Indian River County Sheriff s Office Video Visitation & Visitor's Center Revised GMP Proposal August 25, 2006 Clarifications and Assumptions Preface Our -proposal incorporates-assumptions-regarding-the -project that further explain-the--scope , - - - program , or quality of construction . The following is a summary of these assumptions . They are presented to clarify our proposal and to minimize any misunderstandings that may occur. It is our intent to provide the very best analysis possible to understand our proposal . General Clarifications 1 . This proposal is based on : • Request for Proposal , 15 pages ; Proposed Cable Distribution System as indicated in Indian River R5dwglb. pdf; and Proposed Booth Layout and Cabinet Details as indicated in Indian RiverRFAdwg2 . pdf as attached to the electronic mail from Captain Bill McMullen dated 3/15/06 . • Proposal Amount $792, 841 which includes the acceptance of Alternate 1 . 2 . The cost for Builder's Risk Insurance and related deductibles for any and all perils , are not included in the contract price. Due to market availability, a policy may not be available at the time this project will commence and if available, deductibles for wind and hail claims may exceed 5% of the policy coverage amount. If the Sales Tax Savings Program is implemented ; Indian River County shall purchase and maintain the Builder's Risk Insurance Policy including assuming responsibility for all deductibles throughout the life of the project and will comply with State Procurement Regulations for Owner Purchases. Peter R. Brown Construction , Inc. shall be listed as an additional insured on the Builder's Risk Policy and a copy of the policy will be made available on request. If Indian River County elects not to procure Builder's Risk Insurance for the project , then the Owner will act as the insurer for the protection of both the Owner and Peter R . Brown Construction , Inc. and its subcontractors and suppliers . In addition , if Builder's Risk Insurance is not procured , then upon request Owner will execute a standard Hold Harmless Agreement for the benefit of Peter R. Brown Construction , Inc. which will confirm that the Owner has assumed the responsibility of all claims which could have been covered by Builder's Risk Insurance and all related deductibles 3 . Permit and Impact Fee costs are included as an allowance of $5 , 000. 4 . CM contingency is included in this proposal in the amount of 2 . 5% and is intended to be used in coordinating the limited design information contained within the RFP associated with the existing facility infrastructure . 5. All warranties will commence on the date of project substantial completion or beneficial use. The costs contained within the Proposal , unless specifically noted otherwise, are based upon manufacturer's standard listings of colors , finishes , etc . 7. It is assumed that retainage will not be held on CM bonds, insurances , quality control testing and General Condition items in accordance with Article 7. 1 . 7 of the CM Agreement-for-the IRC- Jail -Expansion-2005. -CM--General - Condition--items --will be - - - negotiated as a lump sum amount and isolated as a separate line item in the GMP. The Lump Sum General Conditions will be billed in one installment in the first payment application after commencement of the work. 8 . Sales Tax Savings Program is not included for this scope of work. The electrical component is very labor intensive and there are not sufficient materials to overcome the threshold for direct purchases. The visitation units are custom fabricated items utilizing materials from several suppliers that are integrated to become one final product, thus they do not meet the criteria as outlined in the TAA for the Sales Tax Savings Program . 9. This GMP is valid from date of issuance (8/25106) and assumes work to be accepted and a Notice to Proceed to be received by Peter R. Brown Construction, Inc. no later than 9115/06 . It is assumed that this scope of work will be executed concurrently with the other detention electronic security system installations and will be completed within the existing Contract Time of the Jail Expansion . Additional General Conditions costs required for project specific items are included in this proposal . Other supervision and general monthly expenses have not been duplicated in this proposal . If the work is delayed , additional General Conditions will apply at the currently contracted monthly rate. 10. Electronic copies of record drawings are not included . Two sets of record drawings will be provided to Indian River County Sheriff's Office at the completion of the project indicating all modifications in colored ink. 11 . The costs for temporary power and water are not included . Existing utility services will be used at not cost to the Construction Manager. 12. Additional temporary toilet facilities and dumpsters are not included as it is assumed that the Jail Expansion facilities will be utilized . 13. Fire extinguishers , temporary barricades and job safety signs are included to meet OSHA standards and regulations . 14 . Progress cleaning is included ; however, final cleaning costs are not included . 15 . The demolition , abatement, removal or disposal of any contaminated , hazardous materials including but not limited to asbestos , toxic saturated materials, as well as any other unforeseen subsurface conditions such as sink holes, unsuitable soils and abandoned utilities are not included . Hazardous materials surveys or engineering are excluded as well . Demolition, excavation, underground work, backfill and site restoration are not included for this project. It is assumed that all work is to be conducted inside the existing buildings. 02C Landscaping 02C-1 . Landscaping is not shown or included. 02D — Selective Demolition 02D-1 . Existing corridor walls will be core drilled for new conduits/raceways and patched to match existing surfaces and fire or sound ratings. 02D-2. Temporary barriers or partitions to separate inmates from construction workers are not included. 03A Concrete 03A-1 . Visitation equipment package is included as MTI system as detailed : Manufacturer: Montgomery TechnologV Inc. : • Furnish and install 43 Public Video Stations along with pre-wire for eight additional future stations. These stations will be wired using Cat5e cable to the network hub and fiber optic patch panel in the Video Visitation Visitors Center. Thirty three (33) of the stations will be floor mounted at the center of the room , 8 wall mounted stations, 8 wire-only wall locations and two attorney stations in lieu of the layouts indicated in the RFP or sheet A1 .2 dated 12/20/05. Stools for the public video stations are not included. Indian River County Sheriff's Office Video Visitation & Visitor's Center Revised GMP Proposal August 25, 2006 • Free Standing Video Visitation Booths (back to back) along with Wall Mounted Visitation Booths consist of a pre-finished custom made 16 gauge cubicles with 16 gauge hollow metal insulated divider panels and a 14 gauge stainless steel counter all furnished and installed. The booths will be braced either via a support to the steel structure above or by utilizing an additional - - - -floor mounted divider where-necessary. - — - • Furnish and install 4 portable Inmate Visitation Stations (2 each — Building A, 2 each — Building F) . These stations will communicate via wireless network to the network hub and fiber optics patch panel located in their respective buildings. • Furnish and install 46 Inmate Video Visitation Stations (Wedge Style Cabinet Housing) which will be wall mounted. These stations will be wired using Cat5e cable to network hub and fiber optic patch panel located in their respective buildings. Also, included are 46 detention grade floor mounted stools with stainless steel seat tops furnished and installed. • Additional inclusions are: all network switching hubs, software, video visitation management computer with touch screen graphics, DVR recording for 93 stations, offsite video, all single mode fiber optic cable and terminations including break-out boxes , patch panels and ST single mode connectors , all cat5e cable and terminations. • Finish of all visitation equipment is to be powder coated steel with stainless steel counters. One year warranty • Owner training and testing as required by RFP • A 24 hour Owner response time during one year warranty period is included. • Technical support line is available 8 to 5 Monday thru Friday except holidays. 11A-2. Additional Clarifications related to the RFP Exhibit A Specifications : MTI System Clarifications: • Under Exhibit A, Paragraph A, System Central Control Switch — a full PBX audio and video switching system is described in this section of the RFP. All of the functional features described in this paragraph are met or exceeded by the MTI system . MTI utilizes VOE, Video Over Ethernet, and VOIP, Voice Over IP Communications capabilities, to communicate the video signals and the audio signals digitally by Ethernet. In addition to our switching scheme, utilizing Ethernet based switching in lieu of PBX, the MTI system allows for on site and off site conferencing from any single unit up to a maximum number of four video conference units either on site or off site . The only limitation to the number of connections that can be made through the system is the number of stations attached to the system . Utilizing the MTI DVR software, all stations can be recorded and monitored at will. • Under Exhibit A, Paragraph B, Wide Area Connectivity — Since the MTI system utilizes Ethernet based communications, wide area connectivity utilizing LANMAN or the internet is readily available. Therefore, the items specified within this section are exceeded by the MTI system. Indian River County Sheriffs Office Video Visitation & Visitor's Center Revised GMP Proposal August 25, 2006 • Under Exhibit A, Paragraph C, Connecting Local Video Communication Devices — Utilizing the MTI VOIP and VOE modules, a local video and audio communication device can be connected to the system at any point that the Ethernet or wired Ethernet is available. Therefore the MTI system meets and exceeds the criteria of Paragraph C. • Under-Exhibit A, Paragraph-DIInmate Video Management Software=MTI provides integration with our touch screen control systems which are already utilized on the Indian River project. In addition, we can provide inmate video management software utilizing our Protrak Data Management System. Therefore, MTI capabilities far exceed the requirements of inmate video management required by the RFP. • Under Exhibit A, Paragraph E — Systems Controls Software, Paragraph F — Cameras, Paragraph G — Color Television Monitors for Inmates, Paragraph H — Armored Cord Handsets, Paragraph J — Communications Cabling System, Paragraph L — Support Hardware, Paragraph M — Electrical Requirements and Paragraph N — Environmental Requirements: MTI meets or exceeds RFP requirements . • Under Paragraph K — Recording Sub-system — The MTI DVR software exceeds the requirements of this system . The MTI system will allow recording of up to 16 visitation stations at full rate . Additional hardware can be added allowing for full system recording . 15A Fire Sprinkler System 15A-1 . New sprinkler system components or modifications to the existing sprinkler system are not included . 15B Plumbing 1513-1 . New plumbing system components or modifications to the existing plumbing system are not included . 15C HVAC Systems 15C- 1 . New HVAC system components or modifications to the existing HVAC system are included . 15C-2 . It is also assumed that the mechanical systems for visitation areas and equipment rooms are sized to accept the new loads produced by the new equipment and visitation system components. 16A Electrical Systems 16A- 1 . Electrical circuits will be installed from existing electrical panels . Each visitation station requires 120V AC. It is assumed that five (5) stations can be powered by one ( 1 ) 120VAC circuit. 16A-2 . New conduits and raceways required to extend from the new Tele-Video Visiting H-018 to the existing inmate areas are to be installed above accessible ceilings or wall mounted at the wall/ceiling intersection where the ceilings are not accessible. (Security plaster or hollow core locations) . An allowance of $7 , 650 is included for installing power poles or additional raceways at Tele-Video Visiting H-018. - 16A-5. -It-is assumed-that-Housing-Units A,-B, C , D , E;-G , H , 11 J ; K, Lj -Mj N , O, P; Q, R; - T/U , V/W, X and Y have sufficient power capacity in the existing electrical panels to accommodate the required circuits. End of Clarifications ALTERNATES 1 . The eight (8) stationary wedge style and two (2) mobile units are not required at Future Building F . The video equipment and electrical work has been deducted from the original proposal amount by ($36, 888) .
