Receipts Cash Balance TOTAL $11,000.00 6.000.00 17,000.00 550.00 16,150.00 7.000.00 23,150.00 Mr.Schmucker, Superintendent of Roads brought up the matter of automobiles riding Wabasso Beach and after some discussion in the matter the Chairman Mr. Hamilton appointed himself and Commissioner McCullers to look into the situation and see what could be done aboutl putting a ramp to the North of the Beach so the buggies would not be riding through the bathing area. Mr. Schmucker said he had talked with Reverend Owen and the Wabasso Civic Club had decided if the County would take out the two broken piling at Wabasso Beach that any further pilings would be taken care of by the Civic Club with no cost to the County. The Board authorized Mr. Schmucker to go ahead and take out the two broken piling. Mr. Schmucker also told the Board that the County was in need of a marl pit in the North end and that he had found a five acre tract owned by Mr. Alvin Carlsward and that Mr. Carlsward would sell the marl to the county for $200.00 an acre and the land to be returned to Mr. Carlsward after the marl would be removed. Upon Motion made by Commissioner McCullers, seconded by Commissioner Robert Graves and carried, the purchase of this marl was Wed. Clerk Baker presented a deed from the Trustees of the I. I. Fund to the County for some land in Sec. 24, Twp. 33, Rge. 39, being a part of Oslo Cemetery. Upon Motion made by Commissioner W. C. Graves, Jr., seconded by Commissioner McCullers and unanimously carried, this deed was ordered put on record. - -- - - -- -- There being no further business, upon Motion made, seconded and carried, the Board then adjourned. z�zl!2! M. August 6, 1957. I+ Present were J. J. P. Hamilton, Chairman, W. C. Graves, Jr.; Robert W. Graves and Donald Macdonald. Absent was D. B. McCullers, Jr. Also present were E. S. Schmucker, Jr., Superin- tendent of Roads, Sherman N. Smith, Jr., Attorney; Homer C. Fletcher, Tax Assessor; Douglas Baker, Clerk and Katherine Morrison, Secretary. a The Chairman asked if there were any changes or additions to be made to the minutes 8J of July 2. Robert Graves stated that in the third paragraph the name Ray Hogan was incorrect l� and should be Felder Gunner. Upon Motion of Commissioner Macdonald, seconded by Commissioner', Robert Graves and carried, the amended minutes were approved. Upon Motion made by Comm- issioner Robert Graves, seconded by Commissioner Macdonald and unanimously carried, the amended minutes of July 8th were approved. Upon Motion made by Commissioner Robert Graves, seconded by Commissioner W. C. Graves, Jr., and unanimously carried, minutes of special meeting of July 12th were approved as read. Upon Motion made by Commissioner Robert Graves, seconded by Commissioner Macdonald and carried, minutes of special meeting of July 27th were approved as read. The Board then convened as an Equalization Board, as provided by law. The County Tax Assessor filed with the Clerk to the Board, and there was presented the Board at this meeting, the applications for the tax exemptions set out in the following Resolution, together with original notice of disapproval of said applications with entry of service upon the respective applicants, and same were duly reviewed by the Board together with evidence presented to the Tax Assessor upon which the respective applicants based their claims for exemption, and the Board having heard all applicants appearing in person or by agent. Fletcher stated that prosecution should be followed up on all false statements made for homestead exemption as the number of false statements being made is steadily increasing each year. The Board agreed with Mr. Fletcher. Improvements to Boat Launching Facilities and Parking area. 2. Regular Maintenance of County Road 3. Drilling of Well to provide safe drinking water. 4. Construction of Picnic Area with Picnic tables and open fireplace. 5. Adequate Rest rooms. It was further noted that Don Fisher has offered to donate his labor to build picnic facilities, if materials are forthcoming. After some discussion in the matter and upon Motion made by Commissioner Robert Graves, seconded by W. C. Graves, Jr., and unanimously carried, the Board authorized spending up to $100.00 to buy materials for picnic tables and having a well put down. Goree Blanton appeared before the Board and said that the County had just obtained some land from the Trustees of the Internal Improvement Fund adjoining the Oslo Cemetery and a small portion of this land was across the Old Dixie Highway from the cemetery and therefore would never be used as a cemetery, but he would like to have it because it joined his land., After some discussion in the matter and upon Motion made by Commissioner W. C. Graves, Jr., seconded by Commissioner Robert Graves and carried, the Clerk was directed to offer that part lying East of the 40 foot from centerline of State Road 605 of the following described pro- perty, to -wit: Beginning at a point 210 feet East of the Northwest corner of the Southeast quarter of the NE quarter of Sec. 24, Twp 33 S, Rge 39 E run East 258 feet, South 210 feet, West 258 feet, North 210 feet to the p.o.b. for public sale and to set a base bid of $50.00 on said property. Mr. Nels Larsen appeared before the Board requesting a blinker light be placed at the Railroad crossing on Church Street, also that a stop sign be placed on the West side of the Old Dixie Highway on Church Street. He also stated that this road is known as Church Street, Rosedale and 12th Street and he would like for the road to have only one name as people had a hard time finding anyone living on this road. After discussion in the matter and upon Motion made by Commissioner Macdonald, seconded by Commissioner Robert Graves and unanimously carried, the Board decided that the road known as Church street, 12th Street and known as Rosedale, be officially known and designated through its entire length as 12th Street. The Board also requested the Superintendent of Roads Ed Schmucker to put up the'Stop sign on the West side of the Old Dixie Highway on 12th Street. The Board also advised Mr: Larsen that 9 from the Shoup Voting Machine Company. Their bid was on thirty voting machines, however, their,1 representative was present and he stated the price per machine would be the same for twenty as thirty. Upon Motion made by Commissioner W. C. The indigency or medical indigency of all recipients of hospitalization under this program will be determined through an investigation made by the Indian River Health Department or its duly authorized representative, except that when it is determined a patient is a recipient of benefits under the State Department of Welfare, no further check as to his indigency shall be necessary; 3. A determination that the patient is acutely ill or injured and that hospitali- zation is essential to the patient's treatment will be made for each recipient of hospitalization under this program by a doctor of medicine, duly licensed to practice medicine in this State; 4. Authorizations for hospitalization under this program shall be made by the Indian River County Health Department; 5. Payments for hospitalization from the "Indian River County Indigent Hospitali- zation Fund" will be limited to the non-profit basic cost to the Hospital for providing essential hospital care to the medically indigent patient; 6. Payments for hospitalization from the "Indian River County Indigent Hospitali- zation Fund1t will be made by this Board to the hospital providing essential hospital' care to medically indigent and acutely ill or injured residents of Indian River County whose hospitalization has been authorized under the provisions of this pro- gram by the Indian River County Health Department; 7. A record will be maintained by this Board of all expenditures made from the "Indian River County Indigent Hospitalization Fund' and these records shall include: a. The Patient's full name, age, sex and race; and if married, the full name of the patient's spouse. b. The parents' full names if the patients is a minor. c. Patient's address d. Name of medical doctor who diagnosed patient and certified hospitalization essential to his treatment. e. Physician's diagnosis. f. The calendar days of hospitalization received. g. R E S O L U T I O N -- County Commissioners Tax Levy ---------- - BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that the rate of taxation necessary to meet the expenditures of the Board of County Comm- issioners of Indian River County, Florida, for the fiscal year ending September 30, 1958, pursuant to the budget of said Board as heretofore published and approved, is as hereinafter levied and that the tax rate as hereinafter shown and set forth be and it is hereby levied on all taxable property in Indian River County, Florida, for the year 1957 with the rate hereinafter set out, to -wit: 1. In order to meet the estimated expenses of the General Fund, it is determined and hereby declared that a tax rate of Seven and Seven -tenths (7.7) mills upon the dollar be levied and hereby imposed. 2. In order to meet the estimated expenses of the Road and Bridge Fund, it is determined and hereby declared that a tax rate of Two and Three -tenths (2.3) mills upon the ., r-1-92 �i 9I dollar be levied and is hereby imposed. ) 3. All driveways leading from the travelway portion of any roadway shall be paved or surfaced, conforming to the drainage swale profile or drainage pipe of sufficient size which shall be placed underneath each driveway in the drainage swale to permit proper drainage. The minimum size of drainage pipe in a roadway swale shall be 8 inches. 4. All streets and roadways shall be numbered on the plat in accordance with the County's planned numbering system. At each roadway or street intersection there shall be ,,placed one steel street identification.sign naming and designating both intersecting streets. Each sign shall be 6 inches by 24 inches with 4 inch embossed lettering and border of baked enamel finish mounted on a painted steel channel post with double twisted bar bracket. Said street intersection sign must have a white background and black lettering and border with the 'Ilettering and border reflectorized. 'I 5. All plats shall be first submitted in duplicate for tentative approval and plats submitted for tentative approval shall be drawn on a drawing 24 inches by 30 inches. When itentative approval is given it shall be so endorsed on bothcopies and the County shall retain . one copy and the proposed subdivider shall retain one copy. 6. In every instance in which the property being platter borders on the Indian River or the Sebastian River or upon any finger, bay or channell therefrom, then the elevation of lithe land as it exists or the elevation of the land as it shall exist in its finished condition i'shall be shown on,the tentative plat. All elevations shall be from United States Coast and ;;Geodetic Datum, mean sea level of the waters opposite the lands proposed to be platted. Prior ;'oto final approval of any plat if any part of said lands borders upon the narrows of the Indian is ;River and is below an elevation of 5 feet, then the land shall be filled to an elevation of 5 pIfeet. On such lands other than those bordering upon the narrows of the Indian River, the same shall be filled to a minimum elevation of 4 feet. If a finger type of development is pro- posed, ro posed, then the open river end of each finger shall be bulkheaded to a minimum elevation of 5 feet with a sloping or stepdown if desired of the bulkhead from the open river end inland to a minimum elevation of 3-1-2 feet at the inland end. Where the bulkhead is less than 5 feet 1' in elevation, the ground elevation shall slope upward on a short slope on an even grade to an elevation of 5 feet. In such finger type development, road rights of ways shall be of a minimum width of 60 feet and channels or canals separating each finger shall be of a minimum width of 80 feet. 7. If deep ditches are located in or alongside roadways, they shall be of a suff- icient distance from the travelway portion of the road in order to maintain a natural and gradual side slope and an adequate width for shoulders for the travelway. All culverts placed'' deep under roadways and all swale ditches at the intersection of deeper drainage ditches shall have.a culvert pipe of concrete swale or rip rap or head wall, as the case may be, to prevent washouts and erosion. 8. All plats shall show the finished road elevations at each intersection and at k! :i the middle of the block with ditch arrows to indicate the direction of drainage. All lot elevations shall be shown at the approximate position of the building site on,the lot, such L.... elevations to be shown on at least all of the end lots and on at least 4 lots in between, specifically showing any lot elevations which are substantially lower than the elevations shown according to the above formula. All lots much have sufficient elevation to provide adequate drainage to render the site habitable. The County Engineer may, in his discretion, require a separate Contour Drainage Map. The County Superintendent of Roads stated that the Jaycees had asked if the County would provide the marl for their public beach. He further stated that it would not take much to do the job. Ed Schmucker, County Superintendent of Roads stated that in repairing the Fellsmerel Road, the State Road Department did not repair the portion requested by us which was the re- surfacing of State Road 512 from the East limits of the City of Fellsmere West to Broadway a distance of approximately 2,700,1eet, and that the State Road Department had expended the $5,000.00 set aside for this by repairing the North portion. He further stated that the portion from the East -limits of the City of Fellsmere West to Broadway should be re- surfaced. The Board requested Mr. Schmucker contact Swords Bros. McDougal and see how much it would cost for them to resurface same. The County Attorney stated there should be a member of the Board of County Comm- issioners appointed to the Board of Trustees for the Indian River County Law Library. Upon motion made by Commissioner W-. C. Graves, Jr., seconded by Commissioner Macdonald and carried, Commissioner J. J. P. Hamilton was appointed to the Board of Trustees for the Indian River County Law Library. The County Attorney stated that he had contacted the State Road Department with j regard to making a traffic survey on the Roseland Road and said they were unable to make such survey by reason of this road being a County road and not a State road. AM A final report by the Zoning Commission was read to the Commissioners by the County Attorney setting forth certain changes as follows: "After full and complete consideration thereof, upon motion made by Mr. Reams and seconded by Mr. Holmes and unanimously carried, the Commission makes the final report after such public hearing -lAe to the Board of County Commissioners, which final report is as follows* to -wit: 1. That this Commission approves and recommends each and every change set forth in the testative recommendations and in the Notice of Public Hearing with the following exceptions only: (a) That the item recommending striking sub-paragrpph a of Section 9 entitled "F-1 Agricultural District1° be deferred pending further consideration by this Comm- ission and those interested with the thought to those interested in this sub -paragraph that the only effect of the striking of sub -paragraph a would be to require those in the Agri- cultural District to secure permits and pay the permit fees and that this action did not B mean nor contemplate that any other regulations were contemplated and it would only change the ordinance to permit the County to see that construction complied with the zoning regu- lations before such construct1on was done instead of afterward and that it was this Comm- ission's thought that this change in the Agricultural District much of the lands now in actual use for agricultural purposes and not subdivided and not within 300 feet of the center line of any public road which is now in other zones other than agricultural could be placed in the Agricultural Zone thereby making the entire zoning regulations more realistic and practicable. (b) That the recommendations as set forth in Paragraph 1 of the Public Notice could then be reduced to make these proposed changes apply only to that part of the property within 330 feet of the center line of any public road. Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly sta tement, showing receipts.and disburse- ments of the various funds, which have been audited, were found to be correct.
