HomeMy WebLinkAbout2009-208 WORK ORDER NUMBER 14 This Work Order Number 14 is entered into as of this day of 2009 , pursuant to that certain Continuing Contract Agreement for P 6fessi6nal Services entered into as of April 6 , 2004 and amended effective April 7 , 2007 ( as so amended , the "Agreement" ) , by and between INDIAN RIVER COUNTY , a political subdivision of the State of Florida (" COUNTY" ) and CAMP DRESSER & McKEE INC . ( " CONSULTANT' ) . The COUNTY has selected the Consultant to perform the professional services set forth on Exhibit 1 ( Scope of Work ) , attached to this Work Order and made part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit 1 ( Fee Schedule ) , attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more particularly set forth in Exhibit 1 (Time Schedule ) , attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement , nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Barton , Clerk of Court By-r\ � L Deputy Clerk Approved : /J seph A Bair oun y Administrator =E . m and legal sufficiency : ior A is ant County Attorney EXHIBIT 1 SCOPE OF WORK INDIAN RIVER COUNTY SOUTH COUNTY WATER TREATMENT PLANT REHABILITATION OF WELL NO . 5 BACKGROUND Indian River County Department of Utility Services ( County) owns and operates the South County Water Treatment Plant (WTP) which currently operates with six existing Upper Floridan Aquifer (UFA) production wells . The County recently discovered that the existing Well No . 5 has suffered from a formation collapse and several partial blockages of the open hole, which have restricted flows available from the well . The County is therefore in need of rehabilitation services on the damaged well . The following is the scope of services to be provided under this authorization . SCOPE OF SERVICES CDM will perform the following task services . TASK 1 . 0 PREPARATION OF REHABILITATION PROTOCOL CDM will work with the well contractor (Aquifer Maintenance and Performance Systems, Inc . ( AMPS) ) to develop the appropriate multi-phased approach for rehabilitating the well and placing it into service . This will include physical reaming of the well to remove the obstructions, a video survey to confirm success of the reaming activities, air-lifting of the removed formation and sediment, acid treatment for the removal of calcification and organic buildup in the open hole portion of the well, and ultimately the disinfection of the well prior to placing it back in service . The contractor will also be required to develop the well until such time as the Silt Density Index test is acceptable to the County . CDM will prepare and provide a written protocol to the County and AMPS for review and discussion prior to beginning the work . TASK 2 . 0 INSTRUMENTATION AND PROGRAMMING CDM will include a requirement for AMPS to conduct performance testing to insure that the existing instrumentation from Well No . 5 is operating properly upon reinstallation in the rehabilitated well . Communications at the South County WTP rely on wireless telemetry; CDM will insure that the existing equipment functions accordingly . TASK 3 . 0 GENERAL SERVICES DURING CONSTRUCTION Subtask 3 . 1 Resident Project Representative CDM will provide part time field oversight during the rehabilitation of the well . CDM will coordinate with the Contractor to be on site during the critical components of the project, during all testing activities and surveys, and to verify the condition of all down-hole components prior to reinstallation in the well . CDM will conduct periodic site visits during the rehabilitation, amounting to up to 8 hours per week, as needed . CDM anticipates that the rehabilitation activities will take approximately 3 weeks . CDM ' s project representative will keep A- 1 j12317. doc a field log of activities observed during each site visit, including photographs of key activities . The field log will be made available to the County upon request. Subtask 3 . 2 Progress Meetings During Construction CDM will conduct weekly progress meetings with County staff and the Contractor during the rehabilitation project . Progress meetings will be held on site at the South County WTP . TASK 4. 0 PROJECT MANAGEMENT AND QUALITY CONTROL Activities performed under this task consist of those general administrative functions required to assure that the project remains on schedule, within budget, and that the quality of the work products defined within this scope is consistent with CDM' s standards and the County's expectations . OTHER SERVICES NOT INCLUDED IN THIS SCOPE OF SERVICES This authorization does not include : ■ Design or specification of replacement components; ■ Permitting (none is anticipated to be required) ; ■ Water quality sampling and testing. The County will contract directly with a laboratory to provide analytical services related to the required bacteriological testing (bactis) . COUNTY RESPONSIBILITIES The County will provide all reasonable data requested by CDM for the purpose of completing the aforementioned tasks . The County will also provide a timely review of all work products . The County will coordinate analytical laboratory services, as needed, and provide staff for collection of all water quality samples not required of the contractor .
