HomeMy WebLinkAbout2006-042 o6 INDIAN RIVER COUNTY 66th Avenue/ County Road 510 Roadway Widening AMENDMENT NO. 2 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING SERVICES AGREEMENT BETWEEN KIMLEY-HORN AND ASSOCIATES, INC. AND INDIAN RIVER COUNTY, FLORIDA. This is an amendment to the existing Engineering/Land Surveying Services Agreement (AGREEMENT) dated February 22nd, 2005 between Kimley-Horn and Associates, Inc . (ENGINEER) and Indian River County (COUNTY) . This amendment addresses changes in "Section I - Project Limits and Description" , " Section III - Scope of Services" , " Section V - Compensation" and " Section XVI — Duration of Agreement" of the AGREEMENT . Amendment Description This Amendment includes the following : "SECTION I - PROJECT LIMITS AND DESCRIPTION" is being modified to incorporate the following : Consultant services are required for the preparation of supplemental design survey, right- of-way maps, parcel sketches and legal descriptions, subsurface geotechnical investigations, roadway construction plans, bridge construction plans and permit applications associated with the proposed widening of County Road (CR) 510 and 66°i Avenue located in unincorporated Indian River County, Florida. The roadway improvements identified by the COUNTY consist of the following: County Road 510 Widening The COUNTY desires to improve CR 510 to a four lane divided urban roadway constructed. The right-of-way width is proposed to be 160 feet between 75th Court and 66th Avenue and 130 feet between 66`h Avenue and 6151 Drive. The improvement limits will be designed between 75th Court (approximately 1 . 2 mile west of 66th Avenue) to approximately 500 feet east of 61 " Drive (approximately 0 . 6 miles east of 66th Avenue). In conjunction with improvements to CR 510, the following improvements are proposed to the bisecting side streets : • 70` ' Avenue — Coordinate with proposed improvements to 70th Avenue conducted by others . Intersection improvement shall include mast-arm signalization components . • 64"' Avenue — Design three lane rural roadway section to accommodate northbound and southbound left tum lanes. Proposed three lane section will be designed utilizing a dedicated right turn deceleration lane north and south bound . Improvements to 64th Avenue will extend south to 83`d Street to accommodate drainage improvements associated with CR 510 . Intersection improvements shall include mast-arm signalization components . Indian River County, Amendment No. 2 66`h Avenue/ County Road 510 Roadway Widening Approximately 1 , 500 linear-feet of improvements . • 63 `d Court - Proposed paved apron on south approach with no median opening. • 63 `d Avenue — Design three lane rural roadway section to accommodate northbound and southbound left turn lanes . Proposed three lane section will be designed utilizing a dedicated right turn deceleration lane north and south bound . Approximately 900 linear-feet of improvements . • 62nd Avenue - Proposed paved apron on south approach with no median opening. • 6151 Drive - Proposed paved apron on north approach with no median opening. The total length of expanded improvements on CR 510 is 6,530 linear feet or 1 .25 miles with an additional 2,400 linear feet or 0.45 miles of bisecting side street improvements for a total length of 8,930 linear feet or 1 .70 miles . 66`h Avenue Widening The COUNTY desires to improve 66`h Avenue to a four lane divided urban roadway constructed within a 160 feet right-of-way. The improvement limits will be designed between 1 ,250 feet north of 57`h Street to 77th Street. In conjunction with improvements to 66`h Avenue, the following improvements are proposed to the bisecting side streets : • 61 " Street - Design three lane urban roadway section to accommodate eastbound and westbound left turn lanes. Replace existing bridge (Bridge No . 884038) with three lane structure on east leg. Approximately 2,640 linear-feet of improvement. • 65` ' Street - Design three lane urban roadway section to accommodate eastbound and westbound left turn lanes . Replace existing bridge (Bridge No. 880049) with three lane structure on east leg. Approximately 2,640 linear-feet of improvement. • 691h Street - Design three lane urban roadway section to accommodate eastbound and westbound left tum lanes. Replace existing bridge (Bridge No . 884039) with three lane structure on east leg. Intersection improvements shall include mast-arm signalization components. Approximately 2 ,640 linear- feet of improvement. • 73 `d Street - Proposed paved apron on west approach with median opening. • 77'h Street - Proposed paved apron on west approach with median opening. The total length of improvements on 66`h Avenue is 11 , 880 linear feet or 2. 25 miles with an additional 7 ,920 linear feet or 1 . 5 miles of bisecting side street improvements for a total length of 19, 800 linear feet or 3 . 75 miles. " SECTION III — SCOPE OF SERVICES " is being modified to incorporate the following : B . Design Survey Page 2 of 11 Indian River County, Amendment No. 2 66'" Avenue/ County Road 510 Roadway Widening The ENGINEER shall provide design survey services necessary to support and facilitate contemplated design and permitting activities associated with this project. This task will consist of the preparation of digital base map topographic surveys in accordance with the intent of the Florida Minimum Technical Standards set forth by the Florida Board of Professional Land Surveyors in Chapter 61G17-6, Florida Administrative Code, pursuant to Section 472 . 027 , Florida Statutes . 3 . The DESIGN LIMITS shall be extended to include the following: County Road 510 Corridor • 250 linear feet north of CR 510 along 701h Avenue . • 800 and 1 ,500 linear feet north and south of CR 510, respectively along 64th Avenue. • 250 linear feet south of CR 510 along 63`a Court . • 450 linear feet north and south of CR 510 along 63"t Avenue. • 250 linear feet south of CR 510 along 62nd Avenue . • 250 linear feet north of CR 510 along 6151 Drive . 66th Avenue Corridor • 2 ,000 linear feet east and west of 66th Avenue along 6151 Street . • 2,000 linear feet east and west of 66th Avenue along 65th Street. • 2,000 linear feet east and west of 66`h Avenue along 69th Street. • 250 linear feet west of 66th Avenue along 73`a Street. • 250 linear feet east and west of 66th Avenue along 77th Street. Drainage survey of structures within the corridor to include pipe size, type, and invert . The COUNTY will be responsible to insure that structures are clear of debris. No sub surface utilities are included, and no location of utility designating is included in this scope of service. Based upon information provided by the County, meetings with Indian River Farms Water Control District and meetings with Sebastian River Water Control District; it is projected that there will be one 6 acre and nine 2 acre pond sites that will require topographic survey data. Eight of the 2 acre sites will be located next to the 66th Avenue Corridor and the remaining 2 sites are projected not to be located next to the 66th Avenue Corridor. Parcels designated to contain stormwater management facilities will be surveyed based upon an hourly not to exceed basis . Right-of-Way Survey Will consist of a Cover Sheet, one Key Sheet, and Detail Sheets depicting existing right of way lines, and proposed right of way lines, etc, in compliance with the attached "Exhibit B", as provided by Indian River County. The Right of Way Survey will also include a Tabulation Sheet depicting Parcel Take information. Detail Sheets will depict existing planimetric features obtained via FDOT Electronic Field Book Practices. Key Sheets will be at a scale of 1 "= 300 ' and Detail Sheets will be at a scale of 1 " = 50 ' . The surveys will be delivered on mylar. It is assumed the COUNTY will provide Title Reports, in a timely manner, and other available survey control information in the possession of the County. It is understood that the COUNTY will be providing the 30% Control Survey completed in association with the CR 510 PD&E Study. Legal Descriptions and Sketches will be prepared for approximately 102 parcels at a per unit fee of $375 D . Roadway Plans Roadway plans shall be prepared to include: plotting of survey data; establishment of profile grades ; key map ; plan and profile sheets (including geometric calculations); typical section sheets; summary of quantities; summary of drainage structures; cross-section sheets at 100' intervals (including earthwork computations); signing and pavement marking plans; and other detail sheets necessary to convey the intent of the scope of services outlined herein. All plans shall be prepared in the English units. The scope of this work will require coordination with adjacent on-going COUNTY projects at the east, west and south project termination points . Due to the construction phasing and/or schedule of various County roadway projects, roadway transitions may be required within the DESIGN LIMITS to tie to abutting roadway facilities. Coordination with adjacent consultants and roadway transitions located at the project terminus points (if necessary) will be conducted based upon an hourly not to exceed basis. E. Drainage Plans Based upon preliminary drainage evaluations, it is estimated that there are nine distinct major drainage basins that constitute 161 acres of contributing drainage area (not including any off-site contributing area) . As part of this scope, all drainage improvements to CR 510 and 66`h Avenue corridors are intended to reside within COUNTY owned property. These scope of services include designating and delineating wetland and/or other surface water within the selected corridor. It does not include development and/or design of mitigation plans necessary to address potential environmental impacts along the corridors, if necessary. Mitigation Plan assistance shall be submitted to the COUNTY under a supplemental Work Order, if so requested . G. Signalization Plans Signalization plans will be developed in conjunction with the roadway improvements at the following intersections : • 66`h Avenue/ 69`h Street • 701h Avenue/ CR 510 • 64`h Avenue/ CR 510 Mast-arm configurations will be designed to meet current COUNTY and FDOT standards. F. Landscaping The ENGINEER shall prepare landscape and irrigation plans for the CR 510 corridor upon an established construction budget set by the COUNTY . The improvements will include median and roadside landscape with trees and ground cover. The landscape improvements are to include the entire CR 510 corridor included in previous addendum. Plant selection will be coordinated with COUNTY staff. J. Geotechnical Investigation Page 5 of 11 Indian River County, Amendment No. 2 66`h Avenue/ County Road 510 Roadway Widening To aid in the roadway, storm water management facilities and signalization foundation designs an outline for the proposed geotechnical services provided by our sub-consultant DE&T, Inc . in connection with the project ' s design is shown below. 1 . Conduct visual reconnaissance along the proposed roadway corridors. Include photographic record of typical, key, or anomalous site features noted during the reconnaissance . Review aerial photographs, information form the Soil Survey of Indian River County, Florida, and any geotechnical data furnished by the COUNTY. The Geotechnical Sub consultant may rely upon information furnished by the COUNTY without independent review and verification. 2 . Perform Standard Penetration Test (SPT) borings to determine soil parameters (i . e. , unit weight, friction angle and cohesion), an estimated wet season water table level and recommendations for drilled shaft construction for use in design of drilled shaft foundations . 3 . Perform Standard Penetration Test (SPT) borings to determine soil parameters of in-situ materials in the proposed storm water management facilities to determine potential for material to be utilized as roadway embankment. Measure and record depth to groundwater upon completion of each boring and one hour thereafter and log the date and time of measurements . 4. Note any rubbish, trash , debris or auger refusal, if encountered. Also note any contamination with petrochemicals evident visually or through odor or the soils encountered. If petrochemicals are encountered, notify the COUNTY immediately. Appropriately backfill all borings after recording ground water levels. Work shall be done at times that will minimize traffic disruptions (avoid AM and PM peak traffic hours) . Provide appropriate lighting and safety traffic control devices such as flashing message/arrow boards during the work. Coordinate with utilities prior to start of coring activities. 5 . The Geotechnical Report will include : • Discussion of site regional geologic or physiographic setting. • Discussion of general and specific subsurface conditions encountered by the exploration. • Discussion of any adverse soil conditions (such as muck, high plasticity clays, etc .) encountered during the exploration. Include recommendations for remedial actions (removal , stabilization, etc .) for any adverse conditions found. • Discussion of any petroleum or other hazardous contamination encountered by the borings . Identify and map locations of concern based on the reconnaissance. Page 6 of 11 Indian River County, Amendment No. 2 66" Avenue/ County Road 510 Roadway Widening • Provide boring profile reports. • Recommendations for additional study, if appropriate Deliverables shall consist of six (6) copies of the Geotechnical Report with soil boring records, test results, photographs and similar data, summary of testing program and recommendations ; soil boring plan for incorporation into the roadway plan package. K. Structure Plans The ENGINEER shall prepare preliminary and final bridge plans for the demolition and replacement of bridges on 61 " Street, 65th Street and 69th Street over the Lateral ` A ' Canal as detailed below : Bridge Section No . 884038 over Lateral ` A' Canal 3 -Lane (expandable to 5 -Lane) No . 880049 over Lateral ` A' Canal 3 -Lane (expandable to 5 -Lane) No . 884039 over Lateral ` A' Canal 3 -Lane (expandable to 5 -Lane) 1 . The proposed typical section will consist of three lanes, 8 ft. sidewalk and 4 ft. paved shoulder on one side, 8 ft. shoulder on opposing side and utility shelves on both sides of each bridge, with an estimated overall width of 66 "-6" . 2 . Due to the geometric similarity between the three bridge replacement locations, a common bridge length will be utilized for each replacement. The bridges are assumed to be no more than two spans, with a maximum span length of about 40 feet. 3 . Bridge plan geometries and wingwall configurations will minimize the encroachment of the bridge ends into adjacent intersections and driveways . Wingwalls will also be set to allow for utility burial at the bridge ends. 4. Slope protection, rip-rap and/or sheetpiles will be used at the bridge abutments to stabilize the canal banks in the vicinity of the bridges. 5 . It is anticipated that the COUNTY will allow road closures at all three bridge replacement locations such that phased construction will not be required. 6 . Utility coordination will be performed in order to evaluate existing utilities and accommodate utility crossings on the proposed bridges . The bridge design will be performed in accordance with the 1998 Edition of the AASHTO LRFD Design Specifications with Interim Revisions through 2002, and the 2002 FDOT Structures Design Guidelines, LRFD Edition . 8 . Box culvert plans will be prepared associated with the box culvert located along CR 510, approximately at Sta. 205+50. The design and construction documents will be prepared utilizing FDOT ' s LRFD Box Culvert Program. 9. Construction and material specifications will be based on FDOT Standard Specifications for Road and Bridge Construction, 2004 Edition. 10 . All design and plan details will be in the English unit system. 11 . Bridge plan submittals are anticipated at the 60%, 90%, and 100% stages. The 90% submittal will consist of Contract Plans and preliminary quantities and cost estimates . The 100% submittal will be the Final Plans, with Quantities, Opinion of Cost and Specifications. Once permits and 90% design comments are received from the COUNTY, 100% design drawings will be completed 60 days thereafter.
