FINAL DESIGN AND PLANS PREPARATION FOR
CR 510 from CR 512 to east of 75`° Court
This is an amendment to the existing Final Design and Plans Preparation services agreement
(AGREEMENT), dated November 17, 2005 , by and between INDIAN RIVER COUNTY , hereinafter
referred to as the COUNTY , and STANLEY CONSULTANTS, INC., hereinafter referred to as the
ENGINEER . This amendment addresses changes in "Section I — Project limits and Description , Section III —
Scope of Services, Section IV — Time for Completion, and Section V - Compensation " of the AGREEMENT.
Amendment Description
SECTION I - PROJECT LIMITS AND DESCRIPTION is being modified to incorporate the following
engineering services which are required:
a) Locate existing subsurface utilities at potential conflict points between proposed features (storm sewer
pipe/inlets and signal mast arms) with existing potable water and sanitary sewer force main. Locates
for other utilities including Bell South, FPL and Comcast are not included in this amendment.
b) Design the relocation of Lateral D Canal required to accommodate the new CR510 box culvert at 89"
Street and to accommodate the new bridge structure over Lateral D Canal (Note: Said new bridge
structure design and associated bank and shore design shall be designed by others and not included in
this amendment). The limits of Lateral D Canal realignment will begin near Baseline Construction
Station 60+00 and extend south for 1400 lineal feet.
c) Permitting effort required for the relocation of Lateral D Canal . Starting near Baseline Construction
Station 60+00 and extending south for 1400 lineal feet.
d) Survey and provide sketch and description for property take due to proposed Lateral D Canal
realignment. Assist Geotechnical Engineer with Baseline Survey location .
e) Geotechnical investigation along realignment of Lateral D Canal and provide slope stability analysis
and recommendations for proposed slope stability measures along Lateral D Canal for length of
realignment, approximately 1400 lineal feet.
f) Prepare a Bridge Report for CR 510 over the Slough, Sta. 175 +40, to determine three structure
alternatives which will accommodate wildlife.
g) Design the bridge structure at CR 510 over Slough rather than original box culvert.

SECTION III - SCOPE OF SERVICES is being modified to incorporate the following:
The ENGINEER agrees to perform professional roadway design and related services in connection with the
project as required and set forth in the following:
A . Utility Subsurface Locates (InfraMan Corp)
Horizontal and vertical location of existing 16" water main and 12" force main utilities at
conflicts with the proposed storm sewer pipes, storm sewer structures and proposed
signalization mast arms. Design services will include the following tasks :
1 . Perform a total of 107 subsurface utility locations using air/vacuum method at the
conflicts with the proposed storm sewer facilities (74 potential conflicts) and
proposed signalization mast arms (estimated 33 potential conflicts: 11 mast arms and
3 holes per location) with existing subsurface utilities. The 74 locates include 30
locates for the existing 12" force main and 44 locates for the existing 16" water main.
2. Survey the horizontal and vertical location at each subsurface utility location for
conflicts with the proposed storm sewer facilities and the proposed signalization mast
arms.
B. Drainage Design — Lateral D Canal Realignment (Stanley Consultants)
Design the relocation of Lateral D Canal for approximately 1400 lineal feet using the
proposed alignment and cross section of Lateral D Canal approved during the June 15, 2006
Board meeting with Sebastian River Water Control District. This Amendment does not
include analyzing or designing other Canal alignment or cross section alternatives.
Additional design services will include the following tasks:
1 . Design the horizontal and vertical alignment of Lateral D Canal from Station 60+00
to Station 74+00 .
2 . Create four plan/profile sheets and show plan design of Lateral D Canal at 1 "=40 '
scale.
3 . Create eight cross section sheets and show cross section design of Lateral D Canal
including earthwork quantities. A vertical match line will be used to separate the
CR510 alignment and the Lateral C Canal alignment.
4. Revise the three proposed pipe laterals that directly discharge to Lateral D Canal
from Sebastian River Water Control District right-of-way.
5 . Design erosion protection measures (bank stabilization) on the downstream end of
the 89`1 Street Canal box culvert at the confluence of Lateral D Canal. The limits of
the bank stabilization will include the east side and west sides of Lateral D Canal, as
well as the canal bottom. The north-south limits will extend north to Station 68+50
and south to station 70+00, for a total of 150 ' . This does not include the bank
stabilization for a future 89'h Street bridge (to be designed by others) that leads to
Blue Water Bay and Sebastian Lakeview Estates PUD 's.

C. Permitting — Lateral D Canal Realignment (Stanley Consultants)
Include the Lateral D Canal realignment work effort in the Environmental Resources Permit
to St. Johns River Water Management District. Additional services will include the following
tasks:
I . Update the wetland report and coordinate further with St. Johns River Water
Management District.
2. Determine impacts, if any, to endangered species. Coordinate further with U. S. Fish
and Wildlife Service.
3 . Perform one site review.
D. Survey - Parcel right-of-wav needs associated with Lateral D Canal Realignment Area
(Burdette and Associates)
Provide design survey to encompass an area between the existing Sebestian River Water
Control District Canal D right-of-way line and the proposed SRWCD right-of-way line due to
canal re-alignment. The design services will include the following tasks:
1 . Provide design survey to encompass an area between the existing SRWCD right-of-way line
and 25 feet beyond the following points describing the proposed SRWCD right-of-way line,
referenced to the Baseline Survey: Station 63 +96.40, 184. 71 LT; Station 68+89 . 51 , 223 .01
LT; and Station 69+84.68, 226 .97 LT.
2. The design survey shall include locating the outer perimeter of any concrete structure,
including but not limited to concrete pools, house structures and driveways that exists within
the area enclosed as described above.
3 . Create legal sketches and description of the proposed right-of-way requirement from private
land owner and Sebastian River Water Control District property to accommodate the canal
realignment.
4. Update the electronic topography file and update the digital terrain model .
5 . Assist Geotechnical Engineer with Baseline Survey location. Stake on 200 foot intervals the
Baseline Survey along CR510 and adjacent to Lateral Canal D between Station 57+00 and
Station 78+00. Coordinate location of stakes with Geotechnical Engineer.
E. Geotechnical — Lateral D Canal Realignment Area (GCME Inc. )
Additional geotechnical services will include the following tasks:
1 . Geotechnical soil borings along Lateral D Canal are detailed as: 10 auger borings
each 20 feet deep and delineation of unsuitable soils using canal bottom probing
method.
2. Geotechnical services shall include canal slope stability evaluation, roadway
embankment beside canal slope evaluation, recommendation on method of slope
stabilization and documentation of analysis.

F. Bridge Report — CR 510 over Slough Sta. 175+40 (Stanley Consultants)
Prepare a Bridge Report to determine structure alternatives to accommodate wildlife at the
slough crossing. Design services shall be in accordance with Section E. 1 (Bridge Plans,
Bridge Report) of the project Scope of Services, and will include the following specific tasks :
1 . Develop preliminary design for (3 ) options to include skewed bridge, conspan skewed and
conspan non-skewed alternatives that will accommodate wildlife crossing and historical flow
conditions .
2 . Develop cost estimates.
3 . Write report summarizing results of preliminary design.
G. Structure Design — CR 510 over Slough Sta. 175+40 (Stanley Consultants)
Prepare design calculations and construction plans for the selected bridge structure at the
slough crossing. Design services shall be as detailed in Section E.2 (Bridge Plans, Final
Design) of the project Scope of Services, excluding Box Culverts services described in said
section.
SECTION IV — TIME FOR COMPLETION
A. Submittal Dates
The Pre-60% Design Drawing Submittal that was submitted on January 12, 2007 is accepted
as the 60% submittal. The 90% Design Drawing Submittal is moved five months to
December 14, 2007 per a meeting held on May 02 , 2007 with the COUNTY.

SECTION V - COMPENSATION
The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to
this Agreement fees in accordance with the following:

SECTION XVIII - ENTIRETY OF AGREEMENT
This writing embodies the entire AGREEMENT and understanding between the parties hereto, and
there are no other agreements and understandings, oral or written, with reference to the subject matter hereof
that are not merged herein and superseded hereby.
No alteration, change, or modification of the terms of this Agreement shall be valid unless made in
writing and signed by both parties hereto.
This AGREEMENT, regardless of where executed, shall be governed by and construed according to
the laws of the State of Florida.
