HomeMy WebLinkAbout2005-301 INDIAN RIVER COUNTY PROFESSIONAL CIVIL ENGINEERING SERVICES AGREEMENT FOR CIVIL ENGINEERING, SURVEYING AND BRIDGE DESIGN SERVICES AMENDMENT NO . 2 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING SERVICES AGREEMENT BETWEEN KIMLEY-HORN AND ASSOCIATES, INC. AND INDIAN RIVER COUNTY, FLORIDA. This is an amendment to the existing Engineering/Land Surveying Services Agreement (AGREEMENT) dated April 1St, 2003 between Kimley-Horn and Associates, Inc . (ENGINEER) and Indian River County (COUNTY) . This amendment addresses changes in " Section III - Scope of Services " , " Section V - Compensation " and " Section XVI — Duration of Agreement " of the AGREEMENT . Amendment Description This Amendment includes the following : " SECTION III — SCOPE OF SERVICES " is being modified to incorporate the following : The 90% construction documents associated with the 66th Avenue and 41St Street Intersection Improvements will be modified to reflect the desired 66th Avenue four-lane divided section proposed by the COUNTY . The roadway modifications to 66th Avenue will include curbed outside lanes , bike lanes , sidewalks , crosswalks, and ADA compliant curb cut ramps . The modification limits will extend t/4 mile north and t/4 mile south of 41St Street . Revisions to 41St Street will be necessary to tie-in the proposed four lane 66th Avenue roadway section, plateau the intersection and modify the western bridge approach on 41St Street . The COUNTY will provide the aperoved 66th Avenue typical section and the horizontal and vertical tie-in points at the 66t Avenue terminus points based upon future 66th Avenue widening plans . These revisions include the design and construction documents associated with the 66th Avenue stormwater collection and conveyance systems within the limits of this modification. Stormwater permitting associated with St . Johns River Water Management District is understood to be included within another consultant ' s scope of work . In addition to the roadway modifications, the COUNTY desires to develop signalization plans for the 66th Avenue/ 41 " Street intersection. The Traffic Signal Design services will include the preparation of plans , specifications, and an opinion of probable construction cost necessary for the construction and implementation of the traffic signal improvements at the above identified intersection. The ENGINEER will coordinate with pertinent staff at G :\47035026\WP\Admendment\AMENDA02 41st.doc Indian River County Traffic Engineering Department to prepare the plans in accordance with agency design criteria and requirements . The signal design will include improvements to the controller and controller peripherals , phasing and initial timings, cabinet location, electrical service, detector amplifiers, loops and lead- ins, conduit, cabling, pulling boxes , vehicular signal displays, and pedestrian displays and detector stations , if appropriate . The plans will also show the overhead signing, ground signing, and pavement marking modifications associated with the signal installation . The plans will be furnished in reproducible form on half size sheets drawn to a scale of 1 " = 40 ' , and will include topography, known utilities (above and below ground) , rights-of-way, design of proposed improvements, general notes , pole schedule, and any special detail sheets required . Construction Plans will be prepared in CADD format utilizing I V x 17 " plan sheets . The ENGINEER will prepare and submit the Signalization Plans package to meet Indian River County requirements . As part of the Plans package , the Consultant will design the structural details and perform pole and foundation structural calculations for the mast-arm configurations to be included on the project . The ENGINEER will submit the structural designs in FDOT format as part of the Signal Plan submittals . We will retain the services of a Geotechnical Engineer to aid in the mast-arm foundation design . The Geotechnical Investigation will consist of exploration of the subsurface conditions of the intersections employing two (2) , 30- foot deep Standard Penetration Test ( SPT) borings . It is assumed that adequate right-of-way exists to execute the field work required by the truck mounted equipment. Selected soil samples will be tested for moisture content, organic content and percent fines . The test results will aid in classifying the soils in accordance with the Unified Soil Classification System (UCSC) and evaluating suitability. Determination of soil parameters (i . e . , unit weight, friction angle and cohesion) , an estimated wet season water table level and recommendations for drilled shaft construction for use in design of drilled shaft foundations . A brief written report which furnishes findings and recommendation will be provided . " SECTION V — COMPENSATION" is being modified to incorporate the following : The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees inclusive of expenses in accordance with the following : A. Final Construction documents will be provided sixty-days following County review of the 90% construction documents . The AGREEMENT is hereby amended as specifically set forth here in . All other sections of the AGREEMENT shall remain in full force and effect and are incorporated herein. This Amendment No . 2 to the AGREEMENT regardless of where executed, shall be governed by and construed by the laws of the State of Florida.
