BRIDGE REPLACEMENTS AND WIDENING OF 66TH AVENUE
FROM SOUTH OF SR 60 TO 59TH STREET
PROFESSIONAL CIVIL ENGINEERING, GEOTECHNICAL ENGINEERING
AND LAND SURVEYING SERVICES
AMENDMENT NO. 3 TO THE PROFESSIONAL ENGINEERINGILAND SURVEYING
SERVICES AGREEMENT BETWEEN ARCADIS AND INDIAN RIVER COUNTY,
FLORIDA.
This is an amendment to the existing Engineering/Land Surveying Services Agreement
(AGREEMENT) dated September 6, 2005 between ARCADIS (ENGINEER) and Indian River
County (COUNTY). This amendment addresses changes in "Section I — Project Limits and
Description", "Section III - Scope of Services", and "Section V - Compensation".
Amendment Description
This Amendment includes the following:
"SECTION I - PROJECT LIMITS AND DESCRIPTION" is being modified to incorporate
the following:
Consultant services are required for the preparation of construction plans and permit
applications for design of improvements to 66th Avenue from South of SR 60 to north of 57th
Street. The scope of services included in this amendment consist of:
Water Main Plans
Water main improvements will be incorporated into the design plans for the construction
of a 20 -inch diameter potable water main on 66th Avenue from 26`11 Street to north of 57°i Street
for a total distance of approximately 19,000 feet or 3.59 miles. In addition, plans will be prepared
for the construction of new water mains on the following intersecting streets:
• 33`d Street — extend proposed 8 -inch diameter water main from existing 6 -inch
main at Trillium to the existing 8 -inch main at Cherry Lane Manor for a total
distance of approximately 2040 feet.
• 3711 Street — extend proposed diameter 8 -inch water main from 100 -Feet west
of 6611 Avenue to the existing 6 -inch main in Cherry Lane Manor for a total
distance of approximately 1000 feet.
• 4151 Street - extend proposed 12 -inch diameter water main from 100 -feet west
of 66th Street to the existing 12 -inch water main on the east side of 66th Street
for a total distance of approximately 400 feet.
• 45th Street — extend proposed 8 -inch diameter water main from 100 -feet west
of 66th Avenue to the existing 8 -inch main located approximately 300 feet east
of 66th Street for a total distance of approximately 500 feet.

• 49 h Street — extend proposed 16 -inch diameter water main from
approximately 100 feet west of 66`h Street to 200 feet east of 66`h Street for a
total distance of approximately 400 feet.
• 53" Street — extend proposed 12 -inch diameter water main from 100 -feet west
of 66`h Avenue to 200 feet east of 66 h Avenue for a total distance of
approximately 400 feet.
• 57`h Street —extend proposed 8 -inch diameter water main from 100 feet west
of 66h Avenue to 200 feet east of 66`h Avenue for a total distance of
approximately 400 feet.
The total length of the water main improvements will be distance of approximately
19,000 linear feet on 66`h Avenue and 5,140 linear feet on the various side streets for a total
distance of 24,140 linear feet or 4.57 miles.
Right of Way Maps and Sketch and Legal Descriptions
The right of way maps and sketch and legal descriptions for the project will be modified
to include existing topographic physical features. Existing physical features including structures,
pavements, driveways, mailboxes, fences, and other existing improvements will be added to the
right of way maps and sketch and legal descriptions.
Corridor Study
A corridor study will be prepared for 66`h Avenue from south of 26b Street to north of
57`h Street. The corridor study will consist of a brief report describing the existing conditions and
the proposed improvements. The corridor study will include discussions of the following items:
• Project location
• Existing conditions
• Typical Section alternatives
• Alternative Alignments
• Preferred alignment
• Safety Considerations
• Costs
• Long Range Planning
• Environmental Impacts
Traffic Signals
A traffic signal system will be designed for the intersection of 66`h Avenue and 57`h
Street. The Traffic signal will be designed in accordance with Indian River County standards.
57`h Street Intersection
Indian River County desires to expedite the construction of the section of 66`h Avenue
from the North Relief Canal to north of 57`h Street. In addition, modifications to the typical
section and alignment of 57`h Street west of 66`h Avenue are required due to right of way
considerations. ARCADIS will revise the plans for 57th Street west of 66`h Avenue, and will
prepare a separate set of stand alone plans for construction of the section of 66`h Avenue from

north of the North Relief Canal to north of 57`h Street. Included in these plans will be a phasing
plan and a temporary detour plan.
"SECTION III — SCOPE OF SERVICES" is being modified to incorporate the following:

"SECTION IV - TIME FOR COMPLETION" is being modified to incorporate the following:
The time for completion of the 90% design drawings, permit applications, and Engineer's
Opinion of Probable Construction Cost for the project shall be six (6) months from the date of
execution of ADDENDUM No. 3. Once permits are received, 100% design drawings shall be
completed 90 days thereafter. Also, the first draft of the Corridor Study will be completed three
(3) weeks from the date of execution of ADDENDUM No. 3. Once IRC comments are received,
final report shall be completed one (1) week thereafter.
"SECTION V — COMPENSATION" is being modified to incorporate the following:
The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered
pursuant to this Agreement fees in accordance with the following:

The AGREEMENT is hereby amended as specifically set forth here in. All other sections of the
AGREEMENT shall remain in full force and effect and are incorporated herein.
This Amendment No. 3 to the AGREEMENT regardless of where executed, shall be governed by
and constructed by the laws of the State of Florida.
In witness whereof the parties have executed this Amendment this 12th day of
