THE BOARD OF COUNTY COMMISSIONERS of Indian River County, Florida, met at the
Courthouse in Vero Beach, Florida in a regular meeting at 9:00 o'clock A. M. October 4, 1956.
All members were present. Also present were E. E. Carter, Road & Bridge Superintendent,
Sam T. Joyce, Sheriff, George Heath Attorney, and Douglas Baker, Clerk.
Messrs. Levine and McLeod, Indian River County representatives of the Florida
Board of Forestry appeared before the Board and submitted asfinancial expenditure report
refelecting the manner in which $18,539.78 was expended in the fire protection operation in
Indian River County for the State fiscal year ending June 30, 1956. Said report was signed
by Mr. Henry C. Peeples, District Forester and it was ordered filed with the Clerk.
It was moved by Commissioner Waddell, seconded by Commissioner McCullers and
carried, that Sam Joyce, Sheriff be authorized to purchase a Chevrolet automobile for the
Sheriff's office from the excess fees of said office.

It was moved by Commissioner Hamilton, seconded by Commissioner Watts and
carried, that Sam Joyce be authorized to purchase another car radio for the sheriff's office
to cost approximately $500.00 or less.
James Lester Bishop was appointed a Deputy Sheriff from Precinct #3, Vero Beach
by Sam Joyce, Sheriff, and Douglas Baker announced that said appointment had been filed with
him.
Deputy Sheriff's Bond for James Lester Bishop in the sum of $1,000.00 with
St. Paul Mercury Indemnity Company as surety was approved.
The sum of $50.00 was authorized for Bob Jennings, County Sanitarian to attend

1i the yearly convention of the State Board of Health to be held October 17 to 20th inclusive at
Clearwater, Florida.
E. E. Carter and D. B. McCullers who were appointed a committee to tabulate
bids opened at the September 4th meeting. The following are their recommendations:
1. 28 Thousand Board feet of bridge lumber - Oak lumber was selected over Yellow Pine - John
Cashion.
3a and 3b. For materials at plant and applied on road - Swords & Sons.
4. No bids received for creosotes bridge lumber.
5. 210 bbls. of Hi -Early Portland cement - Crosby Builders Supply
6. Three thousand tons of road rock - Naranja Rock Company
7. One thousand tons Grade B Amiesite, Tampa Coal Company

8. Asphalt - Belcher Oil Company.
After checking over the recommendations made by McCullers and E. E. Carter, the Board decided
to accept said recommendations.
Mrs. Anne Christensen, Welfare Case Worker, gave her report for the month of
II1 September, and same was ordered filed by Douglas Baker, Clerk.
A request from Thomas J. Claggett, Manager of Mecca, Inc. nursing home asking
for an adjustment on the cost of care for Mrs. Etta Hedrick be increased to $100.00 per month,,
$60.00 of which would be covered by Old Age Assistance and $40.00 a month to be paid by the
County, was approved by the Board.
Notary Public Bonds for the following in the amount of $500.00 each were approved
by Douglas Baker, Clerk as required by law:
Roland B. Miller with Massachusetts Bonding & Insurance Company as surety; Francis L. Whit-
field, with American Surety Company of New York as surety; Dowa E. Green, with American Surety
Company as surety; Jeanne Macomber with American Surety Company as surety; Leo J. Rehberg
with St. Paul Fire & Marine Insurance Company as surety.
A letter was received from D. C. Smith as Attorney for Orchid Island Development
Company, requesting the Commissionersto pass a resolution revoking easement reservations for
public utilities on all side lot lines and front lot lines in Orchid Island, Unit No. 1. The
Board tentatively approved such a resolution subject to working out the details.
The Board proceeded to and did name and select the following persons as Clerks
and Inspectors of the several voting precincts of the county to hold and conduct the General
Election to be held Tuesday, November 6, 1956, as follows:

The several bills and accounts against the County, having been audited, were
examined and found correct, were approved and warrants issued in settlement of same. Such
bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants
so issued from the respective funds being listed in the Supplemental Minute Book as provided
by the rules of the State Auditor, reference to such record and the list so recorded being
made a part of these minutes.
The County Depository filed its monthly statement, showing receipts and dis-
bursements of the various funds, which have been audited, were found to be correct.
There being no further business, on Motion made, seconded and carried, the
Board then adjourned.
