WORK ORDER NUMBER 17
This Work Order Number 17 is entered into as of this 15 day of

December 2009, pursuant to that certain Continuing Contract Agreeme 2007
Professional Services entered into as of April 6 , 2004 and amended effective April 7 ,
(as so amended , the "Agreement" ) , by and between INDIAN RIVER COUNTY , a political
subdivision of the State of Florida ( " COUNTY" ) and CAMP DRESSER & McKEE INC .
( " CONSULTANT' ) .
The COUNTY has selected the Consultant to perform the professional services set
forth on Exhibit 1 ( Scope of Work ) , attached to this Work Order and made part hereof by
this reference . The professional services will be performed by the Consultant for the fee
schedule set forth in Exhibit 2 ( Fee Schedule ) , attached to this Work Order and made a
part hereof by this reference . The Consultant will perform the professional services within
the timeframe more particularly set forth in Exhibit 3 (Time Schedule ) , attached to this
Work Order and made a part hereof by this reference all in accordance with the terms and
provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
terms of the Agreement shall be deemed to be incorporated in each individual Work Order
as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of
the date first written above .

SCOPE OF WORK
INDIAN RIVER COUNTY
SOUTH COUNTY WATER TREATMENT PLANT
CONCENTRATE DISPOSAL EVALUATION
WORK ORDER NO . 17
The purpose of this Scope of Services is for Camp Dresser & McKee Inc . (CDM) to evaluate
disposal options for the South County Water Treatment Plant (WTP) concentrate and
coordination of a mutually agreeable solution with the Florida Department of Environmental
Protection (FDEP) .
Background
CDM was previously authorized under Work Order No . 5 to provide a preliminary evaluation
of available disposal options for the South County WTP concentrate, alternative to the
continued discharge into the South Relief Canal . Several options were evaluated; however,
implementation of a combination of the previously evaluated alternatives would appear to
leave the County with a portion of concentrate that could not be disposed of in the South Relief
Canal within regulatory limits. The purpose of this effort is to further evaluate several options ,
identify new options (if available), and work with FDEP to coordinate a plan to partially or
completely eliminate the surface water discharge into the South Relief Canal.
TASK 1 .0 CONCENTRATE DISPOSAL EVALUATION
CDM will continue to evaluate disposal options such as blending with reclaimed water,
disposal to the existing wetland system at West Regional Wastewater Treatment Plant, potential
ability to increase chloride concentrations in the finished reclaimed water to provide to
customers on the barrier island (where vegetation is naturally more salt tolerant) , identification
of end-users that could use the blended stream, etc . CDM will summarize the most plausible
solution(s) and present an alternative to FDEP within the allotted time frame.
TASK 2.0 COORDINATION WITH REGULATORY AGENCIES
CDM will coordinate up to two face-to-face meetings with regulatory agencies such as FDEP
and / or the Indian River Farms Water Improvement District, prepare for and attend meetings,
and facilitate discussions with regulatory staff at the request of the County. This task also
includes miscellaneous conference call meetings and meetings with County staff.
TASK 3.0 PILOT PROJECT MANAGEMENT AND QUALITY CONTROL
CDM activities performed under this task consist of those general administrative functions
required to assure that the project remains on schedule, within budget, and that the quality of
the work products defined within this scope is consistent with CDM' s standards and the
County' s expectations . This task also provides for monthly project status reports.
OTHER SERVICES NOT INCLUDED IN THIS SCOPE OF SERVICES
This authorization does not include :
■ Collection of water quality samples in receiving waters .
■ Contracting with an analytical laboratory for water quality analysis .
■ Design aspects related to alternate disposal options .

COUNTY RESPONSIBILITIES
The County will provide all reasonable data requested by CDM for the purpose of completing
the aforementioned tasks . The County will coordinate analytical laboratory services, as needed,
and provide staff for collection of all water quality samples .

PROJECT SCHEDULE

CONCENTRATE DISPOSAL EVALUATION
SCHEDULE
CDM will begin work immediately upon authorization of this Work Order . CDM will evaluate
all options (as they are identified) by the County and / or FDEP and present the overall
recommended alternative (s) to FDEP upon completion. CDM is aware of the enforceable
schedule outlined by FDEP in the consent order and will meet the deadlines or will file the
appropriate request for extension if/ when necessary . County and CDM recognize that change
orders in deliverable dates may be required . The County is obligated by the consent order to
have an alternative discharge location in operation no later than October 2011 . The following
Milestone schedule is established based on an expected approval and notice to proceed date of
December 15, 2009.

■ FDEP Status Update (Task 2) March 1 , 2010
■ Preliminary Pilot Testing Evaluation (Tasks 1 and 3) June 1 , 2010
■ Misc . FDEP Correspondence (Tasks 2 and 3) December 2010
CDM anticipates a project schedule of 12 months to complete the evaluation of the various
options (Tasks 1 , 2, and 3) . The above Milestone schedule is subject to modification due to the
unknown results of evaluations and / or correspondence from FDEP at this time . CDM will
request County change orders in the Milestone schedule as required .
