HomeMy WebLinkAbout2007-222 t IMPROVEMENT OF 43RD AVENUE L'9) 7- 2 PROFESSIONAL CIVIL ENGINEERING & STRUCTURAL ENGINEERING SERVICES AMENDMENT NO. 1 TO WORK ORDER NO. 1 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING SERVICES AGREEMENT BETWEEN ARCADIS AND INDIAN RIVER COUNTY, FLORIDA, This is an amendment to the existing Engineering Services Agreement (AGREEMENT) dated September 6, 2005 between ARCADIS (ENGINEER) and Indian River County (COUNTY). This amendment addresses changes in " Section I — Project Limits and Description", "Section III - Scope of Services", and " Section V - Compensation" . Amendment Description This Amendment includes the following: "SECTION I - PROJECT LIMITS AND DESCRIPTION" is being modified to incorporate the following: Consultant services are required for the preparation of road design plans; bridge plans; permit applications and utility relocations associated with the construction of 43rd Avenue Improvements. The improvements consist of the following: Improvement of the intersection of 43`d Avenue & 5th Street SW to include a single left turn lane and two through lanes on each approach. ARCADIS is currently preparing plans for the widening of 43` Avenue from Oslo Road to 8th Street as a 4 lane section. ARCADIS will prepare a separate set of "interim" plans consisting of the replacement of the bridge at 5th Street SW, the installation of a mast arm traffic signal at the intersection of 43 `d Avenue and 5th Street SW, and the installation of the left tum lanes. Additional widening will be provided on the north approach to accommodate u-tuming vehicles. 5th Street SW Phase 1 Limits of project along 43rd Avenue will extend from approximately 7501f south of 5th Street SW to approximately 560 if north of 5d' Street SW, and along 5ch Street SW from approximately 500 feet west of 43`d Avenue to approximately 800 feet east of 43`d Avenue for a distance of 2,610 if or 0.49 miles. 1st Street SW Left Turn Lanes During the 30% plan review, Indian River County requested that left turn lanes be designed on 1st Street (Carter Road) . Additional field survey and engineering design work is required to incorporate the left turn lanes into the plans. The field survey will consist of a topographic field location survey from approximately 800 feet west of 43 `d Avenue to 600 feet east of 43`d Avenue. A survey baseline and benchmarks will be set in the field. The survey limits will extend a minimum of 25-feet outside of the right of way. Structural Engineering Structural plans are being�repared for the reconstruction of the existing bridge carrying 5d' Street SW over the 43 Avenue Canal . Revisions to the plans are required to include the u-turn bulb out, and to modify the curb returns as requested by the County. The bridge design will be based upon current AASHTO LRFD Standards and FDOT criteria, and will utilize similar components to the existing bridge. Traffic Signals A traffic signal has been designed for the four lane widening project. The traffic signal will be modified for the interim 3 -lane section. The location of the mast arm structures will be set so as to avoid a need for relocation of the foundations and columns during the 4-lane widening. A mast-arm signal configuration will be designed to meet current County and FDOT standards. A luminaire will be provided on each mast arm pole. Stormwater Drainage Drainage improvements will consist of a temporary swale system along 43 `d Avenue for water quality treatment and discharge volume control, as required by the St. Johns River Water Management District. ARCADIS will design a pipe and inlet drainage system for the project. Hydraulic calculations will be performed in order to size the drainage pipes. Permitting Permit application packages will be prepared and submitted to the following agencies : • SJRWMD — drainage permit • IRFWCD — drainage permit Plans The following plan sheets will be prepared: 1 . Cover Sheet 2 . Typical Sections 3 . Details 4. Intersection Details 3 . Reference Ties 4 . General Notes 5 . The following items are NOT included : 1 . Drainage Structure Sheets 2 . Geometric Computation Book "SECTION III — SCOPE OF SERVICES" is being modified to incorporate the following: 30% plans have been submitted to the County. ARCADIS will prepare 90%, and 100% plans for the interim improvements. E. " SECTION V — COMPENSATION" is being modified to incorporate the following: The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees in accordance with the following : A. Professional Services Fee 1 .
