AMENDMENT NUMBER 4 TO WORK ORDER NUMBER 1
This Amendment Number 4 to Work Order Number 1 ("Amendment') is entered into as
of this 9I"L*day of2007 ("Effective Date") pursuant to that certain Continuing
Contract Agreement to Professional Services dated entered into as of
(,(jj,,c ,Cz4 � h Z`3 ("Agreement') , by and between Indian River County, a political
subdi iston of the State of Florida ("COUNTY") AND Ecotech Consultants , Inc .
("CONSULTANT") .
1 . The COUNTY has selected the Consultant to perform the professional services set
forth in Work Order Number 1 dated November 16. 2004 .
2 . The COUNTY and the Consultant desire to amend Work Order Number I as set forth
in Exhibit 1 attached to this Amendment and made a part hereof by this reference, all in
accordance with the terms and provisions set forth in the Agreement .
3 . From and after the Effective Date of this Amendment, Work Order Number 1 is
amended as set forth in this Amendment . Pursuant to paragraph 1 . 4 of the Agreement, nothing
contained in any Work Order shall conflict with the terms of the Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth
herein.
IN WITNESS WHEREOF, the parties hereto have executed this Amendment as of the
Effective Date first written above.

NORTH COUNTY BRINE DISPOSAL
SCOPE OF SERVICES
Amendment No . 4 modifies the scope of work in Work Order No . 1 as issued to Ecotech
Consultants, Inc. for assisting the County with permitting, design, and construction management
services. Issuance of the Industrial Wastewater Facility Permit (No. 31 -FL0166511 ) requires the
County to comply with special conditions defined as "Effluent Limitations and Monitoring
Requirements".
Amendment No. 4 is being implemented at this time to provide professional environmental and
engineering services by Ecotech Consultants, Inc . and Masteller & Moler, Inc . associated with the
project described above . The additional work to be performed as part of this Amendment will
generally include working with the Florida Department of Environmental Protection (FDEP) staff
to locate sampling stations in the Indian River and the preparation of a sampling plan to monitor the
biological diversity of the near shore benthic communities adjacent to the Spoonbill project site.
A brief description of the scope of services for Amendment No . 4 is provided below :
Task 1 . Preparation of Biological Diversity Sampling Plan
Ecotech Consultants, Inc . (ETC) will assist the County with preparation of a biological diversity
sampling plan to comply with Section LA.9 .c . 1 of Permit No . 31 -FL0166511 .
The deliverables for this task will include providing the County with one draft copies ofthe sampling
plan for review and comment. ETC will modify the draft sampling plan to reflect the comments
received from the County, and then forward the revised sampling plan to FDEP . ETC will work with
FDEP to complete a sampling plan acceptable to the County and FDEP . ETC will provide the
County with one copy of the FDEP approved sampling plan.

PROJECT BUDGET
The Ecotech Consultants, Inc . Team proposes to complete the Scope of Services described in
Amendment No . 4, Attachment 1 for the lump sum amount of $4,254 . 00 . This increases the overall
cost of Work Order No . 1 from $ 341 ,695 . 00 to $345 ,949 . 00 . An approximate breakdown of this
lump sum amount, by task, is presented below.

PROJECT SCHEDULE
An estimated schedule for completion for the scope of services contained in Amendment 4 is shown
below. The time needed to complete each of the tasks described in Attachment 1 by Ecotech
Consultants, Inc . and the County can be reasonably estimated as shown below with the limitation
that neither the County nor Ecotech Consultants, hie . can control the phase of the permitting process
controlled by the Florida Department of Environmental Protection, the St. Johns River Water
Management District, or the U. S . Army Corps of Engineers.
