Subject : Proposal for Geotechnical Evaluation Review
Indian River County Solid Waste Disposal District (IRCSWDD)
Dear Ms . Kratman :
In accordance with Section 1 . 2 . of the First Amendment to the Class I Landfill
Operations, Management and Post Closure Contract, Waste Management Inc . of Florida
(WMIF ) is pleased to submit this proposal for additional services to include the review of
the geotechnical evaluation work performed by Camp Dresser & McKee Inc . (CDM),
consulting engineer for IRCSWDD . The work performed by CDM is for the purpose of
modifying the side slopes of the Class I landfill to increase available airspace .
WMIF will evaluate the following analyses that will be performed by CDM :
Settlement of the final cover system based on the revised slope geometry ;
• Global stability analysis of the landfill mass ;
• Veneer stability analysis of the proposed cap system ;
• Settlement-induced strain in the liner due to foundation settlement ; and
• Adequacy of the geocomposite drainage layer.
WMIF will prepare a letter report to Indian River County Solid Waste Disposal District
summarizing its review .
The proposed work will be completed on a time and material basis . The unit rates used
for this work are based on the Master Agreement between our subcontractor and WMIF .
WMIF has estimated a budget of $ 3 , 938 to complete the proposed scope of work, in

accordance with General Conditions, Article 15 , e. . WNff will submit a revised budget
estimate should the actual scope of work expand beyond this proposal .
The work will commence within a week from the receipt of the information from your
office . It is estimated that the review will be completed within two weeks provided all
necessary information required for the review are provided in the initial package to
WMME .

Globex Engineering & Development, Inc . (Globex) is pleased to submit this proposal
for the review of the geotechnical evaluation work performed by Camp Dresser &
McKee Inc . (CDM) , consulting engineer for IRCSWDD . The work performed by CDM

Globex . A copy of the approved rates is attached . Globex will use its internal rates for
supplies used to complete the project. Globex has estimated a budget of $ 3 , 580 to
complete the proposed scope of work. A detailed budget estimate is attached. Globex
will submit a revised budget estimate should the actual scope of work expand beyond
this proposal .
