This Amendment Number 1 to Work Order Number 1 is entered into as of this5th day of2o�,
June , 2001 (`Effective Date") pursuant to that certain Continuing Contract
Agreement for Professional Services entered into as of April G, 2004 (`Agreement") , by and between
Indian River County, a political subdivision of the State of Florida ("COUNTY") and
Masteller and Moler. Inc. ("CONSULTANT') .
1 . The COUNTY has selected the CONSULTANI` to perform the professional services
set forth in existing Work Order Number 1, Effective Date October 04, 2005.
2. The COUNTY and die CONSULTANT desire to amend the above referenced work
order as set forth in Attachment 1 (Scope of Work) , Attachment 2 (Fee Schedule) , and Attachment
3 (Time Schedule) attached to this Amendment and made a part hereof by this reference, all in
accordance with the terms and provisions set forth in the Agreement.
3 . From and after the Effective Date of this Amendment, the above referenced work
order is amended as set forth in this Amendment. Pursuant to paragraph 1 . 4 of the Agreement, nothing
contained in any Work Order shall conflict with the terms of die Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth
herein .
IN WITNESS WHEREOF, the parties hereto have executed this Amendment as of the date
first written above.

• Background
As a result of discussions between the Grand Harbor project developers and the Indian River
County Utilities Department, agreement has been reached regarding the proposed 16" Brine
Force Main through the Grand Harbor project between US # 1 and the proposed Spoonbill Marsh
Brine Disposal site. As a result of the agreed force main route alignment, revisions must be
made to the plans which were prepared in accordance with the original contract dated October 4,
2005 . In addition to the plan revisions, the Utility Department has also determined that it would
be cost effective to also include the design and preparation of contract plans covering the
extension of a 12" reuse main from the Lateral G Canal eastward through the Grand Harbor
property line at the east end of 57`" Street. The design and anticipated simultaneous construction
of both pipelines should result in a better engineered solution and a substantial reduction and
construction costs . The purpose of this Addendum # 1 is to provide for the above described
revisions to the 16" brine force main and the addition of the 12" section of reuse main to the
Grand Harbor project site.
The estimated project construction cost for the revised brine force main route and the 12" reuse
main is $ 1 , 340,000. 00
A brief description of the Scope of Services for this Addendum # 1 to Work Order # 1 is provided
below.
• Scope Of Services
Task A — Construction Plan & Permittine
Masteller & Moler, Inc. will utilize our existing plans showing the 16" brine force main from
Bent Pine connection east to the Grand Harbor property line at the end of 57`h Street. We will
modify this portion of our plans by adding the design and construction information which will
provide for the construction of a I2" reuse main. The proposed 12" reuse main will connect to
the existing 16" reuse main along the east side of Lateral G Canal and extending east to the
Grand Harbor property line at the east end of 57`h Street. If and where necessary, the location of
the 16" brine force main as shown on the original plans will be relocated in order to
accommodate the parallel 12" reuse main. As with the 16" brine force main, the 12" reuse main
will be crossing the FECRR, Old Dixie Highway and US # 1 before its termination at the Grand
Harbor property line. The total length of the reuse main is approximately 3 ,000 ' and the total

length of the brine force main is approximately 11 ,000 feet . Our plans will show the necessary
gate valves, air release valves, jack & bore, directional boring, and construction details.
Masteller & Moler, Inc. services includes Florida Department of Environmental Protection
(FDEP) permitting for the brine force main construction and operation. Our original agreement
assumed that FDEP permitting would be done on the basis of applying for a domestic wastewater
permit. This is a simple type application and was the permitting procedure used on the previous
section of brine force main that was constructed from the Hobart Water Treatment Plant to Bend
Pine. However, the FDEP advised us that for this proposed brine force main, we would be
required to make application for an Industrial Wastewater permit. The need for the industrial
wastewater permit is complicated and will require substantial additional work and result in an
increase in our fee for permitting the 16" diameter brine force main. However, since the 12"
reuse main is part of the County Master Plan Reuse System, FDEP permitting will not be
required for the 12" reuse main. We will need permits from the Florida Department of
Transportation (FDOT) for the US # 1 directional bore crossing, and a Florida East Coast
Railroad (FECRR) for the jack and bore crossing under the railroad tracks. In addition, approval
will be needed from the Indian River Farms Water Control District (IRFWCD) for the directional
bore under Lateral G for the 16" brine force main. Some of these approvals and permits have
already been obtained but have expired and will be needed to be acquired again. Masteller &
Moler, Inc. will prepare the permit applications and supporting data and submit on behalf of the
County. Permit application fees are not included within our agreement.
• Task B — Construction Services
Masteller & Moler, Inc. will provide assistance during bidding and periodic inspection
observation of both pipeline system projects on an as needed basis to observe that construction is
in reasonable compliance with the contract plans and permits. It is our assumption and fees are
based on the fact that both pipeline projects will be constructed simultaneously by the same
contractor. We will attend meetings, review shop drawings, and monthly pay estimates from the
contractor.
