Improvements at 58`h Avenue and State Road 60
AMENDMENT NO. 3 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING
SERVICES AGREEMENT BETWEEN KIMLEY-HORN AND ASSOCIATES, INC. AND
INDIAN RIVER COUNTY, FLORIDA.
This is an amendment to the existing Engineering/Land Surveying Services Agreement
(AGREEMENT) dated February 22, 2005 between Kimley-Horn and Associates, Inc.
(ENGINEER) and Indian River County (COUNTY). This amendment addresses changes in
" Section I - Project Limits and Description", "Section III - Scope of Services" , " Section V -
Compensation" and " Section XVI — Duration of Agreement' of the AGREEMENT.
Amendment Description
This Amendment includes the following:
" SECTION I - PROJECT LIMITS AND DESCRIPTION" is being modified to include the
following :
Consultant services are required to conduct a thoroughfare network analysis and traffic
modeling study to analyze the impact of proposed roadway network links and extensions
to the existing roadway network. The proposed roadway network links and extensions to
be included in the analysis/modeling comprise:
• College Lane extension between existing terminus at Mueller Center to 66`h
Avenue
• Hedden Place, Flora Lane or 62"d Drive extension between State Road 60 and
College Lane
• Hedden Place, Flora Lane or 62nd Drive extension between College Lane and 12th
Street
• 66[11 Avenue thoroughfare connection between State Road 60 and Oslo Road
• College Lane extension east of 58t11 Avenue east 0.6 mile, turning north to State
Road 60 between 50`11 Avenue and Stewart Lane
• New north-south roadway between 50th Avenue and Stewart Lane, from State
Road 60 to 26`h Street (north-south thoroughfare connection with the College
Lane extension)
" SECTION III — SCOPE OF SERVICES " is being modified to incorporate the following:
Task 1 — FSUTMS Trip Diversion Model
The ENGINEER will develop and coordinate with the County a trip diversion model
derived through a gravity model based on the transportation planning modeling programs
contained in the Florida Standard Urban Transportation Modeling Structure (FSUTMS).
The FSUTMS programs will be employed to provide an objective distribution and
assignment of the trip diversion on the roadway network.
The Consultant will utilize the Indian River County Transportation Model to determine
the expected diversions associated with the proposed Indian River County roadways .
Initially, the base model will be used to determine existing daily roadway volumes in the
project area. The base model will then be modified to reflect the proposed roadways,
roadway extensions, the widening of roadways, or any other proposed roadway condition.
To determine the diversions in the project area, the model will be run for several
scenarios and the volumes for each scenario will be compared to determine the
percentage change in daily volumes for each project roadway.
Task 2 — Existing Conditions Analvsis
The consultant will analyze the existing AM and PM peak hour conditions for the study
area intersections and roadway links under existing roadway geometry. A traffic
simulation will be developed for both the AM and PM peak hours . All analysis results
will be documented including turning movement volumes and level of service. Any and
all deficiencies will be identified.
Task 3 — Year 2016 Conditions Analysis
The consultant will analyze year 2016 AM and PM peak hour conditions for the study
area intersections and roadway links under existing roadway geometry with the proposed
intersection improvements at SR 60/58th Avenue. A traffic simulation will be developed
for both the AM and PM peak hours. All analysis results will be documented including
turning movement volumes and level of service. Any and all deficiencies will be
identified.
Task 4 — Year 2026 Conditions Analysis
The consultant will analyze year 2026 AM and PM peak hour conditions for the study
area intersections and roadway links under existing roadway geometry with the proposed
intersection improvements at SR 60/58th Avenue. A traffic simulation will be developed
for both the AM and PM peak hours . All analysis results will be documented including
turning movement volumes and level of service . Any and all deficiencies will be
identified.
Task 5 — Proposed Roadway 2006 Conditions Analysis
The consultant will analyze the existing AM and PM peak hour conditions for the study
area intersections and roadway links under the proposed roadway geometry with the
inclusion of all proposed roadway links. A traffic simulation will be developed for both
the AM and PM peak hours. All analysis results will be documented including turning
movement volumes and level of service. Any and all deficiencies will be identified. A
comparative analysis of the proposed roadway links will be performed to determine the
State Road 60/ 58`h Avenue percent traffic diversion associated with each link.
Task 6 — Proposed Roadway Year 2016 Conditions Analysis

inclusion of all proposed roadway links . A traffic simulation will be developed for both

State Road 60/ 58`h Avenue percent traffic diversion associated with each link.
Task 7 — Proposed Roadway Year 2026 Conditions Analysis
The consultant will analyze year 2026 AM and PM peak hour conditions for the study
area intersections and roadway links under the proposed roadway geometry with the
inclusion of all proposed roadway links. A traffic simulation will be developed for both
the AM and PM peak hours. All analysis results will be documented including turning
movement volumes and level of service. Any and all deficiencies will be identified. A
comparative analysis of the proposed roadway links will be performed to determine the
State Road 60/ 58`h Avenue percent traffic diversion associated with each link.
Task 8 — Summary of Findings Report
A report summarizing the results of each analysis conditions will be prepared for
submittal to Indian River County. Up to five (5) copies of a letter-type report will be
prepared describing those services performed under these tasks.
A CD with all pertinent traffic models (SYNCHRO models) and simulations
(SIMTRAFFIC) will be provided. The models/simulations will encompass the entire
study area and all study intersections with 26th Street as the northern study boundary,
12th Street as a southern study, 43rd Avenue the eastern boundary, 66th Avenue as the
western boundary and all proposed roadway links and extensions.
"SECTION V — COMPENSATION" is being modified to incorporate the following:
The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered
pursuant to this Agreement fees inclusive of expenses in accordance with the following:

the lump sum scope of services identified above in accordance with the revised
hourly rate schedule.

" SECTION XVI — DURATION OF AGREEMENT" is being modified to incorporate the
following:
This Agreement shall remain in full force and effect until December 31 , 2008 or
until completion of project phases as specified by the Public Works Director, or
unless otherwise terminated by mutual consent of the parties hereto or pursuant to
Section XII of this AGREEMENT.
The AGREEMENT is hereby amended as specifically set forth here in. All other sections of the
AGREEMENT shall remain in full force and effect and are incorporated herein.
This Amendment No. 3 to the AGREEMENT regardless of where executed, shall be governed by
and construed by the laws of the State of Florida.
