HomeMy WebLinkAbout2007-450 y J Lill i J AMENDMENT NUMBER 1 TO WORK ORDER NUMBER 11 This Amendment 1 to Work Order Number 11 is entered into as of this 18th day of December , 2007 (" Effective Date" ) pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of August 10, 2004 , and amended effective July 241 2007 (as so amended , the "Agreement" ), by and between Indian River County Solid Waste Disposal District, a dependent special district of Indian River County, Florida (" District" ) and Geosyntec, Inc. (" Consultant" ) . 1 . The District has selected the Consultant to perform the professional services set forth in existing Work Order Number 11 , Effective Date July 24 , 2007 2 . The District and the Consultant desire to amend this Work Order as set forth on Exhibit 1 attached to this Amendment and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit 1 and within the timeframe more particularly set forth in Exhibit 1 , all in accordance with the terms and provisions set forth in the Agreement. 3 . From and after the Effective Date of this Amendment, the above-referenced Work Order is amended as set forth in this Amendment. Pursuant to paragraph 1 .4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . (RSG) for the third-party verification services for the above-referenced project . The scope of services proposed herein by RSG are consistent with the requirements outlined in our Work Order No. I1 for the project. Geosyntec Consultants (Geosyntec) proposes to retain RSG as a Subconsultant to perform the scope of services presented in the attached proposal . The cost estimate for the services is $7,500. 00 . In accordance with the Continuing Contract Agreement for Professional Services for Solid Waste Management System between Indian River County Solid Waste Disposal District (SWDD) and Geosyntec will add a 7% markup to RSG' s cost estimate . We therefore request approval from the SWDD Board for the amount of $ 8 ,025 . 00. Invoices from RSG will be processed and submitted to SWDD as part of our monthly invoices for the project. Associate Geosyntec Consultants 2258 Riverside Avenue Jacksonville, FL 32204 RE : Proposal for Third-Party Verification Services for Landfill Methane Greenhouse Gas Reduction Projects RSG Project No. INDIAN RIVER-07- 1 Dear Kwasi: Richardson Smith Gardner & Associates (RSG) is pleased to provide this proposal to provide third-party verification services for the landfill methane greenhouse gas reduction project located at the Indian River landfill, located near Vero Beach, Florida. This proposal is to provide services on a time and expenses basis with a limit not to be exceeded without prior notification. Scope RSG is proposing to verify greenhouse gas emission reduction credits resulting from combustion of methane gas in a landfill gas (LFG) collection and control system at the Indian River landfill, in order to qualify the credits for sale on the Chicago Climate Exchange (CCX). The verification may cover the period from August 1 , 2007 through December 31 , 2007. Verification services will be performed in accordance with provisions contained in Chapters 9 and 10 of the most recent version of the Chicago Climate Exchange ®, Inc. Rulebook , and CCX® Project Guidelines: Landfill Gas-Version 12, at the time of the verification reports. Deviations from these provisions may not preclude verification of this project; however, RSG cannot guarantee that CCX will accept the verification report if the project deviates from the provisions. Tasks to be performed during this project include verification of the following : 1 . Verification of project eligibility as defined by CCX and determined by the documented regulatory status of the landfill and collection system, in accordance with the applicable federal regulations 3; Chicago Climate Exchange ®, Inc. Verification of the project description as submitted to CCX during the project approval process, including the landfill, collection system(s), and control device(s); 3 . LFG flow rate to the control device(s); 4. Methane content of recovered LFG; 5 . Production and heat rate of electrical generation equipment (if any); 6 . Percentage of methane destroyed in the control device(s) (destruction efficiency); 7. Method of calculation of total greenhouse gas reduction credits; Note: An additional task may be required by CCX to assess the project owner's other non- landfill direct greenhouse gas emissions. The purpose of this assessment is to verify that the non-landfill greenhouse gas emissions are below 25,000 metric tonnes annually. This assessment, if it is performed, will entail the review of records including, but not limited to: • fuel usage records (mobile and non-mobile sources); • wastewater treatment plant throughput; and • refuse incineration. Task Deliverables Project deliverables will include a project verification report, containing: 1 . Signed verification statement form; 2. Statement of CCX eligibility of the registered Project; 3 . Project description; and 4. Quantity of emissions reductions . Four (4) copies of the report will be delivered. Two (2) copies will be retained by the project owner, and two (2) copies will be signed by the designated official, and submitted to CCX for their use and reliance. If required, the assessment of non-landfill direct emissions of greenhouse gases will be included in the verification report. Key Understandings The landfill is assumed to be eligible to trade emissions with CCX as an offset provider (not required to offset other emissions). The landfill is not required to collect and control LFG emissions by federal Emissions Guidelines (EG) or New Source Performance Standards (NSPS), found in 40 CFR Subparts CC and WWW, respectively. Planned Meetings One ( 1) trip, up to two (2) days in duration, is planned to visit one (1 ) landfill.
