PROTECT DESCRIPTION Consulting Engineering services related to LFG System Modifications of the LFG design to accommodate a vertical expansion of the Class 1 -Segment 1 Landfill. II. SCOPE OF SERVICES Reference is made to Attachment B, the attached Scope of Work and the "Professional Engineering Services Master Agreement for Solid Waste ." III. CONSULTING ENGINEER INSURANCE REQUIREMENTS The following insurance requirements will be provided in accordance with the Master Services Agreement: A . Workers Compensation Insurance in accordance with Florida Statutes . B . Automotive Liability with a coverage of $1,000,000 for a combined single limit. C . General Liability with a limit of $2,000,000 for general aggregate coverage . D . Professional Liability with an aggregate limit of $3,000,000. IV. COMPENSATION FOR SERVICES Engineering Services : Task 1 . 0 - Modification of the Landfill Gas Collection System (Not To Exceed) $31 ,920 . Total $31 ,920 . A-1 mh1268 Salary Cost Basis with Upper Limit For the basic services performed on a salary cost basis with an upper limit, IRC agrees to pay CDM as follows : For engineering services performed by CDM, the payment will be equal to the salary cost of such services for each employee times 2.35 for overhead and profit plus actual out-of- pocket expense costs . Salary cost is equal to 1 .393 times direct salary costs and is defined as the cost of salaries (including sick leave, vacation, and holiday pay applicable thereto) for time directly chargeable to the project; plus unemployment, excise, and payroll taxes; and contributions for social security, employment compensation insurance, retirement benefits, and medical and other group insurance benefits . Actual out-of-pocket expense costs are all costs other than salary costs that are incurred during the progress of the work. The actual out-of-pocket expense costs include : air fare, automobile rental if required, mileage charges, parking tolls, taxi, meals, and lodging all in accordance with reimbursement rates set forth in Section 112. 061, Florida Statutes (1999) , as amended, and telephone, printing and reproductions costs, and other miscellaneous costs incurred specifically for this project. The maximum cost for blueprint sheets is $1 . 10 . The maximum cost for mylar sheet is $11 . 00 and sepia sheet is $5 . 00 . The charges for in- house computer program and word processor usage will be at CDM' s regular rates . For outside computer services, charges will be made at invoiced cost to CDM . Barton, Clerk By : Nam Deputy Clerk F 9 U !" t A-2 mh1268 ATTACHMENT B SCOPE OF SERVICES INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT CLASS I ACTIVE LANDFILL GAS EXTRACTION AND CONTROL DESIGN MODIFICATIONS INTRODUCTION Indian River County (IRC) is preparing for the construction of an active Landfill Gas (LFG) Extraction and Control System for the Class I Landfill. The LFG system will consist of gas wells installed into the waste and collection system of header pipes, which will convey the landfill gas to a flare station where it will be burned . The current Master Plan calls for the current Segment 1 portion of the landfill to have a final elevation about 45' higher than present. The Class 1 Segment 1 Landfill is currently closed with a clay cap and with passive gas vents installed into the waste . The purpose of this Landfill Gas Extraction and Control System Design Modification is to accommodate a vertical expansion of the Segment 1 Landfill . This will be done by providing connection points for a horizontal gas collection system to be designed and installed at some future time. Because there are existing landfill gas wells on top of Segment 1, additional modifications to these existing wells will be required for them to continue to operate during filling operations of the expansion. This scope reflects a significant effort to modify the design to accommodate a future system expansion, which would primarily use horizontal Landfill Gas Collectors in the Indian River County Landfill. In addition, this change makes it possible to design a landfill gas control system in the future, which will effectively collect gas from the vertical expansion area of Segment 1 . TASK 1 . 0 - LANDFILL GAS COLLECTION SYSTEM MODIFICATIONS The Landfill Gas Collection System design will be modified to serve the Landfill Gas Collection demands of a future landfill gas system expansion which will collect and extract landfill gas from the vertical expansion of Segment 1 of the Landfill. There are currently eight landfill gas wells, which passively vent gas on the top of Segment 1 . The current landfill gas collection system design uses lateral headers to connect these wells into a perimeter header, which then conveys the gas to a gas flare . CDM will design connection points along these lateral headers to allow for connection of future horizontal collectors to the existing vertical well network. B-1 mh1268 S The future horizontal gas collectors should be configured in a way to maximize performance under the future waste to be placed on Segment 1 . The layout of the existing perimeter header will also be modified to allow gas wells/ horizontal collectors placed in the vertical expansion in the future to be connected to the header . CDM will revise the KYGas model used to size and balance the gas collection header system. The model will reflect the new header configuration and the additional gas, which would be expected to be generated by the additional waste from the vertical expansion. Components of the existing design, which will be affected by the additional gas flow, will be modified. CDM will also develop new details as required for these design revisions . The connection points for the future horizontal gas collectors to the collection header will be detailed . The additional design details will include a modification of the existing layouts and details. These details will be added to the plans and referenced as needed on the existing plans . In addition to these details the base file, which shows existing grade, will be modified to include the most recent aerial topography work performed in 2002 . CDM has budgeted two meetings with IRC to discuss these design modifications . SCHEDULE These design modifications will be performed over an 8-week period . This period includes the meetings with Indian River County Solid Waste Disposal District.
