AMENDMENT NUMBER 5 TO WORK ORDER NUMBER 1
This Amendme, tNumber 5 to Work Order Number 1 ("Amendment') is entered into as
of this ��day o e - 2007 ("Effective Date") pursuant to that certain Continuing
Co tract Agreement for Professional Seryices dated entered into as of
/PJ ("Agreement'), by and between Indian River County, a political
subdivision of the State of Florida ("COUNTY") AND Ecotech Consultants, Inc .
("CONSULTANT") .
1 . The COUNTY has selected the Consultant to perform the professional services set
forth in Work Order Number 1 dated November 16. 2004 .
2 . The COUNTY and the Consultant desire to amend Work Order Number I as set forth
in Exhibit 1 attached to this Amendment and made a part hereof by this reference, all in
accordance with the terms and provisions set forth in the Agreement.
3 . From and after the Effective Date of this Amendment, Work Order Number 1 is
amended as set forth in this Amendment . Pursuant to paragraph 1 . 4 of the Agreement, nothing
contained in any Work Order shall conflict with the terms of the Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth
herein.
IN WITNESS WHEREOF, the parties hereto have executed this Amendment as of the
Effective Date first written above .

NORTH COUNTY BRINE DISPOSAL
SCOPE OF SERVICES
Amendment No . 5 modifies the scope of work in Work Order No. 1 as issued to Ecotech
Consultants, Inc . for assisting the County with permitting, design, and construction management
services. This amendment provides for specialty engineering sub-consulting services not included
in the previous work because of the dynamic and unpredictable course of events associated with the
permitting and design processes .
Amendment No . 5 is being implemented at this time to provide professional environmental and
engineering services by Ecotech Consultants, Inc . and Masteller & Moler, Inc . associated with the
project described above. The additional work to be performed as part of this Amendment will
generally include engineering sub-consulting services, engineering bid assistance, and contract
administration and construction observation for the engineering works associated with the project.
A brief description of the scope of services for Amendment No . 5 is provided below :
Task 1 . Sub-Consultant Services
Sub-Consultants required for finalization of the structural engineering, electrical engineering, and
soil boring/report details needed for completion of project plans and specifications suitable for
competitive bidding of this project.
Task 2 . Services During Bidding
Masteller & Moler, Inc . will assist the County in bidding the project. These services will include
issuing plans with specifications to bidding contractors, maintain a Bidder ' s List, prepare
Addendums; Review bids; and provide letter recommending award of the Contract.
Task 3. Contract Administration and Construction Observation
Masteller & Moler, Inc . will provide Contract Administration and periodic construction observation
of the demineralization concentrate disposal project. These services will include attending pre-

construction and progress meetings; review and approve shop drawings and test results; review
monthly pay estimates ; review and process construction change orders ; and provide overall project
administration services . Masteller & Moler, Inc . will also provide periodic project observation of
construction on an "as-needed" basis to make certain that the project elements are being constructed
in reasonable compliance with the construction plans and permits .

PROJECT BUDGET
The Ecotech Consultants, Inc . Team proposes to complete the Scope of Services described in
Amendment No . 5 , Attachment 1 for the lump sum amount of$48 ,000.00 . This increases the overall
cost of Work Order No . 1 from $345 , 949. 00 to $ 393 , 949 . 00 . An approximate breakdown of this
lump sum amount, by task, is presented below.

PROJECT SCHEDULE
An estimated schedule for completion for the scope of services contained in Amendment 5 is shown
below. The time needed to complete each of the tasks described in Attachment 1 by Ecotech
Consultants, Inc . and the County can be reasonably estimated as shown below with the limitation
that neither the County nor Ecotech Consultants, Inc. can control the phase of the permitting process
controlled by the Florida Department of Environmental Protection, the St. Johns River Water
Management District, or the U. S . Army Corps of Engineers.
