Dear Ms . Kratman:
We hereby provide our proposal for engineering consulting services to prepare an
engineering study for the initial environmental permitting services required to begin
development of the Northern Expansion property in accordance with the approved Master
Plan . Initial development of this property is beginning now and will continue to occur over
the next 10 years . Substantial environmental permitting is required to mitigate for planned
impacts to wetlands and waters of the state (C-5 Canal) on the Northern Expansion area . This
ERP permitting will be done in two stages . The first stage is permitting the entire system with
a conceptual Environmental Resource Permit (ERP) . That is the purpose of this proposal.
Then Indian River County will permit the initial construction of the Northern Expansion Area
with a Phase 1 Construction ERP. That work will come in a proposal to follow this one .
The permitting services for this project will include :
■ Preparation of a Conceptual ERP application and US Army Corp of Engineers (USACE)
Individual Permit (IP) application.
■ Preparation of a wetland mitigation plan for impacts to existing wetlands on the Northern
Expansion property .
■ Onsite landfill stormwater management system planning and conceptual stormwater
layout for the entire landfill .

The ERP will encompass future impacts to both wetlands and waters of the state across all of
the Northern Expansion property. This will include existing wetlands, which the Master Plan
indicates will be impacted by future development as well as the backfilling of the C-5 Canal.
A major component of the ERP is the preparation of a wetland mitigation plan for the
wetlands which will be impacted . The proposed mitigation is expected to include
enhancement of existing wetlands and creation of new wetlands to compensate for wetland
impacts .
This scope also includes a task for an updated conceptual design of the onsite landfill
stormwater management system . This work will include development of an engineering
layout of the future landfill areas including stormwater ponds, major ditches and major
culverts needed to implement the Master Plan layout.
The following are provided herein as part of the proposal :

Salary Cost Basis with Upper Limit
For the basic services performed on a salary cost basis with an upper limit, SWDD agrees
to pay CDM as follows :
For engineering services performed by CDM, the payment will be equal to the salary cost
of such services for each employee times 2 . 35 for overhead and profit plus actual out-of-
pocket expense costs . Salary cost is equal to 1 . 393 times direct salary costs and is defined
as the cost of salaries (including sick leave, vacation, and holiday pay applicable thereto)
for time directly chargeable to the project; plus unemployment, excise, and payroll taxes;
and contributions for social security, employment compensation insurance, retirement
benefits, and medical and other group insurance benefits .
Actual out-of-pocket expense costs are all costs other than salary costs that are incurred
during the progress of the work. The actual out-of-pocket expense costs include : air fare,
automobile rental if required, mileage charges, parking tolls, taxi, meals, and lodging all in
accordance with reimbursement rates set forth in Section 112 . 061 , Florida Statutes (1999) ,
as amended, and telephone, printing and reproductions costs, and other miscellaneous
costs incurred specifically for this project. The maximum cost for blueprint sheets is $1 . 10 .
The maximum cost for mylar sheet is $11 . 00 and sepia sheet is $5 . 00 . The charges for in-
house computer program and word processor usage will be at CDM' s regular rates . For
outside computer services, charges will be made at invoiced cost to CDM.

SCOPE OF SERVICES AND PROJECT SCHEDULE
NORTHERN EXPANSION PROPERTY ERP PERMITTING, C-5 CANAL ABANDONMENT
AND LANDFILL STORMWATER SYSTEM LAYOUT
I. BACKGROUND
IRC is preparing to expand its solid waste operation to include additional property located
to the north in accordance with the Solid Waste Master Plan. This property will be referred
to as the Northern Expansion Property . IRC has acquired this property along Oslo Road
located west of the Ocean Spray citrus processing plant, extending to the west almost to
the bridge over Interstate 95 . The property is just north of and adjacent to the existing IRC
Sanitary Landfill facility . The County-owned property is comprised of six former tracts
and has an area of approximately 230 acres .
The newly acquired property is proposed to be developed as additional solid waste
management facilities . Initial development of the parcels is planned to occur over the next
ten years . The 230 acre tract is available for current and future solid waste uses which will
include Class I landfill area, Construction and Demolition (C&D) debris
processing/ disposal areas, stormwater management and borrow operations .
II. PURPOSE
This proposal is for work necessary to provide the permitting services associated with the
FDEP Conceptual ERP and an USACE IP. These permits are required to begin
development of the Northern Expansion property in accordance with the approved
Master Plan. Substantial Environmental permitting is required to mitigate for planned
impacts to wetlands and waters of the state (C-5 Canal) which are part of the Northern
Expansion area . The permitting services for this project will include :
■ Preparation of an ERP conceptual application and a USACE IP application for the
entire Northern Expansion Area .
■ Additional wetlands assessment work and preparation of a wetland mitigation plan
for impacts to existing wetlands on the Northern Expansion property.
■ Onsite landfill stormwater system planning and Conceptual Stormwater layout for the
entire landfill .
The ERP and IP will encompass future impacts to both wetlands and waters of the state
across all of the Northern Expansion property . This will include existing wetlands which
the Master Plan indicates will be impacted by future development as well as the
backfilling of the C-5 Canal. The ERP will be based on the Master Plan layout of the
Northern Expansion Area already approved by IRC.

A major component of the ERP is the preparation of a wetland mitigation plan for the
wetlands which will be impacted . This includes enhancement of the two existing wetlands
and creation of new wetlands to compensate for wetland impacts .
This scope also includes a task for the Conceptual design of the onsite Landfill stormwater
management system. This work will include an engineering layout of the future landfill
areas including stormwater ponds, major ditches and major culverts to implement the
system. Also included will be a planned sequence of construction for the initial facilities to
maximize the level of effort to be performed by SWDD employees .
This proposal is divided into four major tasks, which are described below . Surveying
services will be provided by Carter Associates, Inc . Geotechnical field services will be
provided by Donald Law and Associates .
III. SCOPE OF WORK
TASK 100 - DATA COLLECTION
Subtask 110 Data Collection (Survey and Aerial Photography)
CDM will collect the required survey data for the site . This will include topographic survey
information required for conceptual permitting of the Northern Expansion Area and the
wetland mitigation site . The Conceptual permitting will require general topographic
information for the Northern Expansion area and detailed topographic information for the
wetlands mitigation area . IRC has detailed topographic information for a portion of the
Northern Expansion area and for all of the wetland mitigation area . In addition, a recent aerial
photograph (1 " = 400' at a minimum) delineating project boundaries will be included as
required by regulation.
A local surveying subconsultant will be used to verify the boundary of the entire landfill
property . IRC currently has boundary information for each individual property which has been
acquired to make up the Northern Expansion area. However, these property boundaries have
never been reconciled with each other onto a single boundary of the entire IRC SWDD property .
It is this entire property boundary which will be submitted as part of the ERP . A survey will be
produced showing the boundary and a legal description of the property . In addition,
topographic work performed on the Northern Expansion Area and on the wetland mitigation
parcel ten years ago will be incorporated into a single drawing. Geotechnical borings and
sampling locations on the wetland mitigation area will also be located .
In addition, CDM will perform geotechnical investigation work in the wetlands mitigation site .
Soil borings and soil samples will be required to help establish the hydrology of the wetlands at
this site and the suitability of the upland soils for use as backfill. In addition, an assessment of
average and seasonal high groundwater levels will be made for the wetland mitigation site . In
order to characterize the wetland mitigation site a total of 7 SPT borings to a depth of 10 feet
and one boring to a depth of 25 feet will be installed. The soils will be classified, index property
testing will occur and stabilized groundwater measurements taken. In addition, 4 piezometers
10 feet deep will be installed to monitor the groundwater fluctuations over time . CDM will

provide coordination of the survey work and review the final product. CDM will also provide
oversight of the soil borings, piezometer installations and review the geotechnical report
generated by the subconsultant. CDM will take piezometer water levels periodically and will
also install a water level recorder on one of the piezometers in order to record the groundwater
level fluctuations over time .
TASK 200 - FDEP CONCEPTUAL ENVIRONMENTAL RESOURCE PERMIT AND USACE
INDIVIDUAL PERMIT
Task 200 is the preparation and submittal of the FDEP ERP. The ERP permitting process has
been discussed with the FDEP Central District. A Conceptual ERP will be required initially for
the overall development of the Northern Expansion Area . An ERP is required to permit
stormwater discharges and wetland impacts in this area . An ERP is also required by the FDEP
in order to abandon (fill) the C-5 Canal located at the IRC Landfill . The ERP application is a joint
application which will be forwarded by FDEP to the USACE IP application.
The application requires information on the site, environmental considerations, including
wetland delineations, plans, construction schedule and techniques, stormwater BMP' s, drainage
information, operations and maintenance, legal documentation, and water use .
Subtask 210 Habitat Characterization and Wetland Jurisdictional Determinations (FDEP & USACE)
IRC has acquired the M&W Pump Company Property . An inventory of uplands and wetlands
on the project site that will be affected by the proposed improvements will be provided . Field
reconnaissance will be performed to identify upland habitats that may support listed species,
determine the type and condition of existing wetlands, including normal pool elevations, and to
determine wetland jurisdictional boundaries (FDEP and USACE) . Wetland jurisdictional
determinations are required for wetland areas that will be impacted . Therefore wetland
jurisdictional boundary surveys will be required . Field reconnaissance will also be performed to
determine which listed species occur on the project site . This subtask includes a field meeting
with each agency (FDEP, USACE) to verify wetland jurisdictional boundaries .
The previous wetland line which was flagged will be updated and verified in preparation for
field visits by agency representatives . CDM will be assisted by an ecological subconsultant in
the wetland jurisdictional determinations . After each agency has reviewed the flagged
jurisdictional line in the field, a survey will be performed to document the jurisdictional line
location.
An Existing Wetland Delineation Report will be expanded to include the additional M&W
property and the wetland mitigation parcel and will cover :
■ A description of the wetlands and the acreage,
■ A summary of the wetland findings,
■ Map (s) (scale 1 " =200' ) of the approximate wetland boundary,
■ A summary of the methodology for wetland delineations,
■ An evaluation of the site west of 1-95 for wetland mitigation activities, and
■ A wetland functional analysis will be performed for each agency to determine mitigation
requirements for all wetlands .

In addition, an existing Threatened and Endangered (T&E) Species Report will also be
expanded which includes :
■ A list of T&E plant and animal species that occur in the County and may occur onsite,
■ A summary of the methodology used to conduct the T&E survey,
■ The results of the T&E survey, and
■ Recommendations for permitting.
Subtask 220 Development of Wetland Mitigation Plan
As required, impacts must be avoided and minimized to the extent possible . Mitigation must be
provided for unavoidable wetland impacts and a mitigation plan to address wetland impacts
will be developed .
During the Consumptive Use permitting, a high quality wetland was identified which needs to
be avoided . The conceptual layout will be modified to make this change and avoid impacts to
this wetland . The wetland mitigation plan will address impact compensation (FDEP and
USAGE) , design and specifications, construction issues, monitoring and maintenance
requirements and costs .
The wetland mitigation task will include :
■ a functional assessment of each wetland for which a jurisdictional boundary is determined
■ develop a wetland mitigation approach. This will include an assessment of the wetland
mitigation property and how best to improve and enhance it to provide maximum value to
SWDD for mitigation credit.
■ develop a permitting design for the wetland mitigation property . This will include several
engineering drawings which detail the design.
■ develop a narrative which describes the mitigation plan to be included in the ERP
application.
Subtask 230 Stormwater Management Plan and Layout
CDM will prepare the stormwater management system portion of the ERP application and
submit it to the FDEP. The stormwater portion of the application consists of ERP Sections A, C,
and E . The stormwater portion of the ERP will serve as a modification to the existing landfill
facility stormwater permit. The C-5 Canal currently does not receive runoff from the landfill.
The ERP stormwater management application will describe and show the connection from the
C-5 Canal south to the C-6 Canal and the required improvements to the C-6 canal for
conveyance .
The submittal will also show how drainage on the southeast corner of the Northern Expansion
property will be routed south through the existing stormwater system. Pre- and post
development drainage calculations must be provided. Runoff characteristics for design storms
and stage-storage and stage-discharge computations for storage areas must also be provided
along with their expected level of water quality treatment.

CDM will review and refine, if necessary, the stormwater models developed by Carter
Associates Inc . for the existing and proposed conditions of the C-5 canal subbasin. It is assumed
that the level of effort to refine the stormwater model will not be significant.
CDM will develop a layout of the Phase 1 Stormwater System for the Northern Expansion area .
The Phase 1 stormwater system will provide stormwater conveyance for 10 acres of area
dedicated to a mulching area and 10 acres of C&D unlined landfill area which discharges to a
portion of Pond 2 .
Subtask 240 ERP Application Preparation
This subtask includes preparation of the deliverables described above for Task 200 including the
permit application and all supporting information. Environmental considerations include
results of wildlife surveys, and evaluation of how onsite wetland water quantity, water quality,
hydroperiod and habitat will be maintained, a mitigation plan (addressing impact
compensation, construction, monitoring, and cost) , wetland jurisdictional determinations and
an impact summary table .
The plans must include specifications, cross section and profile views, project boundaries,
existing and proposed land use cover (wetlands, surface waters, and uplands), site topography,
flood plain boundaries, and wetland boundaries .
The plans must also indicate proposed impacts to wetlands and surface waters, proposed
connection/ outfalls to wetlands and surface waters, proposed buffer zones, pre- and post
development drainage patterns, basin boundaries and runoff routing, design of water
management facilities, rights-of-way (ROW), erosion/ sediment and turbidity control measures,
mitigation plan details, site grading details, temporary and permanent disposal sites for
excavated materials, and dewatering plan details .
A projected construction schedule, and a description of construction techniques, sequencing
and equipment must be provided . The methods of excavation, type of excavated material, and
source and type of fill material must also be described .
Subtask 250 USACE Individual Permit Application Preparation
CDM will prepare a USACE IP application for submittal to the USACE. This application will
include information regarding the proposed filling of wetlands within the jurisdiction of
USACE on the Northern Expansion Area property .
Subtask 260 FDEP ERP Requests for Additional Information
CDM will respond to up to two Requests for Additional Information (RAIs) from FDEP
regarding the Conceptual ERP Permit Application. It is not anticipated that the required effort
will be significant.

TASK 300 - CONCEPTUAL STORMWATER LAYOUT
CDM will finalize the conceptual stormwater management system design for the entire landfill .
Finalizing the conceptual stormwater management design is essential to proceed with the
permitting design of the Phase 1 portion of the stormwater management system on the
Northern Expansion area. The conceptual stormwater system design will address the entire
property . This work is summarized in Task 310 .
Subtask 310 - Conceptual Landfill Stormwater Evaluation
The ENGINEER will evaluate the preliminary conceptual master build-out landfill plan using
the stormwater model previously developed by CDM. The master plan will be refined to
provide additional landfill area if available . The size of the stormwater ponds will be
correspondingly reduced . The stormwater model will confirm that the revised master build-out
plan meets all stormwater regulatory requirements and will not experience flooding.
Subtask 311 - Conceptual Landfill Stormzvater Management System Mapping
The ENGINEER will revise the preliminary master build-out plan according to the refinements
supported in Subtask 320 . The plan will be created in AutoCAD 2002 and transmitted to IRC as
an AutoCAD 2000 file . The ENGINEER will provide 3 (full sized and half sized) hard copies of
the plan to the SWDD as well as the digital file .
Subtask 320 - C-5 Bypass Canal Additional Property Aquistion
CDM and SWDD have identified an acceptable route for the C-5 Bypass Canal in order to
abandon the portion of the C-5 which runs through the IRC Landfill property . This route is
along the west side of the IRC wetland mitigation property just west of I-95 . Unfortunately this
wetland mitigation parcel does not physically connect to the existing C-5 Canal right of way .
The purpose of this land acquisition is to obtain a piece of property large enough for the C-5
bypass canal to be routed south to the wetland mitigation property . The following tasks are
anticipated in order to acquire this additional property .
Subtask 321 - Property Survey (optional future services, not part of this proposal)
CDM will assist SWDD in verifying the amount of additional property which is required . Based
on existing survey information, it appears that 1 -2 acres of additional property is required .
However, an additional boundary survey will be required to verify this . CDM will be assisted
by a surveying subconsultant who will perform this task. The surveyor will assist with the
following tasks :
■ Verify the boundary of the existing IRC Wetlands Mitigation property and its
relationship to the C-5 ROW. CDM will establish the amount of property required for
the C-5 bypass canal and access to maintain it.

■ The surveyor will also develop a boundary survey of the required property, a deed
description and required easement and ROW description for the C-5 bypass, the C-6
improvements and additional access to C-4 canal.
Subtask 322 - Property Appraisal (optional future services, not part of this proposal)
CDM will provide an appraisal of the value of the property which will be required for the C-5
bypass canal. CDM will be assisted by a surveying subconsultant and a real estate appraiser to
perform this work.
Subtask 323 - Negotiations Assistance (optional future services, not part of this proposal)
CDM will provide assistance with negotiations with the property owner to acquire the needed
property . CDM will be assisted by a surveying subconsultant to perform this work.
Subtask 324 - Meetings
CDM will attend meetings with SWDD, the surveying subconsultant, the real estate appraiser,
the property owner and with the other IRC County personnel . Eight meetings regarding
additional property acquisition have been budgeted for this proposal .
Subtask 330 - Conceptual Design of the C-5 Bypass Canal
A conceptual design of the C-5 bypass canal will be performed in order to verify the amount of
additional property required . In addition, this conceptual design will assist in laying out the
configuration of the required parcel. A surveying subconsultant will assist with the
development of the conceptual design of the C-5 bypass canal south and the improvements
needed for the C-6 canal .
Subtask 340 Meetings with IRC and the Regulatory Agencies
This subtask includes up to six project related meetings with SWDD staff to discuss design and
permitting issues, as well as pre-application and application submittal meetings with the
appropriate regulatory agencies .

Thank you, once again, for considering Carter Associates, Inc . for professional surveying and mapping
services . Based on our conversation last week (discussing the future expansion of the Indian River
County Solid Waste Disposal District Landfill) and the email received defining the requested tasks , the
following is our understanding of the services requested and the associated costs .
Task 100
100-A) Perform and prepare a Boundary survey of the Indian River County Solid Waste Disposal
District Landfill site (being portions of Section 25 and 36 , Township 33 South, Range 38 East) based on
legal descriptions, title commitment and surveys provided by C . D . M. , Inc . Total site acreage
is
approximately 640 acres .
100-A . 1) Carter Associates, Inc . will reconnoiter, retrace and/or reestablish Indian River
County Solid Waste Disposal District Landfill boundaries based on provided data (above).
Boundaries will be displayed in the most current state plane coordinate system, Florida East Zone
(901 ), relative to the North American Datum of 1983 , Adjustment of 1999 . All boundary
monumentation will be recovered or re-established utilizing the Global Positioning System (GPS)
and/or conventional survey methods (i .e . total station) where necessary. The boundary survey will
meet the Minimum Technical Standards set forth by the Board of Professional Surveyors and
Mappers, pursuant to Section 472 . 027, Florida Statutes and Chapter 61G17, Florida
Administrative Code .

100-A , 2) Carter Associates , Inc . will generate a new legal description for the entire Indian
River County Solid Waste Disposal District Landfill site based entirely on the new boundary
survey. The new legal description will be prepared utilizing the up-to-date survey data.

Per your request, the following proposal has been revised . Appraisal services and negotiation assistance fee
estimates have been deleted . These fees are "to be determined" (T.B . D .) . We understand that Carter
Associates , Inc . will provide survey and engineering services to determine land requirements and preliminary
design for the C -5 By- pass ditch to be routed to C-6 .
Land Acquisition
1 ) Boundary Surveys (Graves and Indian River County) and associated easements $69500 . 00
a) Provide a Survey with legal descriptions of the land needed for the connection to
the C -5 sub- lateral from the county ' s property west of I-95 .
b) Provide survey and legal descriptions for easements required from the C - 5 bypass
south , the north side access to C- 6 , and the south side access to C -4 .
2) Conceptual Design and Profile Drawings
a) Survey Ditch Route and provide x-sections 400 ' O . C . and points of $3 600. 00
intersection with C -5 and C -6 ditches . Also survey the impacted grove area.
b) Prepare Conceptual Design drawings of the C - 5 bypass to the south , $99300. 00
and the C-6 improvements . A plan and profile of the proposed by-pass
ditch and plan view details of the proposed pipe replacements in C-6 will
prepared . Carter Associates, Inc . will provide an electronic file for CDM to
utilize in the final design phase .

PROPOSAL 2003-4:
Includes jurisdiction work and T& E survey of = 200 acres of northern expansion area .
Jurisdiction work includes review of established survey line in Tracts 3 , 5 , 61 7 East, and 2 West (see
Figures 1 -3 ). In these areas, I will review line and make minimal adjustments. In Tract 7 West, I will
flag previously unflagged line . Please be advised that Jim delineated wetlands in middle of 100-year
drought. If major modifications are required, major time modifications may be required .
In all tracts we will perform gopher tortoise survey, general T& E animal and plant survey, and
prepare map with GPS coordinates of all burrows , etc .
PROPOSAL 2003-5:
Details expenses for ecological survey of 43 -acre mitigation site and flagging of 4400 feet of
wetlands line.
PROPOSAL 2003-6 :
Details expenses formeetingwith FDEP, estimated at2 days, to reviewsite and wetlands lines .
do not think ACOE will have jurisdiction over the wetlands on site due to recent SWANK ruling,
Please be advised that wetlands flagging does not include = 1 mile of ditches (C4 and C5 canals) ,

above referenced project as requested . This proposal presents our scope of services and the associated cost
for providing our services .
Project Overview, Purpose and Scope of Work
We understand that Wetland mitigation is being planned for the subject site located west of I-95 . The scope
of works for the proposed geotechnical investigation, outlined below, was provided in the client ' s request for

The purpose of performing the geotechnical investigation will be to explore and evaluate subsurface soil and
groundwater conditions of the subject site as they impact the proposed wetland mitigation.
• Drill and sample a total of seven (7) SPT borings to 10 feet depth and one SPT boring to a depth of 25
feet at staked boring locations .
• Classify the soils encountered in each boring in our laboratory and perform index property testing on
selected samples in the laboratory as needed
• Measure stabilized groundwater table in each boring a minimum of 24 hours after drilling .
• Install 4 piezometers 10 feet deep (with 5 foot screen) to monitor groundwater table in borings.
• Evaluate the soil and groundwater table conditions relative to the suitability of the site for the proposed
development .
• Prepare an engineering report which will present the data along with our evaluations and
recommendations .
Schedule and Fees
We estimate we can provide the scope of services as outlined above for the total sum of $3,230. 00 The cost
estimates are outlined in Attachments A. Any additional work items will be pro-rated as per the unit rates

submitted in the cost estimates . The estimate presumes that the proposed site location will be accessible to a
four-wheel drill rig for the final investigation . This investigation does not include deep borings to identify
sinkhole conditions that may be present .
Based on our current work schedule, we can commence the field drilling within five (5 ) working days after we
receive your approval and notice to proceed . We anticipate that the field work will require a minimum of two
days to complete. The engineering report will be submitted to you within ten ( 10) working days of the
completion of the field work
