This Amendment Number 1 to Work Order Number 1 ("Amendment") is entered into as of
1_ 2_day of 1 i 11 y , 2005 (" Effective Date" ) pursuant to that certain
Continuing Contract Agreement for Professional Services entered into as of April 13, 2004
("Agreement' ), by and between Indian River County, a political subdivision of the State of Florida
("COUNTY" ) and Camp Dresser & McKee Inc . (" Consultant" ) .
1 . The COUNTY has selected the Consultant to perform the professional services set forth
in Work Order Number 1 dated April 13, 2004 .
2. The COUNTY and the Consultant desire to amend Work Order Number 1 as set forth in
Attachments B & C to this Amendment and made a part hereof by this referenc all in accordance
with the terms and provisions set forth in the Agreement.
3 . From and after the Effective Date of this Amendment, Work Order Number 1 is amended
as set forth in this Amendment. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in
any Work Order shall conflict with the terms of the Agreement and the terms f the Agreement
shall be deemed to be incorporated in each individual Work Order as if fully set forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Amendment as of the
Effective Date first written above .

SCOPE OF WORT
INDIAN RIVER COUNTY
NORTH COUNTY WATER TREATMENT PLANT
ADMENDMENT NO. 1 - PHASE II BUILD-OUT EXPANSION
BACKGROUND
The North County Water Treatment Plant (NCWTP) is a permitted 3 . 53 million gallons per
(mgd) (3 . 0 mgd of permeate) facility serving northern Indian River County (IRC) The facility
day
began construction in June 1996 and was placed into operation in July 1998 . The existingplant
draws water from three upper Floridian Aquifer wells. The facility currently utilizes tw5
mgd membrane treatment nanofiltration skids and incorporates a raw water blend rate of
approximately 15 percent (0 . 53 mgd) to achieve the facility finished water capacity of 3 .53 mgr
d .
The facility layout was designed for future expansion at such time customer demande
in thh
North County service area warranted . The original scope of services under Work Author
No . 1 was to add only three new 1 .5 mgd nanofiltration skids during Phase II Expansion. Theon
total plant rated capacity after this expansion would have been 7.5 mgd of permeate capacity ,
Based on IRC' s request to provide additional standby capacity, this will be modified unde
Amendment No . 1 to include a total of six new 1 . 5 mgd nanofiltration skids . Based on the
amended scope of services, the treatment plant will be designed to have permeate capacity of 12
mgd and a finished water capacity of 14 . 12 mgd (assuming 15 percent blend rate) .
SCOPE OF SERVICES
CDM shall provide the additional engineering services related to increasing the permeate wate
production at the NCWTP to build-out with a capacity of 12 mgd of permeate flow. The r
additional engineering services shall include updating the preliminary design report,
completion of the final design to increase the permeate capacity to 12 mgd, permit
modifications based on the amended scope of services, and construction services for the
expansion of the IRC NCWTP to build-out.
The intent of this authorization is for CDM to provide to IRC a set of Contract Documents
suitable for public procurement for construction of the herein described facilities .
The following described engineering services are additional scope items not previouslycovered
in the Phase II plant expansion. These services will be addressed in the final plant desiand
covered under this amendment: gn
1 The final design of all Phase II improvements by CDM will utilize the design intent and
criteria provided in the NCWTP Expansion Preliminary Design Report prepared by
CDM and dated December 2004 in conjunction with those modifications described
herein, as requested by IRC. Subsequent to the review/ revision of the Preliminary
Design Report, as described in Task 1 - "Review of Preliminary Design Report, " any

changes in design intent and criteria will be adopted and incorporated into the final
design. Significant changes in the design intent and criteria which are not identified
herein and that result in significantly altered or new facilities and/ or major equipment
ui ment
will be considered Additional Services not covered under this authorization .
2. Bench scale and pilot plant scale testing to determine membrane performance will no
t b
performed as part of this amendment. CDM will utilize full scale operating plant data ine
conjunction with reasonably conservative design criteria in the final design of the Phase
II build-out improvements .
3 . The existing facilities must remain in service during construction of the herein described
Phase II improvements. Construction will be phased to incorporate the two new 1 .5 mgd
nanofiltration skids in the existing process bay first followed by the four new skids in
the new process bay . CDM will endeavor to have the contractor maintain current flows
at the plant throughout construction.
The primary intent of this effort is to provide Contract Documents suitable for obtam'
ag
construction bids (one contract) for the NCWTP. The provided Contract Documents
incorporate the scope of services provided in Work Authorization No . 1 and this amendment.
All Phase II improvements will be designed as requested by IRC and will be limited to
improvements within the site perimeter fencing.
In general the new or modified facilities under this amendment include the followingitems :

Raw Water Supply S ste
■ Add three additional 2 . 14 mgd upper Floridian aquifer production wells (including
meters, telemetry, well pumps, etc . ) . (TO BE DONE BY OTHERS)
■ Add new raw water system supply piping from the new wells to the existing system or
process building. Piping outside fence or offsite to be done by others .
Pretreatment System
■ Add two new 2 mgd (each) horizontal cartridge filter housings in the new process bay .
■ Add two (or one larger) new horizontal cartridge filter housings for the bypass/ blend
line to replace the existing vertical cartridge filter housing.
Membrane Process and Administration Building
■ Add an additional three 1 . 5 mgd permeate capacity nanofiltration skids in the new
membrane processing building with local instruments and controls .
■ Add one additional Auxiliary Generator Power unit in the new electrical building sized
to provide adequate power to run half of the treatment plant loads at build-out.
Post-Treatment System
■ Add one additional degasifier unit, identical to existing degasifier unit, on top of the
new expanded clearwell structure.
■ Add one new two-stage odor control scrubber unit to treat the off-gas from the two new
degasifiers located on top of the new expanded clearwell structure .
■ Replace the existing single stage odor control scrubber with a two-stage unit.

■ Evaluate blower requirements for the new two-stage odor control scrubbers and adjust
equipment accordingly .
■ Evaluate blow down rates of the two-stage odor control scrubbers and adjust the design
assumptions of the blow down lift station accordingly.
Bulk Chemical Storage Area/ Systems
■ Upgrade chemical metering pumps to handle all new skids being installed .
■ Evaluate piping connections in small and large piping diagrams to connect to build-out
conditions .
Hypochlorite System
■ Expand existing bulk storage capabilities including the installation of additional
structures and tankage to the north of the existing storage building.
■ Add new bulk sodium hypochlorite storage tanks in existing structure .
■ Upgrade existing feed pumps .
Instrumentation and Control System
■ Expand the existing and proposed control systems with additional I/ O cards and
software to control and monitor functions of the additional process equipment specified
to increase the treatment plant capacity to build-out. (Instrumentation Programming by
Others)
TASK 1 . 0 PRELIMINARY DESIGN
This task provides for the update of the Preliminary Design Report, which was prepared by
CDM in December 2004 . The specific purpose of this review will be to review/ revise the
previously assumed design criteria based on the expanded scope of services described in this
amendment. The update will also incorporate design preferences of IRC and will be critical to
complete the permitting process .
Specific products of this task include draft and final Preliminary Design Report Update and
Preliminary Site Plan Approvals .
Subtask 1 . 1 Preliminary Design Report Update
CDM will provide the following services related to the review of the existing
Preliminary Design Report prepared by CDM in December 2004 :
A . Conduct a review workshop with IRC staff to obtain comments on the Phase II
Preliminary Design Report and desired changes to design criteria and/ or new
design preferences to complete the build-out of the project.
B . Prepare and submit five copies of a revised draft Preliminary Design Report
Update to IRC for review. Update will include narrative related to maintaining
operations at the current facility while constructing the new facilities . Conduct a
meeting with IRC to discuss modifications to the Preliminary Design Report.

C. Prepare and submit final revised Preliminary Design Report update to IRC
incorporating written comments . This letter and the final Preliminary Design
Report will serve as the basis of final design and will be utilized in the permitting
process .
Subtask 1 . 2 Geotechnical Investigations : No further geotechnical work is required .
Subtask 1 . 3 Topographic Surveys : No further survey work is required .
Subtask 1 .4 Preliminary Site Plan Approval
CDM will prepare and submit a Preliminary Site Plan report including 24-inch by 36.
inch drawings and sketches addressing community development issues such as
setbacks, landscaping, noise abatement, odor control, construction activities restrictions,
stormwater control, and other issues pertaining to the planning and zoning process .
CDM will utilize the previous development order for the site in conjunction with
existing planning and zoning ordinances as well as discussions with planning and
zoning officials as the basis for the Preliminary Site Plan. CDM will submit a revised
draft plan to the appropriate IRC agencies, receive comments, and modify site plan as
necessary . The scope of services is updated to reflect the assumption that the plan will
be approved through a major site plan modification process .
TASK 2 . 0 PREPARATION OF CONTRACT DOCUMENTS
This task provides for the preparation of drawings and specifications, conducting formal
reviews of the contract documents at certain completion levels, and developing an opinion of
probable construction cost. Specific work products will include three draft contract document
sets during three different levels of completion.
Subtask 2 . 1 Preparation of Contract Documents
CDM will prepare final construction drawings and specifications suitable for inviting
construction bids for this project. The technical specifications will utilize CSI' s 16
divisions, 3-part format. The design shall be complete including (as applicable to the
Project) site improvements, building, appurtenances, process and ancillary equipment,
accessories, wiring, piping, foundations, substructures, electrical controls,
instrumentation, metering, and all mechanical facilities . The design shall also include
detailed drawings, specifications, tables, charts, schedules, and other documentation as
may be necessary for the Project. The list of drawings may change as the design occurs
and the final list will include necessary drawings required for the NCWTP final
expansion. This includes additional effort required for securing a negotiated price for
membrane procurement.
Subtask 2. 2 Periodic Review of Work Progress
CDM has concluded reviews at approximately the 30 percent, 60 percent, and 90 percent
completion levels of the contract documents for Phase II. CDM will submit five sets of
progress drafts of the contract documents at the 95 percent Phase III level to IRC staff for

review. CDM will schedule and conduct a review meeting with IRC staff and address
appropriate IRC review comments prior to bidding the project.
Subtask 2.3 Final Contract Document Submittal : No Changes
Subtask 2. 4 Probable Construction Cost: No Changes
TASK 3 . 0 PERMITTING SERVICES (Amendment I Additional Services)
This task provides for the preparation of necessary permit applications, meetings, and
negotiation with regulatory agencies and preparation of responses to Requests for Additional
Information (RAI) .
CDM has prepared applications for permits with the FDEP and has answered one RAI. Permit-
related work shall include furnishing required data, drawings, and other information requested
and assisting IRC to obtain required permit approvals . CDM will submit permit applications to
IRC for review and meet with IRC as required to discuss the review comments . CDM will revise
the applications as required and submit to appropriate regulatory agencies for review and
approval . The following permits could be impacted by increasing the plant flows :
■ Florida Department of Environmental Protection (FDEP) will require a permit to
construct plant process and site improvements . CDM will submit a modification to the
permit application under review to expand the plant to full build-out.
■ St. John's River Water Management District (SJRWMD) and IRC Engineering
Department will require an Environmental Resources Permit (ERP) for modifications to
the existing stormwater drainage system at the plant site. The existing permit is a
Management and Storage of Surface Water (MSSW) permit that was issued in 1996 . The
increase in impervious area will require substantial revisions to the stormwater swale
and detention areas .
■ Modifications to IRC Is current Consumptive Use Permit (CUP) from SJRWMD for raw
water supply will be required . All work pertaining to the preparation and submittal of
said permit will be Performed By Others and is not included in this scope of services .
■ Concentrate disposal permitting is currently underway by others . Permitting services for
concentrate disposal will require an amendment to this contract.
TASK 4 . 0 BIDDING ASSISTANCE SERVICES
CDM will negotiate a price with the current membrane supplier to avoid changing the pum in
requirements and existing hydraulic conditions . CDM will include the existing Amendment

membranes with a clause for IRC to purchase additional membranes for the South County
Water Treatment Plant at the same price .
CDM will update IRC' s procurement documents to the latest EJCDC 2002 version.

TASK 5 . 0 CONTRACT ADMINISTRATION/ PERIODIC FIELD REPRESENTATION
CDM proposes to provide construction administration and periodic field representation
as
outlined in the original scope of work but with an additional 10 weeks of construction time .
Subtask 5 . 6 CDM will provide a Resident Project Representative (RPR) during the
construction of the project, to observe the performance of the wok of the
Contractor. Budget for the representative is based on the additional 10 weeks
construction duration at approximately 14 hours per week . The RPR as CDM' s
agent will act as directed by and under the supervision of CDM, and will confer
with CDM regarding his actions . The RPR' s dealings in matters regarding the on-
site work shall in general be only with CDM and the Contractor, and dealings
with subcontractors shall only be through or with the full knowledge of the
Contractor. Written communication with IRC will be only through or as directed
by CDM.
