PROFESSIONAL CIVIL ENGINEERING & STRUCTURAL ENGINEERING
SERVICES
AMENDMENT NO, 1 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING
SERVICES AGREEMENT BETWEEN ARCADIS AND INDIAN RIVER COUNTY,
FLORIDA.
This is an amendment to the existing Engineering Services Agreement (AGREEMENT) dated
September 6, 2005 between ARCADIS (ENGINEER) and Indian River County (COUNTY).
This amendment addresses changes in "Section I — Project Limits and Description", "Section III -
Scope of Services", and "Section V - Compensation" .
Amendment Description
This Amendment includes the following:
"SECTION I - PROJECT LIMITS AND DESCRIPTION" is being modified to incorporate
the following:
Consultant services are required for the preparation of road design plans; bridge plans ;
permit applications and utility relocations associated with the construction of SR 60 / 43'
Avenue Intersection Improvements. The improvements consist of the following:
Expansion of the intersection of SR 60 & 43`a Avenue to ultimately include :
West Approach:
• Dual left turn lanes
• Three thru lanes (each direction)
• Single right turn lane
East Approach:
• Dual left turn lanes
• Three thru lanes (each direction)
• Single right turn lane
South Approach :
• Dual left turn lanes
• Two thru lanes (each direction)
• Single right turn lane
• 4 '/5 ' paved shoulders
North Approach:
• Dual left turn lanes
• Two thru lanes each direction
• Single right turn lane
• 4'/5 ' paved shoulders

Limits of project along 43`d Avenue will extend from approximatelyl , 800 If south of SR
60 to 26th Street for a distance of approximately 4,476 if or 0 . 848 miles. Intersection
improvements at 43`d Avenue and 26th Street are not included in this scope of work.
Limits of the project along SR 60 will extend from approximatelyl , 900 if west of 43`d
Avenue to approximatelyl , 800 feet cast of 43`d Avenue for a total distance of 3 ,7001f or
0. 701 miles.
The design of the project will be coordinated with the County' s consultant for the 43`d
Avenue project between 8th Street and 18th Street, and the consultant for the improvement
of 26th Street.
Paved shoulders will not be provided on SR 60. Additional widening will be provided on
the north and south approaches to accommodate u-turning vehicles. Concrete median
separators will be provided at all four approaches .
Structural Engineering
Structural plans will be prepared for the widening of the existing bridge carrying SR 60
over the Main Relief Canal, and for the existing bridge carrying 43`d Avenue over the
Main Relief Canal. The bridge design will be based upon current AASHTO LRFD
Standards and FDOT criteria, and will utilize similar components to the existing bridge.
Construction phase services are not included in this proposal.
Traffic Signals
A traffic signal will be designed to accommodate the roadway improvements at the
SR60/43`d Avenue intersection. A mast-arm signal configuration will be designed to meet
current County and FDOT standards . Luminaries will be provided on each mast arm pole.
Geotechnical Engineering services will be required for the design of the mast arm signal.
Two 25 -foot deep soil borings will be obtained. The soils will be classified using the
unified soil classification system. A report on the findings and recommendations for the
mast arm design will be provided.
Stormwater Drainage
Drainage improvements will be as follows:
For the section of 43rd Avenue from south of SR 60 to the Main Relief Canal and for SR
60, it is anticipated that water quality treatment and stormwater attenuation will be
provided at an offsite location as compensatory treatment. Design fees for preparing the
plans detailing offsite compensatory treatment will be negotiated, as an additional service
after a treatment site is located.
For the section of 43`d Avenue from the Main Relief Canal to 26th Street, water quality
treatment and attenuation will be provided in an offsite pond located on the former
Dodgertown golf course site. ARCADIS will prepare plans detailing this proposed
detention pond.
ARCADIS will design a pipe and inlet drainage system for the project. Hydraulic
calculations will be performed in order to size the drainage pipes.

Permitting
Permit application packages will be prepared and submitted to the following agencies :
• FDOT — driveway connection permit including typical section submittal and a
pavement design submittal .
• SJRWMD — drainage permit
• IRFWCD — drainage permit
Right of Way Acquisition
ARCADIS will assist the County in the acquisition of right of way needed for the project.
An appraisal of each of the affected parcels will be performed. The appraisals will be
forwarded to the County for use in the acquisition of the properties. An initial appraisal
report will be prepared. Fees associated with updating of the report for condemnation
purposes will be considered extra work. A planning assessment of commercial properties
affected by partial right of way takings will be performed to determine the impact of the
taking on the affected parcels. An engineering analysis of the affected parcels will be
performed in order to identify the impact of the required taking and the requirements for a
cure plan. The County will provide copies of the current site plans for the affected
properties for ARCADIS ' s use in the development of the cure plans. An analysis of
potential business damages for commercial properties affected by partial takings will be
performed. As an aid in determining the potential business damages, a market analysis
will be performed on parcels as requested by the County.
Landscape & Lighting Plans
Landscape plans will be prepared detailing the proposed landscape plantings and
hardscape improvements within the project corridor. Illustrative cross sections and a
landscape master plan will be prepared. The landscape plans will include construction
plans for the plantings, hardscape, and irrigation improvements. Exhibits for use in public
workshop meetings and for development of cure plans will be provided. Included in this
agreement are construction services including field observations and final certification.
Lighting Plans will be prepared for the project. The lighting plans will include details of
the location and layout of the street lighting and foundations. Construction services such
as construction observation and final certification are included in this agreement.
Public Workshop
ARCADIS will prepare exhibits for and attend a public workshop meeting for the project.
A power point presentation will be prepared, and exhibits including typical sections and
plans will be prepared for the meeting. ARCADIS will attend and participate in the
meeting.
Contamination Screening Evaluation Report (CSER)
ARCADIS will complete a CSER in accordance with the Project Development and
Environment (PD&E), Chapter 22 (revised 12/1 /03) . The scope of work includes the
following services :

Obtain a database search for sites within a one-mile radius of the corridor and
prepare an evaluation of each identified site.
Identify the current legal owner of each property along the corridor.
Prepare a Site-Specific Health and Safety Plan.
Conduct a site walk-through reconnaissance of the corridor.
Review current and historical aerial photographs,
Prepare a CSER in accordance with PD&E, Chapter 22 for submittal to Indian
River County (IRC).
■ Attend one public meeting, if needed.
Provide one set of responses to agency comments to the CSER.
As the requirements for clean up or remediation of contaminated sites will be determined
based on the results of the CSER, the preparation of plans for the clean up of
contaminated sites, if required, will be performed on an extra work basis.

The time for completion of the 90% design drawings, permit applications, and Engineer's
Opinion of Probable Construction Cost for the project shall be fifteen ( 15) months from the date
of execution of this ADDENDUM. Once permits are received, 100% design drawings shall be
completed 90 days thereafter.

The AGREEMENT is hereby amended as specifically set forth here in. All other sections of the
AGREEMENT shall remain in full force and effect and are incorporated herein.
This Amendment No. 3 to the AGREEMENT regardless of where executed, shall be governed by
and constructed by the laws of the State of Florida.
In witness whereof the parties have executed this Amendment this 19th day of September ,

RIGHT OF WAY MAP CHECKLIST
All Right-of-way projects shall adhere to Chapter 177 & 472, F.S. and
Chapter 61G17, F.A.C. as minimum and be certified as such.
R/W Maps shall be prepared/submitted in the form of a certified Map with all
applicable certifications and criteria met.
1 . Cover sheet/Key sheet.
2. Survey notes and report sheet (As applicable)
3 . Survey Control sheet (As applicable and or necessary)
4. Subsequent R/W map sheets.
