BE IT RESOLVED that there is herewith transferred the sum of $3,000.00 from some
items where there is a surplus to the items where there is a deficiency, according to detaile
statement attached, all in the General Revenue Fund of the current budget of Indian River
County as provided by law.

The several bills and accounts against the County, having been audited were exam-
ined and found correct, were approved and warrants issued in settlement of same. Such bills
and accounts being on file in the office of the Clerk of the Circuit Court, the warrants
so issued from the respective funds being listed in the Supplemental Minute Book as provided
by the rules. -of the State Auditor, reference to such record and the list so recorded being
made apart of these minutes.
The County.'depositories filed their monthly statement, showing receipts and dis-
bursements:,of the various funds, which have been audited, were found to be correct.

A special meeting of the Board of County Commissioners of Indian River County,
Florida, was held at the Courthouse, Vero Beach, Florida at 9:00 o'clock A. M. Tuesday,
October 21, 1955. Pres ent were Vice Chairman Robert Graves, D. B. McCullers, Jr., and
J. J. P. Hamilton. Absent were donald Macdonald and W. C. Graves, Jr. Also present were
Ed Schmucker, County Engineer, Sherman N. Smith, Jr., County Attorney and Katherine Morrison,
Secretary.
The County Assessor of Taxes, Homer C. Fletcher, appeared before the Board and
presented the tax rolls for the year 1955 on Real and Personal Property and also Intangible
Tax Roll, which were carefully examined and found correct and on Notion made by Commissioner
D. B. McC.ullers, Jr., seconded by Commissioner Hamilton, and carried, were approved, and the

Pursuant to the foregoing Notice, the Acting Chairman asked if there were any
present who wished to be heard. There were many and each was heard. Mr. Talbert, who was
requesting the ,zoning change was also heard. After considerable discussion in the matter
and upon Motion made by Commissioner McCullers, seconded by Commissioner Hamilton and carried,
the Board decided to table this proposed rezoning until the regular meeting of November 4th
when all members might be present.
Mrs. Dorothy Wimbrow of the Pilot Club appeared before the Board with a list of
names which she requested be accepted as members of a Committee to act in an advisory capacity
for the construction and maintenance of the Old Folk's Home. The Board accepted the following)

County for $20,000.00, and they could be bought by paying $5,000.00 down and $5,000.00 a yearlj

plus 6% interest. The Commissioners agreed they would like to purchase these lots and
requested Mr. Norman give them time to have an appraisal made before making a definite de- •
cision. Mr. Norman replied he would give the County 45 days in which to make up their minds.
Upon Motion made by Commissioner Hamilton, seconded by Commissioner McCullers and carried,
the Board authorized hiring Mr. Jewett to appraise the above mentioned property.

I, L. B. Vocelle, as Chairman of the Indian River County, Democratic Executive
Committee, do hereby certify that at a Special Called Meeting of said Democratic Executive
Committee, on the 16th day of October, 1958, a quorum being present, that there existing a
vacancy in the unexpired term of County Judge of Indian River County, Florida, and the Demo-
cra tic Executive Committee having the inherent right, power and duty to certify a name to
appear upon the General Election Ballot, to be held November 4, 1958, therefore it was re-
solved:
1. That the Democratic Executive Committee does hereby certify the name of Miles
B. Mank, II, as its nominee, to appear upon the General Election Ballot, as Democratic Can-
didate for County Judge of Indian River County, Florida, said General Election to be held on
November 4, 1958.
2. That upon Miles B. Mank, II, duly qualifying, as required by law, and duly
paying the party assessment as required by law, that his name be certified upon the General
Election Ballot as Democratic Candidate for the office of County Judge of Indian River County.'

Upon Motion of Commissioner Hamilton, seconded by Commissioner McCullers, and
carried, the Board instructed the Clerk to have prepared the ballots for the General Election
to be held Tuesday, November 4th, and the said.ballots to include the Office of County Judge
of Indian River County and to include the name of Miles B. Mank, II, as the Democratic

nominee and a blank space be included for the name or names of write-in candidates as pro-

a' Coach Thompson, County School Superintendent appeared before the Board and stated
?1 that since they would soon be moving into their new offices, the School Board would like to
sell to the County the three air -conditioners in their old offices instead of having to move

them and they will accept $495.00 for the three air -conditioners. Upon Motion made by Comm-
issioner McCullers and seconded by Commissioner Hamilton and carried, the Board authorized
the purchase of these three air -conditioners for the price of $495.00
A Motion passed by the Indian River County Federation of Women's Clubs was received
and ordered filed.
The County Attorney was requested at the last meeting to give an opinion as to
whether or not the County could employ and pay a lifeguard at Wabasso Beach, with respect to
this request he submitted a memoranda to the Board to the effect that since the Wabasso Beach
area had been leased to the Wabasso Civic Club that the Civic Club would maintain and operate
the property for the benefit of the public.
Upon -Motion made' by. Commissioner Hamilton, seconded by _Commissioner-,McCullers :and
carried, the following Resolution was adopted:
R E S O L U T I O N -- State Road Department to disclaim
Old A -1-A Right of Way
WHEREAS, the Board of County Commissioner of Indian River County, Florida, did ob
for the use and benefit of the State Road Department of Florida the right of way for State
Road AlA in Indian River County, Florida, designated Job 88070-2102; and,
WHEREAS, in the course of obtaining said right of way the County did agree with the
affected property owners that in exchange for their conveyance of the right of way required
for the above job, that the County would vacate and abandon all that part of the former exist-
ing road paralleling or approximately paralleling the new right of way for the reason that
these parts of said old right of way are no longer req uired and in consideration thereof, the.
affected property owners did convey said right of way without charge; Now, therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida,
that this Board does herewith now request the State Road Department of Florida to disclaim to
Indian River County, Florida, all that part of the old right of way which does not not con-
stitute a part of the new right of way as to the parts thereof paralleling or approximately
paralleling the new right of way in order that the County may vacate and abandon that part so
that it will revert to the abutting property owners.
There being no further business on motion made, seconded and carried, the Board then
adjourned.
