HomeMy WebLinkAbout8/5/1958TUESDAY, AUGUST 5, 1955 The Board of County Commissioners of Indian River County, met at the Courthouse, Vero Beach, Florida in a regular meeting held at 9:00 o'clock A. M. Tuesday, August 5, 1955. All members were present. Also present were E. S. Schmucker, County Engineer, Charles Smith, sitting in for Sherman Smith, Jr., Attorney and Katherine Morrison, Secretary. The Chairman asked if there were any changes or additions to be made to the minutes of July 1st regular meeting, and July 15 and 25th special meetings. There were none and upon Motion made by Commissioner W. C. Graves, Jr., seconded by Commissioner McCullers and unanimously carried, the minutes were approved as read. Homer Fletcher, Tax Assessor appeared before the Board and requested that he be allowed to amend his budget to include new equipment he has to have and more personnel for his office. Upon Motion made by Commissioner W. C. Graves, Jr., seconded by Commissioner McCullers and unanimously carried, the Board granted Mr. Fletcher permission to amend his bud- get for more equipment and additional personnel. C. Graves, Jr., and carried, the following Resolution was adopted: • 1 0 1 0 1 11 J 1 • 1 1 0 R E S 0 L U T I 0 N -- Recess Equalization WHEREAS, due notice by publication thereof has been given that the County Assessor of Taxes of Indian River County, Florida, will meet with the Board of County Commissioners on the 5th day of August, 1958 and at the said time present the Tax Assessment Roll of said County for the year 1958 for equalization, as will appear by proof of publication of such notice recorded in the Minutes of this meeting; and WHEREAS, the County Assessor of Taxes did meet with said Board at the time and place stated in said Notice and said Board did convene as a Board of Equalization for the purpose of examining said Roll; and WHEREAS, the said County Assessor of Taxes did advise this Board that due to the numerous additions and increases to the Tax Assessment Roll, all of the same had not been completed, NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that this Equalization Meeting will continue in session for that purpose and that this Equal- ization Meeting is herewith recessed to reconvene -at the hour of 9:00 o'clock A. M. on the 15th day of August, 1958. John Gould, attorney, appeared before the Board and presented a petition to vacate and abandon all county roads in the Town of Indian River Shores. After some discussion in the matter and upon Motion made by Commissioner Robert Graves, seconded by Commissioner Mc - Cullers and ;,unanimously carried, the Board decided to table the Petition until our Attorney, Sherman N. Smith, Jr. returned from vacation. Rev. Owen of Wabasso appeared before the Board and presented a petition containing names of 34 freeholders from the Wabasso area requesting that U. S. #1 be continued and 4-laned along its present route and not be changed. The Petition was tabled until later in the meeting. Joe Henry Earman appeared before the Board as the Director of Civil Defense and stated that he had worked out a disaster plan for the County and gave a copy to each member of the Board. He further stated he would like a resolution passed giving ebrtain persons authority to evacuate any and all persons, if necessary, by force during any emergency. Upon Motion by Commissioner McCullers, seconded by Commissioner Robert Graves and unanimously carried, the Board approved in principle the request made by Mr. Earman and referred the matter to the County Attorney for preparation of the necessary resolutions. // R�. Upon motion by Commissioner W. C. Graves, Jr., seconded by Commissioner Hamilton and carried, the Board advised the Engineer to buy from each of the two local distributors splitting the orders. C. Graves, Jr., seconded by Commissioner McCullers and carried, the Board advised the Engineer to buy from each of the two local distributors. Graves, Jr., seconded by Commissioner Mc - Cullers and carried, the low bid by Florida Steel was accepted. Item #12 - Gasoline and Diesel Fuel Standard Oil Co. Orange State Oil Co. Texas Company Gulf Oil Corporation Sinclair Oil Co. All prices were standard but Sinclair had the largest discount on both gasoline and diesel fuel, therefore, upon motion by Commissioner McCullers, seconded by Commissioner W. C. Graves, Jr. and carried, the low bid by Sinclair Oil Company was accepted. The Attorney stated that Julius Barker was reques ting a cattle culvert and drainage culvert under Glendale in return for right of way. The Commissioners were of the opinion that the cattle culvert should serve both purposes and asked the Engineer to look into the matter. The Commissioner requested the Engineer study the establishment of rights of ways going West as the new Interstate Highway as now proposed will cut this County in half. The Engineer presented a map with future planning for rights of ways and set back lines. Upon motion made by Commissioner W. C. Graves, Jr., seconded by Commissioner Hamilton and carried, tentative approval was given said map and stated it should be further approved by the Planning and Zoning Commission. Mrs. Anne Christensen, County Welfare Case Worker gave her report for the month of July and said report was ordered filed by the Clerk. The following Deputy Sheriff Bonds were approved upon motion by Robert Graves, seconded by Commissioner McCullers and unanimously carried: Henry Ortkiese Carl E. Such bills and accounts being on file.in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book as provided by the rules of the State Auditor, reference two such record and the list so recorded being made a part of these minutes. The County depositories filed their monthly statement,, showing receipts and dis:-- bursements of the various funds, which have been audited, were found to be correct. ATTEST: SECRETARY CHAIRMAN FRIDAY, AUGUST 15, 1958 A special meeting of the Board of County Commissioners of Indian River County, Florida, was held at the Courthouse, Vero Beach, Florida, at 9:00 o'clock A. M. Friday, August 15, 1958. Present were Chairman Donald Macdonald, Robert W. Graves, D. B. McCullers, Jr., and J.. J. P. Hamilton. Absent was W. C. Graves, Jr. Also present were Ed Schmucker, County Engineer, Charles Smith, Attorney and Katherine Morrison, Secretary. Mrs. Dorothy Wimbrow, representing the Pilot Club of 'Vero Beach, appeared before the Board and stated that the Pilot Club would like to take over the Old Folk's Home as their project. She further stated they would act as an advisory committee to the Board of Governor' of the Home, that they would make a survey of Indian River County in relation to the need's of the home and decide how these needs would be met.. She filed a proposed plan with the Com- missioners and upon Motion made by Commissioner McCullers, seconded by Commissioner Robert Graves, and unanimously carried, the Board decided that the Pilot Club of Vero Beach be granted their request as proposed in the proposed plan for sponsorship of the Home for the Aged of Indian River County. Alice Helleso of the Health Department appeared before the Board and requested that Mrs. Ethel Klepp be hired as a nurse for the Health Department. Upon Motion made by Robert Graves, seconded by Commissioner McCullers and carried, Mrs. Klepp's appointment to the staff of the Health Department was O.K.ed by the Commissioners. The Board then convened as an Equalization Board, as provided by law.
