Robert Graves stated that they had gone out and viewed the areas where Mr. Hogan �p
would like either culverts or bridges put in and he stated that in view of the fact that it
would cost the County quite a bit of money, and in view of the fact that there was another
access to the property which would mean only about a mile and a half more driving that he
would recommend not putting in the culverts or bridges. This recommendation was accepted by
the Board.
Mr. Robert Graves also stated they had look over Mr. Sawyer's property and stated
that it would take a bridge to replace the eliptical culvert at Lateral D, Ditch D4 and that
the road crew had this set up to be done as soon as they could get to it.
There being no further business and upon Motion made, seconded and carried, the
Board then adjourned.

The Board of County Commissioners of Indian River County met at the Courthouse in
Vero Beach, Florida in a special meeting at 9:00 o'clock A. M., July 22, 1957. All members
were present. Also present were Sam Joyce, Sheriff, Ed Schmucker, Superintendent of Roads, a
Sherman N. Smith, Jr., Attorney; Douglas Baker, Clerk and Katherine Morrison, Secretary.
The Chairman announced this meeting was called for the purpose of considering the =?
tentative budget for advertising so that final adoption could take place at the regular meeting,;

of August 6th.
Douglas Baker, Clerk introduced Mr. Carlisle Ausley of the State Comptroller's Office
who went over several items in the proposed budget with the Commissioners.
Sam Joyce, Sheriff was asked numerous questions by the Board which he answered relating
to his budget.
Forrest McCullars, County Agent appeared before the Board and requested that they

put an item in the budget to buy him a station wagon. After some discussion in the matter
and upon Motion made by Commissioner McCullers, seconded by Commissioner Macdonald and un-
animously carried, the Board O.K.ed this item for the new budget.
The Chairman appointed a budget committee consisting of Commissioners W. C. Graves,
Jr., and Donald Macdonald together with the Superintendent of Roads, Ed Schmucker and the
Attorney, Sherman N. Smith, Jr.
The Clerk of the Circuit Court (County Auditor) after tentatively ascertaining the
proposed fiscal policies of the Board for the ensuing fiscal year, from the 1st day of October
1957, to the 30th day of September, 1958, prepared and presented to the Board a tentative

budget for the ensuing fiscal year for each of the funds, as provided in Chapter 26874, Laws
I° of 1951, including all estimated receipts, taxes to be levied, and balances expected to be

brought forward, and all estimated expenditures, reserves and balances to be carried over to
the end of the year, were ordered spread upon the minutes of the Board and transmit two copies

of each of the tentative budget to the Comptroller of the State of Florida, said copies,to be

certified by the Chairman of the Board of County Commissioners and by the County Auditor as
a true and correct copy of the budget as adopted by the Board of County Commissioners and the
original to be filed as a part of the records of the county, and is in words and figures as

Mr.Schmucker, Superintendent of Roads brought up the matter of automobiles riding
Wabasso Beach and after some discussion in the matter the Chairman Mr. Hamilton appointed
himself and Commissioner McCullers to look into the situation and see what could be done aboutl
putting a ramp to the North of the Beach so the buggies would not be riding through the
bathing area.
Mr. Schmucker said he had talked with Reverend Owen and the Wabasso Civic Club had
decided if the County would take out the two broken piling at Wabasso Beach that any further
pilings would be taken care of by the Civic Club with no cost to the County. The Board
authorized Mr. Schmucker to go ahead and take out the two broken piling.
Mr. Schmucker also told the Board that the County was in need of a marl pit in the
North end and that he had found a five acre tract owned by Mr. Alvin Carlsward and that Mr.
Carlsward would sell the marl to the county for $200.00 an acre and the land to be returned to
Mr. Carlsward after the marl would be removed. Upon Motion made by Commissioner McCullers,
seconded by Commissioner Robert Graves and carried, the purchase of this marl was Wed.
Clerk Baker presented a deed from the Trustees of the I. I. Fund to the County for
some land in Sec. 24, Twp. 33, Rge. 39, being a part of Oslo Cemetery. Upon Motion made by
Commissioner W. C. Graves, Jr., seconded by Commissioner McCullers and unanimously carried,
this deed was ordered put on record. - -- - - -- --
There being no further business, upon Motion made, seconded and carried, the Board
then adjourned.

The Chairman asked if there were any changes or additions to be made to the minutes
