ENGINEERING DESIGN & PERMITTING
AMENDMENT N0. 13 TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN
APPLIED TECHNOLOGY AND MANAGEMENT, INC . , AND INDIAN RIVER COUNTY,
FLORIDA.
This is an amendment to the existing Professional Services Agreement (AGREEMENT) dated
April 27 , 1999, between Applied Technology and Management, Inc . (CONSULTANT) and Indian
River County (COUNTY) . This Amendment addresses changes in "Section XVI — Duration of
Agreement" "Section III — Scope of Services" and "Section V — Compensation".
Amendment Description
This Amendment Includes the following changes to "Section XVI — Duration ofAgreement" :
Section XVI of the Agreement is herein modified to stipulate that the Agreement shall remain in full
force for a period of one year after the date of execution of this Amendment or until completion of all
project phases as specified by the County Coastal Resource Manager, whichever occurs first, or
unless otherwise terminated by mutual consent ofthe parties hereto or pursuant to Section Xii ofthis
contract
This Amendment includes the following changes to "Section III — Scope of Services" :
The CONSULTANT shall complete the modified scope of services items in accordance with
tasks described in Exhibit "A"
This Amendment includes the following changes to "Section V — Compensation" :
Section V is being revised in response to Section III changes. The charges associated with the change
in project scope are in accordance with Exhibit "A". The Section of the original AGREEMENT
entitled "Section V- Compensation" shall be revised to include compensation due to CONSULTANT
as outlined in Exhibit "A" .

This AGREEMENT is hereby amended as specifically set forth herein. All other sections of
the AGREEMENT shall remain in full force and effect, and are incorporated herein.
This Amendment No . 13 to the AGREEMENT regardless of where executed, shall be
governed by and construed by the laws of the State of Florida.

Introduction
Sectors 1 &2
The Indian River County Sectors 1 & 2 Beach Renourishment project is located along
the shoreline south of Sebastian Inlet , at Sebastian Inlet State Park and unincorporated
Ambersand Beach and extends between FDEP reference monuments R-3 . 5 and R- 17 .
The beach was initially nourished in the winter of 2002/2003 . Hurricanes Frances and
Jeanne in the summer of 2004 caused severe erosion of the beach and replacement of
material lost due to the storms is planned for the winter of 2005/2006 to ensure
continued protection of the beach/dune habitat and upland infrastructure .
The proposed project involves replacing the sediment lost during the hurricanes along
the 2 . 5 mile shoreline. The project would use sand dredged from the sand trap within
Sebastian Inlet and an offshore borrow site . The total construction volume is
approximately 290 , 000 cubic yards over the 13 , 300 feet of beach . This project will not
impact the nearshore hard bottom and thus , no mitigation is proposed .
In addition , this scope of work details the development of the Sectors 1 &2 2"d Year Post-
Construction Physical Monitoring Report as required by FDEP Permit No . 0166929-001 -
JC . Data collection for this report was authorized by the County under Contract
Amendment No . 6 . This data will be collected in June 2005 .
Sector 7
The Indian River County Sector 7 Beach Renourishment project is located along the
South County shoreline and extends between FDEP reference monuments R-97 and R-
108 . The proposed beach nourishment design includes the placement of a total beachfill
volume of approximately 363, 600 cy , which includes the placement of 36 ,400 cy of sand
for the dune enhancement feature . Construction of this project is anticipated in the
winter of 2005/2006 (concurrent with the Sectors 1 & 2 project) .
Task 1 = Sectors 1 &2 Permit Modification Response to FDEP
Request for Additional Information
Based on the requested permit modification for Sectors 1 &2 , the FDEP staff has raised a
number of questions and issues regarding the project. These were provided to the
County in terms of a 2nd Request for Additional Information (RAI) on June 10 , 2005 .
ATM will review the RAI comments with County staff and prepare a response . The RAI
specifically required the development of construction plans , analysis of the sediment in

the sand trap and a compatibility analysis of this material with the existing beach , and
additional classification of the nearshore hardbottom .
TASK 1 . 1 : PROJECT DESIGN AND ANALYSIS
Design cross-sections will be developed based on the final project volume approved by
FDEP using the most recent profile survey available . Design profiles will be developed
to restore the beach to the 2004 pre-hurricane condition and will avoid direct and
secondary coverage of nearshore hardbottom resources.
Post-hurricane survey data were collected in October 2004 to wading depths and full
profile survey data will be collected in June 2005 as part of the Sectors 1 &2 2"d year
post-construction physical monitoring . All profile data are only collected at DEP
reference monuments.
Upon finalization of the design , permit sketches will be developed and the design will be
overlaid on the most recent aerial images for submittal to FDEP .
TASK 1 . 2 : BORROW AREA DESIGN
ATM will develop a dredge cut plan for the Sebastian Inlet sand trap that addresses the
need for beach compatible sand while limiting the potential for rock within the dredged
material . This analysis will be based on existing geotechnical data for the sand trap
including recent bathymetry, seismic data and core borings. The task will result in a
dredge cut plan with specific horizontal and depth boundaries and rock buffer areas
where appropriate . The volume of recoverable sand within these cuts will be calculated .
Drawings of the borrow cut plan will be developed with sufficient detail for project
permitting and bidding .
TASK 1 . 3: CONTRACT DOCUMENT PREPARATION
Task 1 . 3.1 Contract Drawings
Planform drawings will be prepared at 1 " 200' and will serve as the basis for the
contract drawings in the final package sent to prospective bidders. Construction
drawings shall include the following features overlaid on the aerial photography images:
• The design of the beach project including construction berms and toe of fill
locations , and the location of the dune to be constructed ;
• Construction access and equipment/materials staging ;
• Existing FDEP survey reference monument locations and state plane coordinate
values; and ,
• Roads and other identifiable upland features as deemed appropriate.
• Borrow Area location and dredge depths .
Additional sheets will include the Project Title Sheet and location bathymetry . A draft
submittal will be provided to the County for review and comment. ATM shall revise
submittals promptly and shall fumish a master set of 100% drawings for County approval
prior to reproduction of copies suitable for distribution to prospective bidders .

Task 1 . 3 .2 Construction Contract Documents
ATM shall prepare and transmit to the County for review and comment a draft set of
Contract Documents. Components of the Contract Documents that are the responsibility
of ATM include : Supplemental General Specifications, Technical Specifications , and
Appendix Information (permits , and sand data as appropriate) .
ATM assumes that preparation of all remaining sections of the Contract Documents are
the responsibility of the County and will be furnished to ATM by the County for ATM
assembly into a comprehensive Contract Document package .
ATM shall provide a sufficient number of final contract documents in paper and
electronic form for bidding of the project.
Task 1 . 3 .3 Pre-Bid Conference
ATM shall coordinate the bid advertisement with County to determine an appropriate
date for a mandatory Pre-Bid Conference. ATM shall prepare for and attend the
Conference , and shall answer prospective Contractor inquiries at the Conference , or
transcribe Contractor inquiries for subsequent research and response to all Conference
attendees as appropriate .
Task 1 . 3 .4 Bid Addenda
During the bidding period , ATM shall communicate frequently with County staff regarding
receipt of prospective Contractor written inquiries seeking interpretation of the Contract
Documents . Should ATM and County receive such information within the stipulated time
in advance of the advertised bid opening date , ATM shall assist County with preparation
of bid addenda as appropriate by providing technical response to items under the ATM's
responsible charge . Such items include changes that may be warranted to the contract
drawings , technical and supplemental general conditions , or other construction -related
issues as appropriate. It is assumed for contract and budgeting purposes that no more
than two (2) such addenda will be required .
Task 1 .3.5 Review of Submitted Bids
ATM shall obtain copies of sealed bids from County and shall review them for accuracy ,
completeness and Contractor qualifications . ATM shall evaluate and provide a written
recommendation for award to County based on ATM review of the submitted bids .
TASK 1 .4: PREPARATION OF REPONSE TO FDEP REQUESTS FOR INFORMATION
ATM shall review the FDEP's RAI dated June 10 , 2005 with the County staff and
prepare a response to the RAI to include the information and data acquired in Tasks 1 . 1 ,
1 . 2 , and 1 . 3 of this scope of work.
ATM shall expeditiously review and respond to the second RAI by first reviewing the RAI
items with County staff. Thereafter, the items will be discussed with DEP technical staff
as necessary , item priority will be established , and the necessary written and/or
graphical information to adequately respond to the RAI will be prepared .

Task 2 = Sectors 1 & 2 2nd Year Post-Construction Physical
Monitoring Report
Beach and Offshore Profiles : The beach and offshore profile surveys acquired in June
2005 under authorization of Contract Amendment No . 6 are intended to serve as the
basis of documenting volumetric and shoreline position change . The 2nd Year post-
construction physical monitoring report shall include an analysis of this nature that will be
utilized for the study of the long-term project response , and to document the toe of fill
position relative to the nearshore hardbottom . Survey data will be analyzed for patterns,
trends , or changes between annual surveys and for cumulative changes throughout the
project construction . Specifically, the report shall include an evaluation of the erosion
and accretion rates , shoreline change rates from the pre-construction survey to the
monitoring surveys, and an assessment of the volume of fill remaining within the project
area . Additionally , the report shall include an evaluation of the adjustment of the beach
fill and volume accumulations outside of the project area and an assessment of
alongshore and cross-shore fill movement.
Sedimentation Monitoring : In addition , the results of the sedimentation monitoring
performed within the nearshore region of the project area and at the control sites in July
2005 shall be included within the monitoring report.
Aerial Photographs : Aerial photographs taken in June 2005 are to be submitted as
part of the annual monitoring report with the purpose of providing the results of in-situ
ground truthing surveys , summarizing the performance of the beach fill project ,
identifying the extent of hardbottom exposure within the project limits and along the
adjacent shorelines, and identifying any adverse impacts attributable to the project. The
aerial photographs will be included in the monitoring report appendices along with a
comparison to historical aerials and graphical presentations of exposed hardbottom
acreages. Results will be analyzed for changes from post-construction conditions and
changes that have occurred between the annual surveys .
Sand Samples : As a component of the sand sample analysis, the pre- and post•
construction sediment properties will be analyzed for: compatibility with the native
material , percent carbonate portion , and conformance to the standards set forth by Rule
62B41 . 007 (2) 0) F .A. C .
Appendices : The report appendices shall include plots of the beach and offshore
profiles and a graphical representation of volumetric and shoreline position changes
throughout the monitoring area .
The report will summarize and discuss the data obtained , the performance of the beach
fill project , and shall include a comparative review of the project performance to
performance expectations and identification of adverse impacts attributable to the
project.
Digital survey data and control information will be submitted on compact disk in ASCII
format labeled with the date , time , and location of the survey and as specified in the
FDEP Statewide Coastal Monitoring Program, Regional Data Collection and Processing
Plan, Monitoring Plan Technical Specifications.

A total of five (5) hard bound copies of the monitoring report, two (2) electronic copies of
the monitoring report, two (2) hard copy sets of the 9" x 9" color contact prints, and two (2)
digital copies of the scanned Tagged Image Format (TIF) aerial photograph images, shall
be produced . Of these, three (3) hard copies of the monitoring report, one ( 1 ) electronic
copy of the monitoring report, one ( 1 ) set of the hard copy sets of the 9" x 9" color contact
prints, and one (1 ) digital copy of the TIF aerial photograph images shall be provided to
Indian River County . Two (2) hard bound copies of the monitoring report, one ( 1 ) copy of
the electronic version of the monitoring report, one ( 1 ) hard copy set of the 9° x 9" color
contact prints and one (1 ) digital copy of the TIF aerial photograph images shall be
provided to DEP along with two (2) bound sets of the beach profile surveys stamped by
the surveyor, and one ( 1 ) electronic copy of the beach profile and borrow site survey data
in the correct format.
Task 3 — Sector 7 Pre-Construction Data Collection
Task 3. 1 . 1 : Aerial Photography
Aerial photography of Sector 7 will also be acquired as part of this task. Controlled , flight-
dated , color vertical aerial photographs of the study area will be taken with the purpose of
documenting consistency between surveyed profile lines and the delineation of the
exposed nearshore hardbottom .
Aerial photography shall include the region of beach from Monuments R-97 through R-
108 . The photography shall be acquired with a 60 percent forward overlap, from an
elevation of 3 , 000 feet ( 1 :6 ,000 negative scale) centered on the local shoreline , and at a
time of MLW as close to the date of the beach profile surveys as possible .
The imagery of the photos will be clear and sharp in detail , of uniform density , average
contrast, and free of clouds and cloud shadows, free of light streaks , smoke , static
marks , fog , or other blemishes which would render the aerial photographic images
unsuitable for their intended purpose . Light reflections from water areas will be kept to
the minimum possible , by means of timing and the use of filters (photographs shall be
taken before 2 : 00 p . m . to avoid shadows; shall not be taken at noon to avoid glare
caused by the sun ; and shall be taken as close to 10 : 00 a . m . as possible) . The photo
flight will be made at low tide (MLW) and when wave heights in the mapping area are
less than one foot. The color aerial photographs of the shoreline (including Sebastian
Inlet) will be presented in Tagged Image Format (TIF) (uncompressed) on compact discs
(CD's) labeled with flight date , time, location , and scale .
All work performed shall be consistent with the FDEP Statewide Coastal Monitoring
Program, Regional Data Collection and Processing Plan, Monitoring Plan Technical
Specifications.
Task 3. 1 .2 : Additional Scope for ECL
The establishment of the Erosion Control Line (ECL) was scoped for Sector 7 under
Contract Amendment No . 4 in 2002 , however, timing of the survey is extremely
important, as statutory limitations with respect to the elapsed time between field
determination of the ECL and project construction are typically enforced by the state of
Florida . Thus, the survey was not conducted . Due to the lapse in time from the

originally anticipated construction date, the cost for the establishment of the ECL has
increased .
TASK 3 .2 : CONTRACT DOCUMENT PREPARATION

Task 4 - Sector 7 Pre -Construction Sessile Reef Biota Monitoring
Pre-construction monitoring of the reef adjacent to -the project will be required by special
condition of the FDEP permit for the project. Items required for this pre-construction
monitoring are included within this task .
Sessile reef biota will be surveyed along ten permanent transects established within the
project area and along two reference/control transects . The transects will be 180 m in
length and will extend seaward from the existing pre-construction nearshore rock/sand
interface along the established profile azimuths. The project area transects will be
positioned in the vicinity of FDEP beach monuments R-99 , R99 . 61 R- 100 .4 , R- 101 . 7 , R-
102 . 97 RA 03 . 5 , RA 04 . 11 R- 105 . 8 , RA 07 . 3, and RA 09. 2 , and the reference transects

will be located at monuments R- 113 and R- 115 . Final transect positions will be adjusted
to maximize the amount of hard bottom habitat along each transect .
A total of 17 photoquadrat [0 . 5 m square (0 .25m2)] stations will be positioned along each
transect. Photoquadrat stations will be positioned at 5 m intervals from the western end
of the transect to the 50-m mark ( 11 quadrats) and at 60 , 70, 80 , 90 , 140 , and 180 m
marks . Stainless steel pins with an attached numbered tag shall be installed at the
above-described intervals and used for placement of the lower left comer of the quadrat,
with all quadrats placed alongside and to the south of the transect. Stainless steel rods
( 1 . 25 cm diameter by 75 cm length) will be installed with at least 50 cm visible above
the seafloor at the nearshore and offshore end of each transect and in areas of low-relief
hard bottom at approximately 20 m and 50 m along the transect. These rods will not be
placed in areas of high vertical relief (ledges) . They will be used to measure sediment
accumulation along the transects.
Within the quadrats the following parameters will be measured and estimated in situ:
1 . Percent sediment cover within the quadrat;
2 . Sediment thickness (maximum thickness - will be measured up to 30 cm ;
average sediment thickness - will be measured at 10 intersections on the 10-cm
quadrat grid ; a continuous layer of sediments of < 1 cm in the matrix of micro- or
macroalgae will be recorded as < 1 cm) ;
3 . Maximum relief of hard bottom (recorded as difference in height from the lowest
point of hard bottom to the highest point of hard bottom within the quadrat) ;
4 . Percent cover by dominant groups of benthic organisms (leafy algae , encrusting
algae , sponges , hydroids, Phragmatopoma , stony corals, bryozoans, tunicates)
using the 10-cm grids within the quadrat frame ;
5 . Individual counts and taxonomic identification for stony corals , octocorals,
sponges , tunicates, and urchins. Maximum dimensions will be recorded for all
stony corals , octocorals, and sponges;
6 . Maximum and average (by five haphazard measurements) algal thallium (algal
height) ;
7 . Percent cover of algae, broken down into dominant species (or at least to genus-
level) ; and
8. Digital photograph of the entire quadrat.
Up to 12 additional quadrats will be established along the 12 transects for the monitoring
of individual large colonies of stony corals ( Oculina varicosa , O. robusta , Siderastrea
siderea , etc. ) which are visible from the transect during station installation . These
colonies will be marked with a numbered tag attached to a stainless steel pin epoxied
into the bottom adjacent to each colony . The health status of each colony along with
size, possible sand burial , and/or presence of sand around each colony within the
quadrat frame will be recorded , and a photograph will be taken during each survey .
Quadrat photographs will be analyzed to calculate percent cover of algae and attached
biota using Point Count software, a random point percent cover analysis program .
Species richness , total percent cover, and community structure (rank orders of species
abundance) will be compared between transects (and between surveys following
subsequent sampling efforts) . The percent cover results from the post-survey random
point analysis will be compared to the in situ diver estimates of percent cover. If results

seem comparable , the percent cover analyses during subsequent surveys may be
restricted to photographic data only , decreasing required in-field time and costs .
Video survey data will be collected in digital format (progressive scan mode) along the
westem-most 50 m of each transect. If the transect crosses a sandy area (sand-filled
depression or trough) before the end of the transect , the transect will be interrupted and
continued at the beginning of hard bottom further to the east. This will allow the
collection of video data along a total of 50 m of hard bottom . The points along the
transect where these sand/hard bottom interfaces occur will be marked by stainless steel
pins . During the video survey the camera will be positioned perpendicular to the bottom
at a distance of 40 cm . This distance will be maintained through the use of a pair of
lasers set to converge at this 40-cm distance . The speed of the diver will not exceed 4
to 5 m per minute ( 10 minutes per transect) to allow maximum resolution of the data .
Video lights and filters will be used as needed . Landscape panoramic views of the
bottom will be taken at the beginning and end of each 50-m transect. A data slate
showing the transect number and survey date will be videotaped at the beginning of
each transect survey . The video display will show and record the date and time of data
collection . The diver swimming the survey transect will also tow a taut-line buoy with an
attached DGPS receiver which will telemeter continuous diver position data to the
support vessel for recording into the navigation database.
In addition to the quantitative format video taken along the inner 50 m segment of each
transect, oblique video will be taken along the entire length of each transect. The
videocamera will be positioned at approximately 450 to the seafloor while the diver
swims along the transect at a speed of approximately 10 m per minute. These data will
provide a qualitative overview of conditions along the entire length of each transect.
The quantitative format video data from the 50-m segment will be analyzed for percent
cover of algae , attached biota , and substrate. Each 50-m video segment will be divided
into approximately 150 contiguous video frames which will be saved to a CD and
analyzed using Point Count software . Biota will be identified to the lowest practical level .
The pre-construction installation survey will be conducted in August-September 2005,
prior to the initiation of dredging and sand placement activities . A survey report will be
provided within 60 days of survey completion .
