SOUTH RO PLANT CAPACITY EVALUATION
REVIEW OF MAJOR SYSTEM COMPONENTS
Work Order #5
Proiect Description and Understanding
The purpose of this project is to review the major treatment plant components which may
not be maximized to their full useful capacity or may be limited in capacity, which limits
the overall treatment plant capacity of the South RO water treatment plant . There are
several components , such as membrane treatment operating capacity and high service
pump capacities , which have been identified through work on the PLC/HMI upgrades
scope of work (work order #3 ) for the South RO plant which are limiting the overall
treatment plant capacity . A letter report will be prepared identifying major components
of the treatment plant which may require immediate rehabilitation and/or operational
changes , which can achieve the current plant rated capacity of 8 . 57 mgd .
SCOPE OF SERVICES
Consultant will review the major existing plant component capacities , identify
operational changes and/or rehabilitation of certain plant components to achieve 8 . 57
mgd overall treatment plant capacity, and prepare a letter report for major equipment
upgrades . The scope includes the following :
Task 1 — Review Plant Component Capacities
Consultant will review major treatment plant components and their capacities
concurrently with staff to determine areas for upgrades or rehabilitation and /or repair.
Review of major treatment components will identify their current capacity and the
maximum "comfortable" capacity, which can be achieved on a long-term basis without
significant effect on maintenance of this equipment . Review will include actual installed
capacities and will be determined from equipment serial numbers and operational and
maintenance manuals .
Task 2 — Prepare Summary of Recommendations
Consultant will identify immediate rehabilitation and/or operational changes to major
treatment processes in order to achieve and maintain a plant rating of 8 . 57 mgd maximum
daily flow (MDF) .
Consultant will prepare a summary of our findings and will attend a review meeting with
Owner to discuss these findings .

SCHEDULE
We anticipate to be completed within six to eight weeks from notice to proceed .
FEES
Consultant will provide these Services as described herein on an hourly not to exceed
basis in accordance with our labor rate schedule , not to exceed $ 7 , 500 .
Task Fee Estimate
1 . Review Plant Components $ 6 , 500
2 . Prepare Letter Report $ 11000
Total $ 7,500
Additional Services and Owner Provided Information
• Preparation of drawings and specifications is not included .
• Owner to provide current copies of all permits and access to all operation and
maintenance manuals .
• Construction phase services for plant upgrades is not included .
We will provide these services in accordance with our Continuing Services Contract with
Indian River County date April 6th , 2004 and Kimley-Horn and Associates , Inc .

WORK ORDER NUMBER 5
This Work Order Number 5 is entered into as of this 21 st day of June 2005
pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of
April 69 2004 ("Agreement"), by and between Indian River County, a political subdivision of the
State of Florida ("COUNTY") and Kimley-Horn and Associates Inc. ("CONSULTANT").
The COUNTY has selected the Consultant to perform the professional services set forth on
Attachment 1 , attached to this Work Order and made part hereof by this reference . The professional
services will be performed by the Consultant for the fee schedule set forth in Attachment 1 , attached
to this Work Order and made a part hereof by this reference. The Consultant will perform the
professional services within the timeframe more particularly set forth in Attachment 1 , attached to
this Work Order and made a part hereof by this reference all in accordance with the terms and
provisions set forth in the Agreement. Pursuant to paragraph 1 .4 of the Agreement, nothing
contained in any Work Order shall conflict with the terms of the Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth
herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the date
first written above.
