HomeMy WebLinkAbout2006-404 111 , 1 AMENDMENT 1 a,Q�� Va FINAL DESIGN AND PLANS PREPARATION FOR CR 510 from CR 512 to east of 75th Court This is an amendment to the existing Final Design and Plans Preparation services agreement (AGREEMENT), dated November 17, 2005 , by and between INDIAN RIVER COUNTY, hereinafter referred to as the COUNTY, and STANLEY CONSULTANTS, INC ., hereinafter referred to as the ENGINEER. This amendment addresses changes in "Section I — Project limits and Description, Section III — Scope of Services, Section IV — Time for Completion, and Section V - Compensation" of the AGREEMENT. Amendment Description SECTION I - PROJECT LIMITS AND DESCRIPTION is being modified to incorporate the following the engineering services which are required : • Design slope stabilization measures for the 89`h Street canal. • Locate subsurface utilities at four bridges and at two box culverts. • Coordinate utility relocation for non-County utilities. • Design utility relocations and new service stub outs for County owned water and sewer utilities. SECTION II — not applicable SECTION III - SCOPE OF SERVICES is being modified to incorporate the following: The preparation of construction plans and documents for utility relocation in conjunction with the design of CR 510 roadway plans. The ENGINEER agrees to perform professional roadway design and related services in connection with the project as required and set forth in the following: A. Design Survey (Burdette & Associates) The survey will include: 1 . Set reference points for six baseline control points per request of the County Surveyor. The points are EBLC2, EBLC3 , EBLC5 , EBLC6, EBLC8 and EBLC9. The reference points will be included in the roadway construction plan set. 2. Survey the land between the pond and 91 " Avenue; from 891h Street (STA 924+00) to 88`h Street (STA 917+00). The topographic and digital terrain model will be updated. 3 . Identify and paint baseline stations at 400 foot intervals, throughout project for geotechnical and utility locations; required due to resurfacing of roadway that had covered previous markings. 4. Stake 200 foot intervals on 89`h Street for geotechnical and canal work along 89'h Street; required due to typical section changes needed to minimize R/W impact. 5 . Locate crucial building corners, driveways, swales, and culverts on newly built home sites in Vero Lakes Estates adjacent to 89'h Street, 87`h Street, and 91 " Avenue. CR 510 Amendment 1 Page 1 of 5 10/26/06 B. Geotechnical Investigation (GCME) Additional geotechnical services will include the following tasks : 1 . Geotechnical soil borings along 89`x' Street are detailed as: 10 auger borings six feet deep, 4 auger borings 20 feet deep. Perform index property tests and estimate LBR for roadway design . 2. Geotechnical engineering services for canal-fill slope stability analysis, roadway embankment adjacent to canal, recommendation on method of slope stabilization and documentation of analysis . C . Utility Services (Stanlev Consultants Utility design and relocation services are required. Additional design services will include the following tasks: 1 . Perform design for relocations of existing County owned water and sewer utilities resulting from the highway improvements. 2 . Perform the design of water and sewer utility stub outs to the existing 16 inch water main and 12 inch sewer force main with spacing of 500 foot to 1000 foot intervals along the project. 3 . Identify utility conflicts resulting from roadway project. 4. Perforin utility coordination with utility owners to minimize relocation. 5 . Prepare Department of Environmental Protection (DEP) permit package for water and sewer improvements. Includes the preparation of DEP forms. Does not include the required construction inspection services associated with construction complete certification. D. Utility Subsurface Locates (InfraMap Corp Horizontal and vertical location of subsurface utilities is required . Additional design services will include the following tasks: 1 . Perform a total of twenty (20) subsurface utility locations using air/vacuum method at the proposed bridges and box culverts. 2. Survey the horizontal and vertical location of the utility at each subsurface penetration. E. Deliverables 1 . Survey — Updated topographic and terrain model. Set reference points in field. 2 . Geotech — Report for 891h Street canal soil conditions and slope stability recommendations. 3 . Utility Design and Relocation — Stub out locations will be added to roadway plan sheets. Added to the roadway plan set will be General Notes and Quantities for Utilities; Utility Detail Sheets; and Utility Subsurface Verification Summary Sheet. Utility cost estimates will be provided. DEP Permit Package for water and sewer stub outs and relocations will be provided. CR 510 Amendment 1 Page 2 of 5 10/26/06 4. Utility Subsurface Locates — Locate sketches of each subsurface utility identified . SECTION IV — TIME FOR COMPLETION A. Submittal Dates The FDOT is scheduled to submit Right of Way maps in December 2006 requiring the 60% and 90% submittal dates to change. The 60% Design Drawing Submittal Date is moved three months to February 28, 2007 per letter dated October 26, 2006 from the County. The 90% Design Drawing Submittal Date is moved two months to July 30, 2007. CR 510 Amendment 1 Page 3 of 5 10/26/06 SECTION V - COMPENSATION The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees in accordance with the following: A. Professional Services Fee 1 . No alteration, change, or modification of the terms of this Agreement shall be valid unless made in writing and signed by both parties hereto. This AGREEMENT, regardless of where executed, shall be governed by and construed according to the laws of the State of Florida.
