HomeMy WebLinkAbout2005-261 w AMENDMENT NUMBER 1 TO WORK ORDER 6 ) This Amendment Number 1 to Work Order 6 ( "Amendment") is entered into as of this2rd6y of August , 200 5 ( " Effective Date") pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of April 6 , 2004 ("Agreement") , by and between Indian River County , a political subdivision of the State of Florida ( "COUNTY") and Kimley- Horn and Associates Inc . ( "CONSULTANT") . 1 . The COUNTY has selected the Consultant to perform the professional services set forth in Work Order Number 6 dated February 8 , 2005 , 2 , The COUNTY and the Consultant desire to amend Work Order Number 6 as set forth in Attachments 1 and 2 attached to this Amendment and made a part hereof by this reference , all in accordance with the terms and provisions set forth in the Agreement . 3 . From and after the Effective Date of this Amendment , Work Order Number 6 is amended as set forth in this Amendment . Pursuant to paragraph 1 . 4 of the Agreement , nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Fe unty Attorney HA04457200mcowAmendment # 1 . doc 1 Attachment 1 To Amendment 1 To Work Order Number 6 Proposed Bioassay Protocol for Indian River County Utilities South RO Plant Byproduct Treatment Evaluation Project Description and Understanding The following provides a narrative description of a testing protocol proposed to be conducted on the water treatment byproduct produced at the Indian River County Utilities South Reverse Osmosis Water Treatment Plant. The intent of this testing protocol is to determine if it can be demonstrated that the current treatment process applied to this byproduct is the cause of a random but repeated failures in bioassay testing . The current treatment process injects sodium hypochlorite into the concentrate stream to reduce hydrogen sulfide and following that injects diffused air under pressure to elevate dissolved oxygen in the byproduct stream. There is a possibility that random but repeated bioassay test failures have been caused by any of the following. • Inadequate reduction of hydrogen sulfide . • Excess chlorine remaining after reduction of hydrogen sulfide . • Contaminant introduced into the byproduct stream contained in commercially available sodium hypochlorite . • Contaminant introduced into the byproduct stream through the compressed air system. Should it be demonstrated that the current byproduct treatment process is contributing to previous bioassay test failures , a new treatment system is proposed which involves only aeration of the byproduct stream using a counter current packed tower degasifier. A treatment system of this configuration will remove hydrogen sulfide and elevate dissolved oxygen concentration in the byproduct stream without adding chemicals to the stream which may introduce contaminants to the byproduct . SCOPE OF SERVICES The basis of this proposed testing protocol is to conduct simultaneous bioassay tests on samples of byproduct, one taken prior to application of the current treatment process and the second taken after application of the current treatment process . The samples will be taken such that they represent the same byproduct produced by the reverse osmosis plant through the use of sample points which are approximately 500 feet apart in a pipeline having a velocity of 5 fps . The sample taken after application of the current byproduct treatment process would be subjected to bioassay testing without further treatment . The sample taken prior to application of current byproduct treatment will be stripped of hydrogen sulfide and have dissolved oxygen levels increased by aeration , simulating the proposed byproduct treatment process . This simulated treatment process will consist of a vigorous aeration using an air stone and aquarium grade air pump until all hydrogen sulfide is removed from the byproduct sample . H :\044572009\Scope\Bioassay testing - Amendment Ldoc Sampling and testing will be conducted every three weeks in order to gain information and data in a relatively short period of time . The three-week interval allows test results to be received prior to starting the next round of testing . Bioassay tests will be conducted in using a screening test on both samples . The specific purpose in this testing program is to identify a difference between the current and proposed byproduct treatment process . Screening tests will provide information on the relative difference in toxicity between the two samples being tested . Following the conclusion of approximately six rounds of the screening testing on parallel samples , a definitive test will be conducted on byproduct subjected to the proposed treatment process to determine its LC 50 . Sampling will be a grab sample so as to not introduce differences in injected substances through the current byproduct treatment process . Sampling will be rotated throughout this program with samples taken at 8 a . m. , 2 p . m. , and 8 p . m. on a rotating basis . FEES : Consultant will provide these Services as described herein on a lump sum basis for the following fees : Task Fee I . Coordination , Sampling, and Evaluation $ 11 , 280 2 .
