CHAIRMAN e®eeeeee888eeeeeeeeeeeeeeeeeeeeeeeeseeeeeeeeee.e TUESDAY, OCTOBER 1, 1957 The Board of County Commissioners of Indian River County, Florida, met at the Courthouse in Vero Beach, Florida in a regular meeting at 9 o'clock A. M., October 1, 1957. All members were present. Also present were Sherman N. Smith, Jr., Attorney; Edwin Schmucker,1! Superintendent of Roads; and Katherine Morrison, Secretary. i Homer C. Fletcher, Tax Assessor appeared before the Board and requested permission to postpose the formal presentation of the 1957 Tax Roll until October 15th, because of a meeting he had to attend. Upon Motion made by Commissioner W. C. Graves, Jr., seconded by Commissioned` Macdonald and unanimously carried, permission was granted Mr. Fletcher to postpone until October 15th, the formal presentation of the 1957 tax roll. f� Homer Fletcher, Tax Assessor and Troy Moody, Tax Collector, requested permission y from the Board to use some of their excess fee money to purchase some much needed equipment for their two offices. One machine being a Feeder attachment for the Addressograph machine, and the other being a Graphitype, the two machines to cost a total of around $2500.00. Upon motion made by Commissioner Macdonald, seconded by Commissioner W. C. Graves, Jr., and un- animously carried, the Board authorized the purchase of thes a two machines. Mr. Schmucker introduced Mr. McAdams who is installing a water system in Unit #4, Whispering Palms Subdivision, Mr. McAdams explained the system they were putting in and then requested that the Plat of Unit #4, Whispering Palms Subdivision be approved upon the posting of A $12,000.00 performance Bond. Upon Motion made by Commissioner W. C. Graves, Jr., se- conded by Commissioner Macdonald and unanimously carried, the approval of this Plat was approved with the posting of the performance bond. Mrs. Peterson, member of the Woman's Club of Sebastian appeared before the Board and requested that the County move their clubhouse building back another 40 feet off the U. S. #1 right of way. After some discussion in the matter and upon Motion made by Comm- ission W. C. Graves, Jr., seconded by Commissioner McCullers and unanimously carried, a committee consisting of Commissioner Macdonald and County Engineer Ed Schmucker was appointed to look over the situation and see what could be done about a parking lot for the Club without having to move the building. is 1 .• 1 0 1 1 0 A delegation from Dixie Gardens Subdivision appeared before the Board with regard a to the flooding conditions. After considerable dis cussion in the matter it was decided to dig a ditch between two of the lots, put the swale ditches back like they were in the first i place and regrade the road. !i Larry Finegan, Commander of the American Legion, Felix Poppell Post #39, appeared 1� before the Board and stated the American Legion was looking for a permanent site for their h' fairs to be held each year and they would like some of the acreage the county owns down by the jail. After considerable discussion in the matter it was decided that each member would !�like to look over the property and would give Mr. Finegan an answer at the special meeting to be held on October 15th. it Attorney Charlie Sullivan appeared before the Board with his client Mr. Fields who a had purchased some property in the Graves Addition to Wabasso back in 1956 for the purpose • of selling beer and wine and had been delayed in starting said business. Mr. Sullivan re- quested that the Resolution passed by the Board of County Commissioners at its meeting of February 5, 1957 prohibiting the sale of alcoholic beverage in all of Graves Addition to Wabasso be repealed or at least amended so that his client Mr. Fields be allowed to operate ,j a bar for the sale of beer and wine. After considerable discussion by the Board it was h decided to let the resolution stand as is. Mr. Schmucker presented to the Board a tentative plat of Hickory Sands Subdivision for tentative approval by the Board. Upon motion made by Commissioner W. C. Graves, Jr., seconded by Commissioner Macdonald and unanimously carried, the Board gave tentative approval to the Plat of Hickory Sands Subdivision. 'i Mr. Redish appeared before the Board and requested that the County obtain the nec- essary rights of way to widen 6th Avenue between 10th and 12th Street. He stated he would give the right of way and thought most of the others would. Upon Motion made by Commissioner McCullers, seconded by Commissioner Macdonald and carried, the Board authorized the Attorney to obtain the deeds and the Engineer to then widen the road. • ° Mr. Levine presented the yearly report of the Florida Forest Service for Indian i River County, said report was ordered filed by the Clerk. A Mr. Heasley of the Lincoln National Life Insurance Company appeared before the u, Board and presented a plan for Hospitalization insurance. Two representatives of the Blue Cm Blue Shield Hospitalization Plan were also present and explained their plan. After some h discussion in the matter, a committee consisting of Commissioner W. C. Graves, Jr. and Robert Graves was appointed to look into the two plans and report back to the Board. I Mrs. Anne Christensen, County Welfare Case Worker appeared before the Board and gave a report of her activities for the Month of September, said report was ordered filed by the Clerk. Mrs. Christensen stated they were having a meeting of County Welfare Workers in Fort Lauderdale on October 8th and requested permission to attend. Upon Motion made by Commissioner W: C. Graves, Jr., seconded by Commissioner Macdonald and unanimously carried, permission was granted Mrs. Christensen to attend this meeting. Is, The County Attorney read a letter from the Indian River Farms Drainage District. Upon Motion made by Commissioner W. C. Graves, Jr., seconded by Commissioner Robert Graves y and unanimously carried, the County accepts the offer made by the Indian River Farms Drainage District as set forth in its letter of September 17th and directs that the property owned w by the County situated in Indian River County, to -wit: The West half of the Southeast quarter of the Northeast quarter, Section 25, Twp. 33 S, Range 39 East, be advertised for public sale and that the minimum price be established at $200.00 per acre. R E S O L U T I O N --- School Trustees Election ---------- WHEREAS, pursuant to law, an election is to be held in Special Tax School District f d No. 1, of Indian River County, Florida, on November 5, 1957; and, WHEREAS, the Board of Public Instruction of Indian River County, Florida, has here- tofore adopted a Resolution calling said election; and, WHEREAS, the School Code of the State of Florida provides that the Board of Public Instruction shall designate the number of inspection boards for each precinct and appoint the inspection boards, and the General Election Laws of the State of Florida provide that the number of inspection boards for each precinct and the inspection boards shall be determined by the Board of County Commissioners; and, cared to the public and to renounce and disclaim any right of the County and the public in and to any lands shown on said plat. 2. Graves, seconded by Commissioner Mac - 4 d donald and unanimously carried, the following Resolution was adopted: n RESOLUTION7 -- Blue Cypress Lake WHEREAS, it has recently come to the attention of the Board of County Commissioners of Indian River County, Florida, that Central and Southern Florida Flood Control District has purchased and is now the owner of property in Indian River County, Florida, described as follows, to -wit: Lot H, Township 31, and Lot K, Township 32, all in a Range 36, according to the Plat of lands of the Fellsmere Farms Company; which said lands in fact constitute Blue Cypress Lake, sometimes called Lake Wilmington; and, WHEREAS, Indian River County owns a park site for the benefit of the general public . bordering upon said lake; Now, therefore, 'i BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, s that this County does herewith respectfully petition and request Central and Southern Florida n Flood Control District to declare said property and said lake as a public body of water to be regulated and controlled by Central and Southern Florida Flood Control District; and, BE IT :FURTHER RESOLVED that this Board recommends to said Central and Southern d Florida Flood Control District that among its regulations there be included prohibiting the 0 1 40 construction of houses, camps or other similar structures in said waters and that no person be permitted to make any exclusive use of the said lands or said lake to the exclusion of the general public. After some discussion in the matter the (Board agreed to move the palm trees, the lemon tree, fix the well and offer him $200.00 for j the right of way. r g3 C3 9 The several bills and accounts against the County, having been audited, were examine and found correct, were approved and warrants issued in settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book as provided by the rules of the Sta to Auditor, reference to such record and the list so recorded being made apart of these minutes. The County Depository filed its monthly statement, showing receipts and disburse- ments of the various funds, which have been audited, were found to be correct. e There being no further business, on motion, made, seconded and carried, the Board y then adjourned. Holland, United States Senator's from Florida, for his active efforts to date in securing aerial photographs for this section of Florida and this Board does herewith respectfully request the United States Department of Agriculture to immediately have such aerial photographs made; • and
