HomeMy WebLinkAbout2007-246 INDIAN RIVER COUNTY 66`h Avenue/ County Road 510 Roadway Widening AMENDMENT NO. 3 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING SERVICES AGREEMENT BETWEEN KIMLEY-HORN AND ASSOCIATES, INC. AND INDIAN RIVER COUNTY, FLORIDA. This is an amendment to the existing Engineering/Land Surveying Services Agreement (AGREEMENT) dated February 22"d, 2005 between Kimley-Horn and Associates, Inc . (ENGINEER) and Indian River County (COUNTY). This amendment addresses changes in " Section III - Scope of Services" , " Section V - Compensation" and " Section XVI — Duration of Agreement" of the AGREEMENT. Amendment Description This Amendment includes the following: "SECTION III — SCOPE OF SERVICES " is being modified to incorporate the following : E. Drainage Plans Based upon meetings with Sebastian River Water Control District (SRWCD), Canal R- 13 will need to be extended approximately 1 ,700 linear feet from theoretical 681h Avenue to 6011 Avenue (approx . 1 ,350 linear feet) to receive stormwater discharges from off-site contributing areas (approx . 500 acres) located along CR 510 east of 66th Avenue and from the proposed stormwater management facility located along 66th Avenue between 8151 Street and CR 510. SRWCD Canal R- 13 will be evaluated to determine stage and flow characteristics associated with the 10-year, 25 -year and 100-year design storms. A hydrologic and hydraulic evaluation will be required to quantify the impact to SRWCD Canal R- 13 associated with the additional stormwater runoff being directed to the District canal. F. Landscaping The ENGINEER shall prepare landscape and irrigation plans for the 66`h Avenue corridor beginning approximately 1 ,400 linear feet south of 61st Street continuing to the northern project terminus (Barber Street) . The improvements will include median and roadside landscape with trees and ground cover. Plant selection will be coordinated with COUNTY staff. J. Design Survey Additional topographic survey data is necessary to support the 66th Avenue roadway alignment desired by the COUNTY beginning from a point approximately 1 ,500 linear feet south of 77`h Street extending north to Indian River County, Amendment No. 3 66'h Avenue/ County Road 510 Roadway Widening approximately Barber Street to accommodate roadway alignments not being equal about the centerline . The additional topographic data is required at the following locations : Location Number 1 — Beginning 1 ,600 feet south of 77th Street to 77`h Street along the east side of 66th Avenue, average width is 75 feet. Location Number 2 — Beginning at 77th Street to 900 feet south of 81st Street along the west side of 661h Avenue, average width is 100 feet. Location Number 3 — Beginning 900 feet south of 815` Street to 450 feet north of 81 " Street along the east side of 66th Avenue, average width is 80 feet. Location Number 4 — Beginning at CR 510 to City of Sebastian City Limits along the west side of 66th Avenue, average width is 100 feet Location Number 5 — Beginning 600 feet south of the City of Sebastian City Limits to 450 feet south of Barber Street along the east side of 66th Avenue, average width is 75 feet. Location Number 6 — Beginning at 66th Avenue continuing east along 81st Street for a distance of 1 ,900 feet, average width is 120 feet. Design survey data utilized in conjunction with the SRWCD Canal R- 13 improvements will be supplemented from survey data prepared by Liberty Park PUD . The COUNTY has requested an hourly not to exceed task to aid in delineation of proposed improvements when negotiating with property owners located along the improvement limits . This data will be collected and integrated into the existing topographic data in support of construction document development. Drainage structure survey within the corridor to include pipe size, type, and invert . The COUNTY will be responsible to insure that structures are clear of debris . No sub surface utilities are included, and no location of utility designating is included in this scope of service. Subsurface Utility Locates Localized subsurface utility locates are needed to identify horizontal and vertical locations associated with existing utilities at specific locations to identify and avoid potential utility conflicts associated with design element improvements . " SECTION V — COMPENSATION" is being modified to incorporate the following: The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees inclusive of expenses in accordance with the following : A.
