HomeMy WebLinkAbout2005-371 1 / INDIAN RIVER COUNTY Civil Engineering and Land Surveying for Intersection Improvements at 58th Avenue and State Road 60 AMENDMENT NO . 2 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING SERVICES AGREEMENT BETWEEN KIMLEY-HORN AND ASSOCIATES , INC. AND INDIAN RIVER COUNTY, FLORIDA. This is an amendment to the existing Engineering/Land Surveying Services Agreement (AGREEMENT) dated February 22nd, 2005 between Kimley-Horn and Associates , Inc . (ENGINEER) and Indian River County (COUNTY) . This amendment addresses changes in Section III - Scope of Services " , " Section V - Compensation " and " Section XVI — Duration of Agreement " of the AGREEMENT . Amendment Description This Amendment includes the following : " SECTION I - PROJECT LIMITS AND DESCRIPTION" is being modified to incorporate the following : Consultant services are required for the preparation of a supplemental design survey and final roadway improvement plans at the 58th Avenue/ State Road 60 intersection in unincorporated Indian River County, Florida. The roadway improvements identified by the COUNTY consist of the following : The COUNTY desires to expand the State Road 60/ 58th Avenue intersection to incorporate additional turn lanes and through lanes . The expanded intersection will consist of an additional northbound left turn lane, northbound and southbound through lanes, northbound and southbound dedicated right turn lanes, additional eastbound and westbound left turn lanes and dedicated eastbound and westbound right turn lanes . The additional northbound and southbound through lanes will extend from College Lane to 26th Street along 58th Avenue . No roadway improvements along 58th Avenue north of the 26th Street intersection are being contemplated within this scope of services . Based upon the proposed limits and improvements described above the total project length is 6 , 600 linear feet or 1 . 3 miles . " SECTION III — SCOPE OF SERVICES " is being modified to incorporate the following : B . Design Survey The ENGINEER shall provide design survey services necessary to support and Indian River County, Amendment No . 2 58th Avenue and State Road 60 Intersection Improvements facilitate contemplated design and permitting activities associated with this project . This task will consist of the preparation of digital base map topographic surveys in accordance with the intent of the Florida Minimum Technical Standards set forth by the Florida Board of Professional Land Surveyors in Chapter 61 G17 - 6 , Florida Administrative Code, pursuant to Section 472 . 027 , Florida Statutes . 3 , The DESIGN LIMITS shall be extended on 58th Avenue from a point on 58th Avenue that is 1500 feet north of State Road 60 to a point 200 feet north of 26th Street . The DESIGN LIMITS will also include 26th Street 200 feet east and west of 58th Avenue. The COUNTY presently owns two parcels located along the west side of 58th Avenue between State Road 60 and 26th Street . Topographic and boundary surveys will be conducted on these parcels . The survey will include the location of above ground improvements and trees 6 " diameter and greater at breast height, lying within the right of way of 58th Avenue, State Road 60 and College Lane . Surface evidence of underground utilities will be located . Cross- section elevations will be obtained at 100 ' intervals and extend across the right of way and a minimum of 50 ' outside the right of way. In addition to topographic features lying within 50 ' of the existing right-of-way, existing building corners that are within 100 ' of the existing right-of-way will be documented. Drainage structures will be located and rim/invert elevations obtained . If a structure is inaccessible or the drainage pipes are recessed, an elevation on the bottom of the structure will determined. The parcels lying adjacent to the survey limits will be plotted on the digital base map by utilizing the Indian River County Property Appraiser ' s maps only and their location will not be verified by independent survey. B1 . Right-of-Way Survey The Right-of-Way SURVEY LIMITS shall begin at the south right of way line of College Lane and continue northerly on 58th Avenue to a point that is 100 ' north of 26th Street . That portion of 26th Street that lies within 200 ' of the centerline of 58th Avenue is also included in this limit . The scope of services consists of the preparation of a Special Purpose Survey delineating the right of way lines for that portion of 58th Avenue lying between College Lane and 26th Street. The Special Purpose Survey will be prepared in accordance with the County Right of Way Map Checklist (attached hereto as Exhibit "A") and Chapter 177 & Chapter 472 Florida Statutes and Chapter 61G17 (Florida Minimum Technical Standards) as set forth for these types of surveys . The Murphy Act Reservation lines as provided by Indian River County will be graphically depicted on the Right of Way Map . Coordination with Capital Projects and planning for any new or proposed right of way acquisitions will Page 2 of 7 Indian River County, Amendment No . 2 58`h Avenue and State Road 60 Intersection Improvements occur as part of the 60 % County review . Revisions to the survey due to new or proposed right of way acquisitions will be made one ( 1 ) time, immediately after the 60% County review . C . Roadway Plans The preliminary roadway improvement plans , submitted October 2005 , will be developed into final construction documents suitable for project implementation . Roadway plans shall be prepared to include : plotting of survey data; establishment of profile grades ; key map; plan and profile sheets (including geometric calculations) ; typical section sheets; summary of quantities; summary of drainage structures ; cross- section sheets at 100 ' intervals (including earthwork computations) ; signing and pavement marking plans ; and other detail sheets necessary to convey the intent of the scope of services outlined herein . All plans shall be prepared in the English units . The Roadway plans will be submitted to the COUNTY for review at the 60% , 90% and 100 % plan completion . F . Landscaping Upon County approval of the schematic design drawings, the ENGINEER shall prepare landscape planting plans and hardscape improvement plans for the project area. These drawings will address the following specific design areas : • Specialty paving at various locations as designated during Schematic Design • Landscape Plantings in medians and along roadway edges • Other site furnishings and fixtures that may be defined during Schematic Design • Pedestrian scale lighting as may be defined during Schematic Design • Retaining walls or other landscape features either required or desired along the corridor The landscape and hardscape plans will be prepared and submitted at the required stages concurrent with the roadway plans . 1 . Irrigation Plans The ENGINEER will prepare construction level irrigation plans for the project which will include only those areas that the COUNTY is obligated to maintain. Revisions to irrigation systems on adjacent private property are not a part of this scope. The irrigation construction plans will be prepared in conjunction with the 90% and 100% plans submittal . H . Signalization Design The Traffic Signal Design services will include the preparation of plans and specifications necessary for the construction and implementation of the traffic Page 3 of 7 Indian River County, Amendment No . 2 58th Avenue and State Road 60 Intersection Improvements signal improvements at three intersections . The intersections that the COUNTY desires to design mast-arm signalization improvements are as follows : • College Lane / 58th Avenue • State Road 60/ 58th Avenue • 26th Street/ 58th Avenue The signal design will include improvements to the controller and controller peripherals, phasing and initial timings, cabinet location, electrical service, detector amplifiers, loops and lead-ins, conduit, cabling, pulling boxes , vehicular signal displays, and pedestrian displays and detector stations , if appropriate . The plans will also show the overhead signing, ground signing, and pavement marking modifications associated with the signal alteration. The plans will be furnished in reproducible form on half size sheets drawn to a scale of 1 " = 40 ' , and will include topography, known utilities (above and below ground) , rights-of-way, design of proposed improvements, general notes , pole schedule, and any special detail sheets required. Construction Plans will be prepared in CADD format utilizing 11 " x 17 " plan sheets . The ENGINEER will prepare and submit the Signalization Plans package to meet County requirements . As part of the Plans package, the ENGINEER will design the structural details and perform pole and foundation structural calculations for the mast arm configurations to be included on the project. The ENGINEER will submit the structural designs in FDOT format as part of the Signal Plan submittals . I. Geotechnical Investigation To aid in the roadway, stormwater management facilities and signalization foundation designs an outline for the proposed geotechnical services provided by our sub -consultant DE&T, Inc . in connection with the project ' s design is shown below . 1 . Conduct visual reconnaissance along the proposed roadway corridors . Include photographic record of typical , key, or anomalous site features noted during the reconnaissance . Review aerial photographs, information form the Soil Survey of Indian River County, Florida, and any geotechnical data furnished by the COUNTY. The Geotechnical Subconsultant may rely upon information furnished by the COUNTY without independent review and verification. 2 . Perform (6) , 30-foot deep Standard Penetration Test (SPT) borings to determine soil parameters (i . e . , unit weight, friction angle and cohesion) , an estimated wet season water table level and recommendations for drilled shaft construction for use in design of drilled shaft foundations . Perform (2) , 30- foot deep Standard Penetration Test ( SPT) borings to determine soil parameters of in- situ materials in the proposed stormwater management facilities to determine potential for material to be utilized as roadway embankment . Measure and record depth to groundwater upon completion of each boring and one hour thereafter and log the date and time of measurements . 4 . Note any rubbish, trash, debris or auger refusal, if encountered . Also note any contamination with petrochemicals evident visually or through odor or the soils encountered . If petrochemicals are encountered, notify the COUNTY immediately. Appropriately backfill all borings after recording ground water levels . Work shall be done at times that will minimize traffic disruptions (avoid AM and PM peak traffic hours) . Provide appropriate lighting and safety traffic control devices such as flashing message/arrow boards during the work. Coordinate with utilities prior to start of coring activities . 5 . The typical Geotechnical Report will include : • Discussion of site regional geologic or physiographic setting . • Discussion of general and specific subsurface conditions encountered by the exploration. • Discussion of any adverse soil conditions (such as muck, high plasticity clays, etc . ) encountered during the exploration . Include recommendations for remedial actions (removal , stabilization, etc . ) for any adverse conditions found. • Discussion of any petroleum or other hazardous contamination encountered by the borings . Identify and map locations of concern based on the reconnaissance . • Provide boring profile reports . • Recommendations for additional study, if appropriate Prior to commencing with the Geotechnical Investigation, previous investigations at the College Lane/ 58th Avenue and State Road 60/ 58th Avenue intersections will be reviewed to determine if existing data can be utilized as it relates to mast- arm foundation designs . Deliverables shall consist of six (6) copies of the Geotechnical Report with soil boring records , test results, photographs and similar data, summary of testing program and recommendations ; soil boring plan for incorporation into the roadway plan package . Page 5 of 7 Indian River County, Amendment No . 2 58`h Avenue and State Road 60 Intersection Improvements " SECTION V — COMPENSATION " is being modified to incorporate the following : The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees inclusive of expenses in accordance with the following : A. Professional Services Fee The basic compensation mutually agreed upon by the ENGINEER and the COUNTY is as follows : Task Labor Fee Lump Sum Components Right-of-Way Survey and Mapping $ 35 , 000 Design Topographic Survey $ 19 , 000 Roadway Design $ 1205000 Stormwater Design and Permitting $ 629225 Landscape Plan $ 34 , 900 Stormwater Pollution Prevention Plan $ 14,450 Signalization Design $45 , 000 Hourly Not-to-Exceed Tasks Cure Plan Alterations/ Assistance $20, 000 Geotechnical Investigation $ 169000 " SECTION XVI — DURATION OF AGREEMENT " is being modified to incorporate the following : The time for completion of the above described scope of services detailed in this amendment will be fifteen ( 15 ) months following the notice to proceed from the COUNTY. All other sections of the AGREEMENT shall remain in full force and effect and are incorporated herein . This Amendment No . 2 to the AGREEMENT regardless of where executed, shall be governed by and construed by the laws of the State of Florida.
