HomeMy WebLinkAbout2005-283 q I IU ( o5-- 2 AMENDMENT NUMBER 1 TO WORK ORDER NUMBER 1 This Amendment Number 1 to work Order Number 1 ("Amendment") is entered into as of this day of 2005 ("Effective Date") pursuant to that certain Continuing Contract Agreement for Professional Services dated entered into as of N,10 \/ elm- bo- v^ 16, 2. 084- ("Agreement"), by and between Indian River County, a political subdivision of the State of Florida ("COUNTY") AND Ecotech Consultants, Inc . ("CONSULTANT") . 1 . The COUNTY has selected the Consultant to perform the professional services set forth in Work Order Number 1 dated N o \1 e y" b E r 1 �, 2 0 Q 4, 2 . The COUNTY and the Consultant desire to amend Work Order Number 1 as set forth in Exhibit 1 attached to this Amendment and made a part hereof by this reference, all in accordance with the terms and provisions set forth in the Agreement. 3 . From and after the Effective Date of this Amendment, Work Order Number 1 is amended as set forth in this Amendment. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. B 'atrr; 1ezkiCouft � BjZ Deputy Clerk Approved : Aso J s ph A. acrd, County Administrator ; ve to form and legal sufficiency : rilan L : 'Fell , ist f oun Attorney (amendment # 1 /moo# 1) l EXHIBIT 1 ATTACHMENT 1 60 ACRE WETLAND BRINE DISPOSAL FOR NORTH COUNTY WATER TREATMENT FACILITY SCOPE OF SERVICES Change Order No . 1 modifies the scope of work in Work Order No. 1 as issued to Ecotech Consultants, Inc . for assisting the County with the design and permitting of a 60-acre wetland site for disposal of 3 . 0 MGD of brine water discharged form the North County Water Treatment Facility. The project site is contiguous with the Indian River and is located just north of the North Relief Canal . The project site will be developed into an emergent salt march community for the purpose of dispersing the brine water across the project site . The brine water will be mixed with water from the Indian River prior to discharge to the project site . This work is being proposed in response to Florida Department of Environmental Protection permitting conditions that require the County to cease direct discharge to the Indian River. The proposed wetland site will provide the County with a long term disposal option for the brine water that also supplements the existing brine reuse project currently under construction. Change Order No . 1 is being implemented at this time to provide professional engineering services by Masteller & Moler, Inc . associated with the project described above. The additional work to be performed as part of this change order will generally included preparation of plans for proposed site grading, the general layout of the boardwalk with sufficient detail for permitting purposes, the design for permitting purposes of the pumping scheme for providing dilution water from the Indian River to be blended on-site with the brine flow from the North County Water Treatment Facility, and the design of the on-site pipeline/distribution system. A brief description of the scope of services for Change Order No . I is provided below : TASK A — CONSTRUCTION PLANS Masteller & Moler, Inc. will analyze and use the boundary and topo survey plans (prepared by others and furnished to us) and prepare and design construction plans for a system of four (4) ponds, wetland marshes, ditches, boardwalk, fishing pier, dilution pump(s), dilution piping with flowmeter, brine/dilution water distribution piping system with static mixer, and construction details. Our design of the brine disposal system at the Spoonbill Marsh is based on the "Plan View" prepared by Indian River County drawn by Art dated 6/ 17/05 , Sheet 1 of 2 and "Volume of Material to be Removed Plan View" drawn by Art dated 6/30/05, Sheet 2 of 2 . The proposed boardwalk will be 6 ' wide and constructed of pressure treated lumber and wood piles with handrails. Our plans will show the boardwalk routing and fishing pier with basic design information sufficient for a contractor to use for final design by his structural engineer and construction . Our services do not include structural design of the boardwalk and/or fishing pier. Page I of 2 ATTACHMENT 1 TASK B - PERMITTING The Masteller & Moler, Inc . services include Florida Department of Environmental (FDEP) permitting (application submittal w/attachments) for the dilution pump and on-site pipeline system and the pipeline brine/dilution water distribution system on the disposal site . Also, we will provide plans and data to assist EcoTech with submittal of the FDEP permitting application for the fishing pier and wetlands brine disposal project . We will also prepare a Minor Site Plan Application and supporting plans and information for submittal to the Indian River County Planning Department . Included is meeting attendance and Request for Additional Information (RAI) responses to Indian River County Planning Staff. TASK C — CONSTRUCTION SERVICES Masteller & Moler, Inc . will provide periodic inspection of the wetland brine disposal project construction on an as-needed basis to observe that the elements are being constructed in reasonable compliance with the Construction Plans and permits . We will also attend meetings, review shop drawings and monthly pay estimates from the contractor. Team proposes to complete the Scope of Services described in Change Order No . 1 , Attachment 1 for the lump sum amount of $ 118 , 560 . 00 . This increases the overall cost of Work Order No . 1 from $88, 020 . 00 to $206, 580 . 00 . An approximate breakdown of this lump sum amount, by task, is presented below . In order to meet this date, Masteller & Moler, Inc. is proceeding with design and preparation of Construction Plans in anticipation that Change Order No . 1 will be approved as soon as possible.
