AMENDMENT NUMBER 1 TO WORK ORDER NUMBER 1
This Amendment Number 1 to Work Order Number 1 ( "Amendment" ) is entered into
as of this 4th day of May 2004 ( " Effective Date " ) pursuant to that certain
C ntinuin Contract Agreement for Professional Services dated entered into as of
6 ( "Agreement" ) , by and between Indian River County , a political
su ' ivision of the State of Florida ( " COUNTY" ) and Brown and Caldwell
( " CONSULTANT" ) .
1 . The COUNTY has selected the Consultanj to perform the professional services
set forth in Work Order Number 1 dated ( )o
2 . The COUNTY and the Consultant desire to amend Work Order Number 1 as set
forth in Exhibit 1 attached to this Amendment and made a part hereof by this reference ,
all in accordance with the terms and provisions set forth in the Agreement .
3 . From and after the Effective Date of this Amendment , Work Order Number 1 is
amended as set forth in this Amendment . Pursuant to paragraph 1 . 4 of the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
terms of the Agreement shall be deemed to be incorporated in each individual Work Order
as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Amendment as of
the Effective Date first written above .

OPERATIONS CENTER COMPLEX
SCOPE OF SERVICES
Change Order No. 1 modifies the scope of work in Brown and Caldweli ' s Work Order No . 1 for
permitting and design of the Utilities Department' s Operations Center Complex to include certain
additional work activities associated with the development of approximately 4 .4 acres of additional
land on the Utilities Department' s property at the intersection of 41s' Street NW and 43 ' d Avenue
NW. The 4.4-acre site will be used for the construction of new facilities that will house the Indian
River County Elections Office and Animal Control Department.
Change Order No . 1 is being implemented at this time so that preliminary site work associated with
the 4 .4-acre site can be integrated with similar work for the Operations Center Complex site to
achieve an overall cost savings to Indian River County on both projects. The additional work to be
performed on the 4 .4-acre site is generally related to site characterization, stormwater design and
permitting, and preliminary site planning. These activities will be performed concurrently with
similar work being performed for the Operations Center complex .
A brief description of the Scope of Services for Change Order No . 1 , broken down into the eight
tasks previously identified in the original Work Order No . 1 , is provided below.
TASK 1 — PROJECT MANAGEMENT
Change Order No. 1 does not require any additional work under Task 1 .
TASK 2 — SITE INVESTIGATIONS
Additional work activities to be completed under Task 2 include the following:
1 . Wetland Delineation/T&E Species Survey — Include the 4 . 4-acre site in this work activity.
Locate and flag regulatory wetlands, inspect for and address any threatened and/or
endangered species issues/habitat. Delineate wetlands on a county aerial and include in
environmental report.
2 . Geotechnical Exploration — Perform geotechnical explorations on the 4 . 4-acre site based
upon the footprint provided by Indian River County. Provide stake out of proposed boring
locations. Perform six 20400t SPT borings under the conceptual building area, six 6400t
auger borings under proposed pavements, and two 10400t auger borings and associated
sieve analyses in the stormwater management areas . Provide the field data and a technical

evaluation of the anticipated groundwater table, soil characteristics and reuse suitability, and
bearing pressures for building footers.
3 . Topographic and Tree Survey — Include the 4 .4-acre site in this work activity. Using the
boundary survey provided, survey the south 700 feet of the north 1303 feet of the project
parcel, including the rights-of--way and intersections adjacent to and 300 feet beyond the
project site. Provide a 10040ot grid for site elevations in the undeveloped area along with
any significant breaks in grade or topography between the grids . Provide four (4) typical
cross sections within the grove to establish the ridge and furrow configuration. Locate
existing site improvements and natural features of a dissimilar nature from the surrounding
features. Locate and identify any on-site "protected" trees in the undeveloped area with a
diameter at breast height (dbh) of 4 inches or greater.
4 . Topographic Survey Drawing — Include the 4 .4-acre site in this work activity. Prepare a
certified survey of the site, meeting Florida Minimum Technical Standards and as required
to meet Chapter 914 of the Indian River County Land Development Code .
TASK 3 — PRELIMINARY DESIGN PHASE
Additional work activities to be completed under Task 3 include the following :
1 . Preliminary Meetings — include the 4 .4-acre site in this work activity. Prepare for and attend
up to four meetings with Utilities Department staff to identify site requirements.
2 . Conceptual Site Plan and Calculations — Develop conceptual site plan for the 4. 4-acre site to
determine appropriate area of impervious area to include with preliminary site plan
submittal of Operations Center Complex.
3 . Preliminary Stormwater Management Plan - Develop a master stormwater plan for the 4 . 4-
acre site showing preliminary location of conveyance system, stormwater treatment and
outfall structures .
4 . Technical Review Committee Meeting — Include the 4.4-acre site in this work activity.
Attend Technical Review Committee (TRC) meeting of the preliminary site plan. Meet with
Utilities Department staff to review, discuss and determine appropriate response to TRC
comments .
TASK 4 — SITE PLAN APPROVAL
Additional work activities to be completed under Task 4 include the following:
1 . Site Plan Application and Submittals - Revise conceptual site plan per comments of
preliminary TRC review. Revise 4 .4-acre site concept as needed and include in submittal
applications for site plan approval .

2 . Stormwater Management Design and Report — Include the 4 .4-acre site in the Operations
Center Complex stormwater management report to include: flood routings, lake sizing,
discharge calculations, and recovery analysis . Prepare plans showing stormwater drainage
control devices, structures and treatment measures on the 4 .4-acre site .
3 . Site Plan Release — Coordinate permitting needed to release the 4 .4-acre site for stormwater
system approval.
TASK 5 — CONSTRUCTION PLANS AND SPECIFICATIONS
Additional work activities to be completed under Task 5 include the following:
1 . Earthwork — Include the 4 .4-acre site in the preparation of plans, details and specifications
for site clearing, excavation, fill placement, excess fill placement, and erosion control
measures during construction. Include the 4 .4-acre site in the preparation of the erosion
control plan for Contractor' s NPDES construction stormwater permit application.
2 . Drainage - Include the 4 .4-acre site in the preparation of plans, details and specifications for
the on-site construction of preliminary site drainage improvements .
3 . Design Review and Cost Estimates — Include the 4 .4-acre site in this work activity. Conduct
design reviews with Utilities Department staff at approximately the 60, 90 and 100 percent
design completion levels. An Engineer' s Opinion of Probable Cost will be prepared as part
of each design review submittal.
TASK 6 — PERMITTING
Additional work activities to be completed under Task 6 include the following :
1 . Stormwater/Environmental - Include the 4. 4-acre site when obtaining a St. Johns River
Water Management District E. R.P. permit for "on-site" drainage improvements and wetland
mitigation and in obtaining an IRC Engineering Department Type "A" stormwater permit,
TASK 7 — BIDDING SERVICES
Change Order No . 1 does not require any additional work under Task 7.
TASK 8 — CONSTRUCTION PHASE SERVICES
Change Order No . 1 does not require any additional work under Task 8 .

PROJECT BUDGET
The BC Team proposes to complete the Scope of Services described in Change Order No . 1 ,
Attachment 1 for the lump sum amount of $ 12,000. This increases the overall cost of Work
Order No . 1 from $326,000 to $338,000. An approximate breakdown of this lump sum amount,
by task, is presented below.

PROJECT IMPLEMENTATION SCHEDULE
Change Order No. 1 does not affect the implementation schedule for the planning, design,
permitting and construction of the Operations Center Complex. The original project schedule
included with Work Order No . 1 is presented below for reference .

completion dates are projected and subject to change.
