TUESDAY, LARCH 6th, 1928.
The Board of County Commissioners in and for Indian, River County, Florida, met at
the Court House in Vero Beach, at 10 o'clock A.M.Tuesday, March 6th 19289 with the
following members of the Board present: John H. Atkin, Chairman; Geo..A.Braddoek;
J. 7. IsBruce; J. J. P. Hamilton and 0. 0. Helseth. Also present were Miles Marren,

The, Minutes of the previous meeting were read and app roved.
W.3. -Sexton, appeared before the Board and requested road leading from Clemons .Ave.,
West to his home, and known as Road B--2 be marled. It was ordered that the County
Engineer do this work as soon as he can conveniently get to,it.
It was ordered that the County Engineer marl about 600 feet of road on Rosedale
.Avenue, as soon as he can get to this , work.
'Several citizens of Roseland appeared before the Board respecting repairs to, Old
Roseland Road known as the Bay -Mlore Drive. It was ordered that the County Engineer
repair this road when work at V7abasso is in progress.
i7.E.Godel, appeared before the Board regarding urgent need of repairs to road
designated as Sub -Lateral B-6 road. It was ordered that this work be done by the Co uf.
Engineer.
`S. N. Smith appeared before the Board regarding road known. and designated as
Bub -lateral B-4 Road. The Board agreed to take the same under consideration.
H.E.Kj orsvick and A. Hallstrom appeared before the Board regarding improvement
of the Dixie Highway south of Rm Vero Beach.
The following resolution was offered by Commissioner LaBruce,
=REAS, it has been brought to the attention of this Board that the State Road
Department of the State of Florida has designated State Road No. 142 which is to extend
along the Atlantic Ocean from St Augustine to Miami, and,
AREAS the Board of County Commissioners of Indian River County has already
anticipated such an action by the'State Road Department and has secured and obtained tb
right-of-way for a road on the peninsular through this County along the Atlantic Ocean,
NOWt THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Indian Ricer
County, does hereby offer such right-of-way to the State Road Department for use as a
part of State Road No. 142 and does urge the State Road Department to give the same its
earnest consideration.
Henry Schuman appeared before the Board regarding road on the teninsular north of
Vabasso Bridge. Board agreed to go over this road Fridays March 16th at 2 o'clock P.M.
and inspect the same.
The Notary Public Bond of Rachael Brocksmith in the sura of 0500.00 with Waldo E.
Sexton and Walter S. Buckingham as sureties was approved.
It was ordered that the bill of C. H. Pettibone for. $127.50 for damage sustained
by collession with County 'truck be paid, it appearing to the satisfaction of the Board
that the truck driver was at fault.

to be held in Miami on May 19 2,
and 3. Such appropriation to be paid out of the Publicity Fund of the County.
The County Democratic Executive committee having met, and adopted the assessments
to be levied against the candidates for the various offices of the County, for party
organizations assessments were thereupon made for the purpose of defraying all expense
in connection with the ?rimary Election to be held Tuesday, June 5th 1928s as follows:.

and it was ordered that the respective amounts indicated above be paid to the Clerk
of this Board as required by law, by each candidate for office. It was further
ordered that the Clerk place the total amount received in the General Revenue Fund
of the County.

BE IT RESOLVED by the Board of County Commissioners of Indian River County,
Florida, that under and by authority of Chapter 10690 of the Laws of Florida, Acts
of 1925, it is hereby determined that interest bearing time warrants of Indian River
County, Florida, in the aggregate sun of Fifty Thousand dollars ($50,000.) shall be
issued as follows:
Said time warrants shall be in the denomination of One thousand dollars each;
shall be dated March 15th, 1928, and shall be numbered from 1 to SO both inclusive.
The said time warrantsx shall draw interest at the rate of seven per centum per annum
interest payable semi-annually.
Both the principal and interest of said time warrants shall be payable at the
office of the United States Mortgage & Trust Company, New York, New York.
Said time warrants issued under this resolutiog shall mature and be payable as
f ollows:

The Board of County Cammi.ssioners of said county may sell the above time
warrants at private sale, or said time warrants may be sold to the highest bidder after
advertisement for two successive weeks in a newspaper published in said county; provided
that no sale, either public or private, of said time warrants shall be for less than
ninety-five cents on the dollarf
The proceeds of the time warrants provided for herein shall be used for the
purposes of: the equipment of the various county offices of said county; and for any
other lawful county purpose; and the same shall be used in such amounts and for any

of said purposes as may be determin,#ed by the Board of County Commissioners of Indian
River County, Florida#
It shall be the duty of the Board of County Commissioners of Indian Rlrer,
County, Florida, to assess and levy annually a tag on all the taxable property within
said county, which shall hot exceed sixteen mills on the dollar of valuation, for the
purpose of obtaining interest and raising a sinking fund for the payment of the time
warrents provided for herein, which tax shall, be levied, assessed and collected in the
same manner as other taxes, and it is hereby made the duty of the said Board of County
Commissioners to levy such special tax annually at the same time other taxes are levied,
so long as any of the warrants hereby authorized to be issued may be outstanding and
unpaid.*
Whereupon the roll was called upon the adoption of the said resolution
and resulted as follows:

For your legally issued $509000.00 of Time Warrants, to be dated issued
and delivered as soon as legally possible, issued for the purpose of constructing a
county jail, or other county buildings, bearing seven per cent Anterest per annum, pEv-
able semi-annually, both principal and interest payable at United Mtge & Trust Co. New
York City, maturing serially one to ten years, we will pay you Ninety-seven per cent of
the par value, plus accrued interest to date of delivery to us at our bank#
It is mutually agreed after delivery of the Time Warrants to exchange,as
soon as legally possible, said Warrants for bonds of the County maturing according to
law and as suits the County's convenience, bearing six per cent interest and payable semi-

It was ordered that the Chairman and Clerk of this Board take out insurance
policies on tool house and other buildings and county road equipment, and that such
insurance be distributed among the older agencies handling insurance.
The several bills and accounts against t2ge Court, having been audited, were ex-
amined and approved and warrants ordered issued in settlement of same. Such bills and
accounts being on file in the Clerk's office and made a part of these minutes.
The County Depositories filed their monthly statement showing receipts and dis-
bursement of the various funds of the County, which having been audited, were found to
be correct.
There being no further business on motion duly made, seconded and carried the
Board adjourned until the regular meeting in April 1928,,

The Board of County Commissioners in and for Indian River County, Florida, met
at the Court House in Vero Beach, at 10 o'clock A.M.Tuesday, .April 3rd 19289 with the
following members of the Board present: John H. Atkin, Chairman; Oeo.,A.Braddock;
J.W.La.Bruce; J.J.P.Hamilton and O.O.Helseth. Also present were Miles Warrens Clerk
and T.W.Knight, Sheriff.
The Minutes of the previous meeting were read and approved..
The Dixie Highway Improvement Association represented by James J. Rick, with,
about 50 members present appeared before the Board respecting the Dixie Highway south
of Vero Beach. It was ordered that the rough places in the highway be smoothed out
so that the road would be in good condition.
T. H. Sibley of Wabasso appeared before the Board requesting a ditch be made
on road leading to Wabasso Bridge. It was ordered, that if agreeable with the Town
of Vlabasso, the County will furnish the dredge at cost to excavate this project.
L. A. Moeller appeared before the Board respecting the fire,,situation in the
country beyond the limits of the City of Vero Beach. The Board informed Mr Moeller
there was no way by which they could agree to pay for chemicals used fighting fires
beyond the limits of the City of Vero Beach.
Deputy Sheriff bond in the sum of $19000,00 of Frank P, Willie, as principal,
with C . R.McClure and .A X.Young as sureties was approved.
The De-)uty �'heriff bond of T.H.Sheffield, in the suis. of $1,000.00 with Donald
Forbes and T . S.Roddenberry as sureties was approved.
It was ordered that the offer of W.E.Farley for hots 8--9-- and 10 Block 43
Original Town for the sun of 071500..00 for a Court House site be rejected.
It was ordered that the offer by Chas. E. Berg of the Campbell .Arcade Building,
for the
Court House,
at a price of
$759000.00
be
rejected.
It
was ordered
that valuation
of $500.00
be
out from the assessment of Mrs.
Julia Fields property at Sebastian for the year 1927 for the reason the house standing
upon this property has been destroyed by fire.
