and budget estimates as prepared
by the Board at its meeting of August 7, 1956, and as duly advertised as provided by law in
the Vero Beach Press Journal, a newspaper of general circulation published in this County
and published in the issue of said newspaper August 23, 1956. Thereupon Commissioner Waddell
introduced the following Resolution and moved its adoption, to -wit:
R E S O L U T I O N
WHEREAS, the County Auditor, after tentatively ascertaining the proposed fiscal
policies of the Board of County Commissioners of Indian River County for the ensuing fiscal
year, did prepare and present to the Board a tentative budget for the ensuing fiscal year for
each of the funds as provided by law for the annual budget of the Board of County Commissioners:`
of Indian River County, Florida, including all estimated receipts, taxes to be levied and

balances expected to be brought forth and all estimated expenditures, reserves and balances
to be carried over at the end of the year; and,
WHEREAS, the Board of County Commissioners did receive and examine said tenta-
tive budget for each fund and did require such changes to be made as the Board did deem
necessary and the Auditor's estimate of receipts other than taxes and of balances to be brought1
forward not having been revised; and,
WHEREAS, upon receipt of said tentative budget and the completion of all re-
visions, this Board did prepare a statement summarizing all of the tentative budgets showing

reserves and the total of each major classification of receipts and expenditures, classified
according to the classification of accounts prescribed by the Comptroller of the State of
Florida; and,
WHEREAS, this Board did cause said summary statement to be advertised one time
in a newspaper of general circulation published in Indian River County, Florida, to -wit: In
the issue of August 23, 1956, of the Vero Beach Press Journal, as will more fully appear by
proof of publication thereof filed in the minutes of this Board; and,
WHEREA S, this -Board did meet at the time and place stated in said advert
for the purpose of hearing requests and complaints from the public regarding the budgets and
for the purpose of holding a public hearing and making whatever revisions in the budget it
may deem necessary; Now, therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County,
Florida, does herewith tentatively adopt the annual budget for the funds of said Board for the
fiscal year ending September 30, 1957, in the form as heretofore prepared and duly advirtised;l
and,
BE IT FURTHER RESOLVED that said tentative budget shall be filed in the office
of the County Auditor as a public record and the County Officer shall transmit two copies
of the tentative budget as adopted to the Comptroller of the State of Florida and said Budget
as tentatively adopted shall be considered as finally adopted and as official upon approval
as to form by the Comptroller.

R E S O L U T I O N --- LEVY OF TAXES
Commissioner Hamilton introduced the following Resolution and moved its
adoption, to -wit:
BE IT RESOLVED by the Board of County Commissioners of Indian River County,
Florida, that the rate of taxation necessary to meet the expenditures of the Board of County
Commissioners of Indian River County, Florida, for the fiscal year ending September 30, 1957,
pursuant to the budget of said Board as heretofore published and approved, is as hereinafter
levied and that the tax rate as hereinafter shown and set forth be it is.hereby levied on all
taxable property in Indian River County, Florida, for the year 1956 with the rate hereinafter
set out, to -wit:
1. In order to meet the estimated expenses of the General Fund, it is deter-
mined and hereby declared that a tax rate of Five and Nine -tenths (5.9) mills upon the
dollar be levied and hereby imposed.
2. In order to meet the estimated expenses of the Road and Bridge Fund, it is
determined and hereby declared that a tax rate of One (1) mill upon the dollar be levied and
is hereby imposed.
3. In order to meet the estimated expenses of the Fine and Forfeiture Fund,
it is determined and hereby declared that a tax rate of Two and Three -tenths (2.3) mills
upon the dollar beelevied and is hereby imposed.

4. In order to meet the estimated expenses of the Capital Outlay Fund, it is
determined and hereby declared that a tax rate of Five -tenths (.5) mill upon the dollar be
levied and is hereby imposed.
5. In order to provide funds to the Indian River /County Public Health Unit,
it is determined and hereby declared that a tax rate of Five -tenths (.5) mill upon the dollar be
levied, assessed and is hereby imposed upon all the property lying and being in the County of
Indian River, the proceeds of which when collected shall be paid to the State Treasurer of
the State of Florida for the account of the State Board of Health of the State of Florida
to be expended by said State Board of Health as provided by Chapter 154, Florida statutes.
BE IT FURTHER RESOLVED that the Tax Assessor &f Indian River County, Florida,
be and he is hereby directed to assess and levy all of the foregoing taxes as fixed and levied.

Commissioner Waddell introduced the following Resolution and moved its adoption
as follows, to -wit:
WHEREAS, all acts having been performed and all proceedings had as required by
law preliminary to the levy of taxes in Indian River County, Florida, for the year 1956; and,
WHEREAS, the respective Boards and taxing districts being authorized to fix and
levy taxes upon property situated within Indian River County, Florida, as provided by law,
fixed such tax levies and have certified the same to the Board of County Commissioners and
this Board having accepted the same and having found them to be proper; Now, therefore,
BE IT RESOLVED that:
1. Estimates having been made by the Board of Commissioners of INDIAN RIVER
MOSQUITO CONTROL DISTRICT, and a certified copy of the Resolution filed with this Board, as
required by law, and as estimated by the Board of Commissioners, it is determined and hereby
declared that a tax rate of Six and five -tenths (6.5) mills upon the dollar be levied, and is
hereby fixed and assessed for the year 1956, on all of the property taxable for such purpose
as provided by law in the County of Indian River, lying and being within the boundaries of said
Indian River Mosquito Control District, the boundaries of said District being described as
follows, to -wit: All of that territory in Indian River County, Florida, included within the
(boundaries described as follows, to -wit: Begin at a point where the South boundary line of
Indian River County, Florida, intersects the Atlantic Ocean; thence run West along the South

and as estimated by said Board of Commissioners, it is determined and hereby declared that a
tax rate of Three (3) mills upon the dollar be levied and is hereby fixed and assessed for
the year 1956 on all of the property in the County of Indian River lying and being in the
boundaries of said Sebastian Inlet District, which said boundaries are as follows, to -wit:
All that part of Indian River County which comprised and made up the first Commissioner's
District of St. Lucie County':; Florida, as located and established upon the passage of Chapter
7976, Laws of Florida, Acts of 1919 as amended, which said levy shall be used as a maintenance
fund for the purposes authorized and prescribed in the Act creating said District; namely,

Section 15, Chapter 7976, Laws of Florida, as amended by Chapter 12259 of the Laws of Florida.
3. Estimates having been made by the Board of Commissioners of the CENTRAL AND
SOUTHERN FLORIDA FLOOD CONTROL DISTRICT, and a certified copy of the Resolution filed with this
Board, as required by law and as estimated by said Board of Commissioners, it is determined
and hereby declared that a tax rate of One (1) mill on the dollar be levied and is hereby fixe
and imposed and assessed for the year 1955, on all of the property in the County of Indian
River lying and being within the boundaries of said Central and Southern Florida Flood Control
District, the boundaries of said District being described as including all of the County of
Indian River.

SCHOOL DISTRICT NO. 1 and a certified copy of said Resolution having been filed with this
Board as required by law, and as estimated by said Board, being the rate of aillage voted, it
is determined and hereby declared that tax rate of Ten (10) mills upon the dollar be levied
and is hereby fixed and assessed for the year 1956 on all of the property taxable for such pur-,,
pose as provided by law # said District, said District comprising of all of Indian River
County. The same being Nine (9) mills for support and maintenances and One (1) mill for
building and special reserve.
6. Estimates having been made by the said Board of Public Instruction for
SPECIAL TAX SCHOOL DISTRICT NO. 11, and a certified copy of the Resolution filed with this
Board as required by law, it is determined and hereby declared that a tax rate of Twenty-
five hundredths (.25.) mills upon the dollar be levied and is hereby fixed and assessed for i
the year 1956 on all of the property in the County of Indian River lying and being within
the boundaries of said District No. 11, which boundaries are as follows, to -wit: Beginning at
the Northeast corner of Section 32, Township 32 South, Range 40 East, then run West along
Section line to Northwest corner Section 31, Township 32 South, Range 38 East, thence South
on Range line to Southwest corner Section 31, Township 33 South, Range 39 East, thence West
along Section line to Northwest corner Section 6, Township 33 South, Range 36 East, thence
South along Range line to Southwest corner Section 18, Township 33 South, Range 38 East,
thence East to Atlantic Ocean, thence North along0cean Beach to sta rting point; for the
purpose of paying interest upon and providing a Sinking Fund for bonds of said District dated
December 1, 1940.
7. Estimates having been made by the said Board of Public Instruction for
Special Tax School District No. 1, and a certified copy of the Resolution filed with this
Board as required by law, it is determined and hereby declared that a tax rate of Five (5)
mills upon the dollar be levied and is hereby fixed and assessed for the year 1956 on all
of the property
in
said District, the same being all of

River County;

BE IT FURTHER RESOLVED that the Tax Assessor of Indian River County, Florida,

property in Indian River County, Florida, just and due taxation within the respective boun-
daries upon which such taxes are levied and the Tax Collector of Indian River County, Florida
be and he is hereby directed to collect said taxes and pay over the same and that a certified
copy of this Resolution be furnished to the County Assessor of Taxes and the County Collector
of taxes.
Upon being duly seconded by Commissioner Hamilton, the foregoing Resolution
