This Amendment Number 1 to Work Order Number 5 is entered into as of this 6th day of
March , 200 7 (`Effective Date") pursuant to that certain Continuing Contract
Agreement for Professional Services entered into as of April 6, 2004 ("Agreement"), by and between
Indian River County, a political subdivision of the State of Florida (`COUNTY") and
Camp Dresser and McKee, Inc. ("CONSULTANT") .
1 . The COUNTY has selected the CONSULTANT to perform the professional services
set forth in existing Work Order Number 5, Effective Date May 02, 2006.
2 . The COUNTY and the CONSULTANT desire to amend the above referenced work
order as set forth in Attachment A (Scope of Work) , Attachment A (Fee Schedule) , and
Attachment A (Time Schedule) attached to this Amendment and made a part hereof by this
reference, all in accordance with the terms and provisions set forth in the Agreement.
3. From and after the Effective Date of this Amendment, the above referenced work
order is amended as set forth in this Amendment. Pursuant to paragraph 1 . 4 of the Agreement, nothing
contained in any Work Order shall conflict with the terms of the Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth
herein.
IN WITNESS WHEREOF, the parties hereto have executed this Amendment as of the date
first written above.

SCOPE OF WORK
INDIAN RIVER COUNTY
TECHNICAL ASSISTANCE FOR WATER SUPPLY PROJECTS
WORK ORDER NO. 5 - AMENDMENT NO. 1
The purpose of this Scope of Services is for CDM to provide technical assistance to Indian River
County (County) regarding water supply planning related to the North and South County
Water Treatment Plants (WTP) over a 12-month period.
Background
In May 2006, the Indian River County (County) Board of County Commissioners authorized
CDM to provide technical assistance for water supply projects. The scope of services of the
previous work order was to provide assistance with consumptive use permitting (CUP)
application process (application completed by another consultant), provide clarifications and
statement of assumptions made during the original modeling (prepared by CDM), and reviews,
as needed, during the permit modification process. CDM was also to provide assistance related
to the concentrate permit renewal/ modification, as needed (also being prepared and submitted
by a third party consultant) and various water supply planning issues. The original work order
was to provide such services for a 12-month period.
Due to the vast number of meeting requests, workshops, and permitting issues related to these
water supply planning issues, the budget allowed for these activities was not sufficient.
Additional issues/ concerns have been identified by other parties. Additional scope and budget
is required to meet the County's needs.
CDM will continue to provide the services outlined in the original Scope of Services, as follows:
Value Engineering
CDM will continue to review, at the County's request, permit applications, modeling, reports
and other deliverables prepared by third party consultants based on the long standing history
and knowledge that CDM has of the County's facilities. Items to be included in the value
engineering efforts may include such projects as consumptive use permitting, concentrate
disposal modeling and permitting, and other projects as requested by the County.
Soil and Water Conservation District Issues
CDM will assist the County in efforts to respond to rapidly growing development and utility
concerns, prepare for and represent the County at meetings with local boards and/ or Districts,
and respond to various public inquiries regarding facility expansions. CDM will prepare
letters, letter reports, presentations and garner public support for the County ' s water related
projects, travel to various locations as necessary to coordinate and provide technical assistance
to government agency representatives, and other services as requested by County staff.
General Services
CDM will assist the County with day to day issues that arise unexpectedly and provide
miscellaneous consulting services to assist the County with general planning efforts.

Schedule and Compensation
CDM will perform the above services at the discretion and direction of County staff on an as
needed basis. All specific tasks performed under this authorization will be requested by the
County in writing prior to execution. Payment for the services will be on a salary cost basis plus
other direct costs on an as-needed basis. The original work order was for an upper limit
amount of $50,000. This amendment is for an additional $50,000, which will raise the upper
limit of the original Work Order to $100,000. CDM will submit monthly invoices for services
performed.
